I currently live in Sky Mesa on Lo dge Trail Drive. I have attended and voiced opinions and testimony in neighborhood meetings, the Planning and Zoning hearing and the ACHD hearing. I appreciate the staff and council recommendations from both Planning and Zoning as well as ACHD. However I still believe there needs to be more thoughtfulness and improvements put into the plan Boise Hunter Homes has presented. These are my concerns followed by detailed support: 1. Too dense (to many rooftops to close together) 2. Better transition needs to occur from Estate lots in Black Rock to future lots in Sky Mesa 3. No connection to future path along Ten Mile Creek 4. No Bike lanes 5. Not enough parking at community pool 6. Pool not planned till final phase 7. Not enough common green space 8. Intersection too close to Eagle 1. Proposed housing is too dense A. South Meridian has no ½ acre or 1 acre lots available to build on. Less than one percent of the homes being built are on a half-acre or larger. This statistic was provided at the planning and Zoning hearing. Also a simple online search confirms the lack of buildable R2 lots in South Meridian. There is a need for larger lots. I searched for two years before I found my .82 acre lot to build on. B. Within a 4 mile radius there are well over a thousand homes being built with an R4 or R8 lot size. Where is the diversity spoken of in the Meridian City Comprehensive plan? C. The 2040 Communities in Motion forecast had even predicted 38 fewer homes than what Boise Hunter is proposing. D. In researching throw away neighborhoods (neighborhoods that become undesirable to live in) the number one cause is not enough green space. Either larger setbacks between houses are needed or more common green space in a neighborhood is needed to keep a neighborhood nice for years to come. 2. Too many smaller lots backing to Estate lots in Black Rock 3 A. As proposed currently three homes in Sky Mesa will back to just one lot in Black Rock. The Black Rock Homes are million dollar investments and deserve better. B. Just across Taconic on East Lodge Trail drive a much better transition was made with larger lots. 3. No connection to future path along Ten Mile creek A. I am disappointed that the city is not asking the developer to contribute to the pathway system in South Meridian. B. The only major path in the entire subdivision was built ten years ago by the developer of Black Rock along Taconic Rd. C. How will our children bike to Albertson’s? How will the Tuscany children bike to the new YMCA? D. There are 14 lots backing the Ten Mile Creek. The same creek with a path that runs through Tuscany. E. Shouldn’t Boise Hunter make it so that Sky Mesa has access to that future trail? 4. No Bike lanes are planned on Taconic a major connector road. Leading to Schools and the YMCA. A. The Compass-Community in Motion report gave the plan a “D” for bike rating and an “E” for pedestrians. 5. Not enough parking planned at the community pool. A. The existing pool parking situation is very dangerous. Many cars have to park on the narrow neighborhood roads. Causing limited visibility for children and other pedestrians darting between cars. B. The pool will be along the major collector road. If there is not enough parking cars will park on Taconic. There will definitely be pedestrian concerns. 6. The second neighborhood pool is not planned until the final phase A. The existing pool already can be overcrowded and is showing signs of wear and tear. B. The numbers of homeowners would be too substantial for the pool capacity. 7. Not enough Green space. A. In all of Sky Mesa and White Bark there is not even one common area that a full game of baseball or soccer could be played. B. The green spaces are very minimal throughout especially in comparison to all of the surrounding neighborhoods. C. In the existing Sky Mesa there are even signs asking us to not walk on the grass of some of the green spaces. 8. Intersection to close to Eagle Road. A. The first intersection coming into the neighborho od off Eagle is 210 feet from the Center line of Eagle Road to the Center line of the intersecting road. B. I walked and measured the distance. I drove south on Eagle and turned the corner onto Taconic. The planned intersection was close! After turning the corner and making the adjustments turning takes- I would have 20 feet of stopping distance before the intersection. Yikes! Just one car in front of me turning and then I only have 10 feet of stopping distance. Try it! The center of the intersection would be approximately 30 feet beyond the existing median. I really appreciate your consideration of my concerns. I have canvassed the neighborhood several times and spoken to many of the residents in Sky Mesa and White Bark who also voice the same concerns. The changes are not huge to the overall design. I am just asking for a few thoughtful changes to make the community 4 livable and loveable for many, many years to come. I will quote you Mayor Tammy in speaking about South Meridian “We are not in a hurry!
