Your proposed development is within the Black Cat Trunk Drainage Area. This large area is shown in orange. The yellow area is a sub drainage area served by Mack Cat trunk B. All of the drainage within the outer orange line gravity flows to lift station #1 (green dot). A force main ( purple line) will come out of lift station #1 and pump Fast about 1/2 mile to the waste treatment plant. In accordance with the f=acility Plan and Comprehensive Plan, all development within the Black Cat trunk drainage area, must flow to lift station #1. 3. P.r ©rity_trunk [bevel. opment: Based on our Comprehensive Plan Economic Analysis, plus citizen input at several pubic hearings, the city has adopted the Five Mile Trunk extension sewer project as our number 1 priority. We have budgeted funds to participate with developers in extending this trunk line toward the Eagle Road interchange area. We are also implementing late comer agreements. We have identified the Black Cat Trunk sewer project as our number 2 priority. Because of the topography and large drainage area, the Black Cat project will be expensive. The City has budgeted funds to participate with developers in constructing improvements to allow building in this drainage area. 4. City. Participation: In the Five Mile Trunk project, the City will be contributing funds to match private investment. Because the Black Cat Trunk project involves several major elements (lift station, force main and trunk line) we believe that the appropriate element for City participation is construction of the lift station. By constructing the lift station in accordance with the Facility Plan, trunk line development cost will be .relatively uniform throughout the City. We certainly understand that the initial 33" portion of this trunk and the force main will be expensive for the prime sector, but we intend to implement a progressive late comers agreement to help recover initial investment. 5. Policy Summary., In a nutshell, our residential development sewer policy can be summarized as follows: A. New residential development will not be allowed to switch sewer drainage ares with temporary lift stations. B. The City will no longer allow temporary lift stations or modifications or relocation of the Golf View Estates lift station. C. The City will negotiate favorable late comers agreements in a partnership with private developers. D. The City will construct lift station No. 1 which is a permanent facility to serve the Black Cat Trunk drainage area. E. Private interests will be required to construct sewer force mains and trunk lines in accordance with the Meridian Sewer Facilities Plan. - Z — David, we understand that Brighton Corporation may have to pay more for sewer in this area than you have anticipated, however, we are willing to construct a major lift station so you and others are assured of reliable, permanent sewer service in this area. If you decide to proceed with developing the Fuller and Thomas properties, please coordinate your plans with me and our staff. We will be assessing a $600.00 (estimated) golf course improvement fee for any lots that are related to the golf course expansion. This fee will be collected with the building permit and used to reimburse the City for up -front golf course development costs. At this time in our planning, we anticipate developing the back nine holes during Winter 1994 and Spring 1995. We have estimated the total construction cost and a certain number of building lots to arrive at the $600.00 per lot fee. It is possible that this fee will decrease or increase depending upon actual development costs. If you implement your subdivision development plans, we certainly want to negotiate a workable agreement pertaining to golf course timing, number of benefiting lots, transfer of fairways to City ownership, construction of force main and sewer trunk and all the other items pertaining to quality development by you and the City of Meridian. Kingsford, Mayor - 3 - proposed project Bright®n Corporation September 21, 1993 Mayor Grant Kingsford City of Meridian 33 East Idaho Ave. Meridian, ID 83642 RE: Blackcat Sewer Trunk Dear Mayor: In accordance with recent meetings with Wayne Forrey and Gary Smith, I have asked Hubble Engineering to formulate an alternative to the existing preliminary facilities plan. Enclosed are copies of the work they have done. The obvious differences between this proposal and the existing plan are: 1. The location of the Blackcat sewer trunk lift station. This proposal relocates the lift station to the intersection of Ustick and Blackcat Roads. This saves 5/8 of a mile of 33" trunk line that is otherwise not used because, the acreage to the east is set aside for agricultural uses and will presumably not be serviced by sewer. 