Ladies and Gentlemen:
My name is Bill Hall and I reside at 4225 Venture Place. An adjacent property is being
developed by Erstad Thornton for the purpose of building a Mountain West Bank is on
your October 25th agenda. You will hear a proposal to annex this property into the city
limits of Meridian and an appeal of a Planning and Zoning recommendation.
Like my neighbors I have some concerns with this annexation and appeal of a portion by
the developer of the recommendation by the Planning and Zoning Commission. First I
am not opposed to the annexation of this property into the City. I am not opposed to the
building of Mountain West Bank on the property. I am greatly opposed to the
developer's appeal of not having to return to the Planning & Zoning commission when a
decision is made on what the additional business going into that property will be.
Planning & Zoning has expressed concern at both meetings on this property in regards to
what type of business that would go into that parcel. The original request was turned
down, as the developer wanted Carte Blanche on the decision as to what to place on the
property. He told me he would put in a Pizza Parlor, Gas Station, or whatever he could to
make a buck on. The P & Z told him both times they wanted to see a plan before
allowing him to put in a business in order to help our little neighborhood keep some
quality oflife. The Planning and Zoning Commission listed the types of businesses that
go on that property and they ranged from Mortuaries and Veterinarian Clinics to eateries
etc. We are asking you for agreement to the Planning and Zoning Commission's
recommendation. The developer has never been forthright with us in this development.
He had a meeting with ACHD that had an enormous impact on our neighborhood. We
were not informed by the developer or ACHD of this meeting and thus were not allowed
input. I realize legally the developer is not obligated, but morally and ethically he should
have. This behavior gives us absolutely no comfort level with this developer.
Bordering my property and the property in question is a stand of grown trees that I
planted thirty years ago. I am greatly concerned that during the development that they
will damage my trees. This is my ouly buffer between the Bank and Fairview. I ask that
my trees be protected from the developer. This quarter acre of land is home to numerous
birds and squirrels as well as a bedding area for migrating geese. I will continue to care
for and water my trees. Planning and Zoning did not address a buffer wall or address my
buffer of trees at the meeting. The developer is planning on planting trees as a buffer in
the same general area as my trees thus there should not be any digging around them.
Summarized my concerns are that the developer not be given Carte Blanche on the next
new business to be placed on the1property but has to return to Planning & Zoning for
approval of a new business per their recommendation. And lastly the integrity of my
property with regard to the stand of trees that serve as a buffer not be damaged or harmed
in any way.
