Please include this email in the packet to the Planning & Zoning Commissioners in preparation for the SKY MESA EAST presentation to the Meridian Planning & Zoning Commission on July 6th at 6:30 PM. Meridian City Planning & Zoning, As you prepare to consider the proposed subdivision and plat for Boise Hunter Homes' SKY MESA EAST subdivision I would like to submit my comment as a neighbor in Blackrock Subdivision, directly adjacent to the proposed subdivision. 1) The City of Meridian has mentioned in writing and in open public meetings the importance of transitions from one neighborhood to another. The SKY MESA EAST plan places homes against Blackrock subdivision at a ratio of 3:1. This is a significant difference and is not an acceptable transition for the Blackrock homeowners. Century Farms already has small lot sizes and although a reasonable transition has been spoken of and almost promised to those who have already invested in their properties in South Meridian along the Sout h Rim, there is no mention of how far the transition should extend and what transition is appropriate. Therefore, you have the liberty to make a generous transition as opposed to an abrupt transition and I recommend you decide for more generous. The reason is that the proposed SKY MESA EAST subdivision sits between homes on 1/2 to 1 acre lots in Blackrock and those in Century Farms that are very narrow lots with only a five foot setback where you can touch one roof line with another roof line with your arms spread. (Please see the attached photos.) Therefore it is a very reasonable request to match the Blackrock properties with at least a 2:1 ratio and to limit the number of roofs in the subdivision to something between two homes per acre and eight homes per acre as there is already a high density subdivision across Eagle Road at Century Farms. 2) I am adamantly opposed to SKY MESA EAST streets that enter off Taconic Dr. anywhere near the mouth of the entrance off Eagle Road onto Taconic Dr. Without a stop light on Eagle Road, cars coming off of Eagle must navigate oncoming 50 mile an hour traffic when turning onto Taconic Dr and then would need to be prepared to either stop for a car turning right or left immediately after entering onto Taconic Dr which w ould be a terrible safety hazard for the next car entering off Eagle Road and not anticipating a stopped vehicle on the drive. Any cars entering onto Taconic Dr. from SKY MESA EAST from the north side of the proposed development could not anticipate traffic coming onto Taconic Dr from Eagle and could be seriously injured on the driver's side by a car or cars coming off Eagle Road. This is also an area where children are present for bus pickup, drop off, where children are crossing Eagle Road to get to school in the Century Farms subdivision. It's important to not allow additional congestion at this entrance off Eagle Rd. 3) The price point for SKY MESA homes and Blackrock homes are higher than Century Farms and therefore I would request Boise Hunter Homes be required to add as much or more green space and landscaping along Eagle Road and Taconic Dr as Century Farms has added. There is a lot of desirable housing along Chinden Blvd in North Meridian due to the substantial plantings along both Eagle Road and Chinden Blvd. I would ask the same of SKY MESA EAST. We realize development will begin to change this rural setting but with a bit of advanced planning the Eagle Road corridor across all of the City of Meridian can be consistent and the South 2 Eagle Road corridor can be just as beautiful as the North Eagle Rd corridor. The Treasure Valley often has air quality issues and it is well known that more green space can greatly improve air quality. By adding roof tops that nearly touch and few green corridors it is essentially knowing but yet ignoring an already concerning issue and adding to the problem. Thank you for your time in reading this opinion and your consideration of these concerns for the development planned in South Meridian at SKY MESA EAST.
