Your business is exactly what we don't want to impact - rather, we want these home based businesses to thrive! There has been a great deal of confusion about the proposal brought to the City Council. There were a number of examples cited by staff as the cause for this change in ordinance - none were MLM home parties or delivery pickups, bible studies, children birthday parties, music lessons or art classes and the like. In fact, staff specifically said the proposal was not about these types of home uses. The intent of their proposal was to be about home uses that are only allow in other zones not residential such as industrial type of activities and commercial retail. In their examples neighbor to neighbor and HOAs have not been able to address them. All citizens have a voice - your email will be included in the record. I can say that the proposal that staff brought was a direct result of citizens asking the city for better tools to minimize the impact of others to their own homes and their neighborhoods. Staff - the 'boots on the ground' - from Community Development and Code Enforcement, brought a proposal to Council and to the community to weigh in on. That is the intent of the public process. The process, brought citizen voices to weigh in, bringing diverse perspective to the proposal. Council hears volumes of proposals - good and bad - and these are all given a public process to deliberate and consider and ultimately for Council's decision. Council listened to the reasons staff brought the proposal and the public testimony - both written and voiced at the meeting - and found the proposal needed was not acceptable as written and asked a working group be established to consider what might be needed, if anything. I have taught art classes (drawing, painting, portraiture, and mosaics) out of my home for over eight years. Teaching mostly children (and some adults), they have either walked to my house or been dropped off/picked up by parents. These lessons were once or twice a week Next door to me, my kids, and many from our neighborhood, have had piano lessons. My kids also went to the home of another friend in Meridian where they had gymnastic lessons. All of these lessons, mainly for children, greatly enhance the creative lives of Meridian children. These classes give parents an economically friendly way of enriching their children's lives, while also being conveniently close to home and a safe place for their kids to go. For my qualifications: majored in education and fine art at BSU, worked professionally in design studios for four years, free-lance illustrator of children's books for eight years, taught art in the school where I worked, was "art mom", k-5 for my own three children, and taught art classes in my home for over eight years. I am qualified, with years of training and experience, to teach private art classes in my home. The economic impact is import ant to my family, also, as I am now disabled and would find it difficult to work outside the home. I hope the classes I teach and lessons offered by others, will be allowed to continue unhampered by city regulations. To lose the ability to have these classes would be detrimental to Meridian's children and to the people, mostly moms, earning a little extra money for their families.
