Hi, Josh!
I have attached the denial letter that was sent to Mr. Blood regarding his request for direct access to SH-69 (Meridian
Road). The parcel has access to East Edmonds Court through an easement which grants Mr. Blood the right of access
across the parcel to the south (R9071450052 owned by Richard Shackelford). As an option, the Engineer has agreed to
allow temporary cross access to the north approach at the Veterinary Clinic if Mr. Blood can obtain a change to the
location of the easement or a cross access agreement with Mr. Shackelford. As you can see in the letter, there is also
one more appeal at the Transportation Board level.
I would recommend that all parties involved meet to see if a resolution to this can be reached.

David,
I spoke with the City’s legal department this morning and we came to the conclusion that the existing access point
granted for the parcel from Meridian Road will be the access that you are allowed per the city. If you are wanting to
modify the location of that access point, we will need a letter from ITD indicating their approval.
I spoke with Ken Couch at ITD this morning and filled him in our where the City stands on the location. Please reach out
to Ken ASAP so that we can get this issue resolved. I’ll need a letter from him by early next week indicating their
approval of the location. Technically we could get you through our process and place a condition on the CUP that you
get your access approved by ITD prior to receiving certificate of zoning compliance approval, but I don’t want to get that
far if they will have issues.
You sent me two different site plans on the 24 th of May and I want to make sure I’ve got the most recent version. Will
you get that to me as soon as you can?
I need to have all of this ironed out by the beginning of next week if I am going to be able to write a staff report in time
for the hearing on the 22 nd .