2. The area to the north of McMillan Road would flow to lift station no. 2 on McDermott Road. According to my conversations with -Wayne, the servicing of the area to the north is not a high priority. This alternative will reduce the cost of the Blackcat, trunk extension by approximately $300,000. Since this line is of little benefit to the abutting parcel(s), I would like to propose that the facilities plan be amended accordingly, I also understand in my meetings with Gary and Wayne that the City is'reviewing its sewer connection fees in relation to funding the City's sewer system: I would like to propose what I feel is an equitable system for funding both plant maintenance and expansion and sewer trunk extensions. First, we need to identify the different components of the sewer system: (1) the plant where waste water is treated, (2) the sewer trunk extensions which branch out from the plant to various areas along with necessary lift stations, and (3) the sewer main lines which branch out from the sewer trunk to serve specific subdivisions, some of which also contain site-specific lift stations. The sewer plant and sewer trunks (items 1 and 2 above) should be viewed as benefiting the entire city or the entire service area to be served. A sewer connection fee should be 12301 W. Explorer Drive, Suite 200 • Boise, Idaho 83704 • TEL 208-378-4000 • FAX 208-377-8962 established with at least two components: (1) a fee to cover plant maintenance and expansion and (2) a fee to cover sewer trunk maintenance and expansion, including necessary lift stations. Since the sewer main within a subdivision (item 3 above) services only that subdivision and its owners, it is reasonable to expect the developer to bear 100% of the costs associated with the construction of those lines and pass those costs along to his eventual buyers. The portion of the sewer connection fee identified for sewer trunk maintenance and expansion above would help pay for the sewer trunk extensions such as the Blackcat Road projector the Five Mile Creek project. If the city constructs the line, they would be reimbursed through hook up fees and likewise if a private party constructs the line. I can also see the possibility of issuing bonds for such major projects. Although I have provided only a broad outline with very few details, I believe that this is an equitable, workable, and fairly simple framework for a sound sewer policy. I suppose the reason I struggle with existing policies such as Meridian's late -comer fee or Boise City's assessment policy is that, as one of the major developers .in the valley, Brighton tends to get hit with all of the up -front costs and end up subsidizing and stimulating its smaller competitors. I don't mind competition, but I don't like to pay for it. If you are indeed serious about re-evaluating your sewer connection fees and related policies I would like to be a part of that process. If you should decide that a late -comer fee arrangement is the only way we will be able to structure the Blackcat Road sewer extension, I would like to make some suggestions on the format of that agreement. First, if a 10% administrative fee is charged by the city, that fee should be tacked on to the late -comer fee along with the prime rate increase each year. Second, late -comers should be required to pay the entire fee for the parcel they own prior to being allowed to tap the sewer trunk. This would help alleviate the problem of subsidizing our competition. Thank you for your time and consideration. Explorer, Suite 200 Boise, ID 83704 RE: Meridian Lift Station No. 1 Relocation Dear Mr. Turnbull: 208/322-8992 ■ Fax 208/378-0329 The following is a preliminary assessment of relocating the regional lift station now proposed for Black Cat Road and Ninemile Creek to the intersection of Black Cat Road and Ustick Road. Approximately 1,000 acres would be required to drain to the future Lift Station No. 2 in lieu of Lift Station No. 1. Of this, 60-80 acres is within the City's treatment plant expansion area, therefore, it would not require sewer for future development. This relocation would eliminate the construction of 3,200 lineal feet of 33" sewer pipe as shown on the City's draft facility plan. This sewer is not providing service to any future development area due to the location of the treatment plant expansion area. Also the flow requirements of the wet well and pumping facility required for Lift Station No. 1 would decrease by approximately 33% (based upon size of pipes entering the wet well). However, increasing the tributary area to Lift Station No. 2 would increase the flow requirements of the future wet well and pumping facility by approximately 60% (based upon size of pipes entering the wet well). Also trunk line sizes would increase north of Lift Station No. 2, but it is hard to estimate any increase in costs without knowing site specific layouts of future developments in that area. In, 1997', Brighton Corporation,constructed a sewer pressure main from Blackcat Road to the sewer plant up U"stiek Road. We also"installed a water line'along Blackcat Road. The costs.of those improvements are reimbu sable through latecomer agreements as'other'developmenfs• tap into the capacity, created by those improvements. We.received a draft agreement in January 1998 -� 3 '/i years ago. I believe Brad Watson and fhen Bruce'Freckleton have tried to'move this along but with great ftustratiorf on (heir part: ; in, the meantime, at least,5 other developments' have hooked on to the system and I•have been told that the City is collecting a fee from each ofthem. Those funds•rightly belong to Brighton Corporation and we need to finalize the agreements and commence the, reimbursement process.' ; We are also awaiting a latecomer agreement for. the water line we installed -on Ustick Road in front of our Bedford Place project,in 1995. We have requested'that several times in the past but have yet to see even a'draft agreement;.I• understand, that Voigt has now submitted an application for'the'property'on the north side.of the street and they should be responsible for paying latecomer fee`s for that water line.
