From: Andrea Tlucek [ mailto:altprays4u@gmail.com ] Sent: Sunday, August 20, 2017 1:39 PM To: Joshua Beach; Bill Parsons; Caleb Hood Subject: Sky Mesa East August 20, 2017 Dear Sirs, First, we'd thank you for hearing those of us who have concerns and oppose Boise Hunter Homes proposed plans that have been submitted for Sky Mesa East. While we are pleased that Mr. Hunter has agreed to a 2:1 ratio for homes adjacent to Blackrock, it does not reflect what Mr. Hunter had told us- that the ratio of homes adjacent to Blackrock on the north and south side of Taconic would be the same. We are still concerned with the number of homes planned for the area. The City of Meridian has encouraged diversity of housing, yet R-8 lots (patio homes) at Taconic and Eagle Road do not fit with this concept. Was the area labeled R-2 in the city plan for the purpose of holding the area for something else? For those of us who were lead to believe otherwise and after making large investments thinking that this was a more rural area, this is perplexing, confusing, and disappointing. As pointed out at the Council meeting, there are numerous homes across Eagle Road in Century that are R- 8. Wouldn’t there be more diversity if Sky Mesa East was different? We believe from personal experience and with talking with others that there is a need for developments with larger lots that allow for more space or distance between neighbors. There is a demand for and certainly a lack of them in Meridian. Plans for a "berm" along Eagle Road and at the corner of Eagle Road and Taconic are minimal. A larger berm with nice plantings, not unlike the berm across the street put in at Century, ought to be added to the plan. 2 We continue to have concerns about the traffic at Taconic and Eagle Road. Right now, at certain times of the day, one takes his life in his hands trying to join traffic on Eagle Road. Children cannot safely cross Eagle Road to get the school on the opposite side. We have seen the proposed plans and still believe that a light at the intersection would be safer for foot and bike traffic. The road variance that seems to have been granted by ACHD that now allows roads 210 feet from the intersection of Eagle and Taconic rather than the standard 330 feet, despite BHH plan for “right-in/right-out potentially is an accident waiting to happen. I can imagine traffic getting backed up on Eagle Road because of lack of room to make a clear turn off of Eagle. Trusting that those who live in the patio homes will not be travelling at the busiest times is fool-hardy. If indeed the R-8 is approved or accepted, why can’t the access to the patio homes come through the subdivision rather than off of Taconic? We have heard from BHH that ACHD plans to widen Eagle Road, but we have also heard that they do not have the land to actually do that. We appreciate your thoughtful consideration of our concerns and look forward to further discussions August 22 nd . Meanwhile, we would encourage all of you to come drive through and look at the area. See the importance of access for us using Taconic. Drive through Sky Mesa and over to Amity to see the difficulty with access because of narrow roads and the convoluted path. Drive though Blackrock to enjoy our openness. See how pretty Taconic is and how it can and does encourage the “feel” in which we all invested, enjoy and appreciate. As Madam Mayor has said, we have one opportunity to do this right. Sincerely, Andrea and Laddie Tlucek 5866 S. Graphite Way Meridian, ID 83642
