I was truly shocked by what I was seeing and hearing regarding the Goddard Creek apartments project. Planning and Zoning recommend that the parcel in question to deny the project because of the super high density in the area. Planning and zoning did their homework on the project and evidently you did not. You are an elected official and vote on every project and it is mind boggling that you have forgotten the votes approved on the hundreds of homes and apartments Meridian is already building or are to be build. The residents are truly concerned about the negative impact on property values because of the 250 plus apartments and more traffic adding to an already congested area. You pride yourself as an Idahoan but yet what you are requesting is building more apartments on top of the 171 on Goddard Creek and forcing long time resident Idahoans to move out of the city to get away from the madness you are proposing. I am not opposed to apartments when they are placed correctly throughout the city but I am opposed to this specific project. Regarding the Lochsa Falls agreement with the city of Meridian. Where I come from when there is an agreement made between two entities you just don't throw it away no matter what the time frame or stipulations are. There was mention of how much time the developer has put into this project what about all of our TIME and MONEY we have invested in our homes and community. How would you and your family feel if the city scraps the comprehensive plan that was just updated October 11,2016 and decided to build 3 story apartments in your back yard. That's 37 foot homes which surpasses 3 one stories homes. Would you feel safe letting your children play in the backyard with 3 stories peering down on them. There is a time and place for everything and these 3 story apartments don't belong in our subdivision. We already have 171 2-3 story apartments in our community. We met with the developer and engineer for the project prior to the vote with planning and zoning to express our concerns regarding the 3 story units. Hoping a discussion about not having the 3 story units facing Goddard Creek or maybe putting the storage facility on the east side was put on the table. It was a big waste of time because the developer and the engineering firm had no intentions of working with us as the developer of the 171 units did. The engineer has lied to us time and time again as well as lying to the city. Bad behavior should not be rewarded no matter what the cost of time and money. T-O met with residents and hid the fact that the apartments were 2 part of the project and after planning and zoning denied the project then they wanted the residents to help them push the project forward. If the engineer would have been honest and not so arrogant the residents would have worked with the developer because once burned twice shy is what the consensus is. Not 1 resident in the 300' radius received anything from the city of Meridian regarding this project and the mailing list was and still is incomplete. T-O signed and had a paper notarized supplied to the city on the number of signs that were supposed to be put up on the properties hearing notice. Only one sign was installed not 2 like they swore to and the one sign was behind trees and not in the southeast corner like they also swore to be. As for your topic on enough housing so anyone that wants to move to Meridian can. There is many apartments and homes for rent or sale continuously in Meridian as well as surrounding area's and my opinion is the city of Meridian should be concentrating on creating jobs for the residents of Meridian. Your objections sounded like you have no regard for the current residents of Kelly Creek regarding all of the time spent and the concerns stated. Traffic is a major problem in our area and has increased on Goddard Creek to over 3000 cars a day up from 1900 in 2015. When Linder is under construction I expect the traffic to increase dramatically like it did when 10 mile was under construction. ACHD did a traffic study simultaneously with the developers study and projections and the studies are very very different. I put my money on the ACHD as the correct counts. Many residents called attention to the ACHD counter box but not one homeowner saw a second box from the independent traffic study done by T-O engineering. On the topic of the parcel in question to be sold and build upon. You act like the property in question has been for sale for years and it has only been months. If the agent Mark Bottles listed the property on the MLS and not just on his web site exclusively it would probably get more attention that it has gotten in the few months that it has been on the market. Business developments fill in on specific areas do to volume in each area and as Meridian continues to grow the parcel in question will be developed as offices if marketed properly and the price is competitive. Mayor De Weerd obviously knows the city she governs and I commend her and the other council members that denied the project. As I had asked you before Councilman Palmer and Cavener please do your homework and I'm sure you'll come to the same conclusion that the Mayor and other Council members have that this development belongs somewhere else and not in Kelly Creek. The city of Meridian has made a comprehensive plan and the city council should be following that plan and not changing to over populate an already high density area. Residents put their trust in the elected officials who govern the city of Meridian and as it stands the trust has been broken because of your actions. You were voted in as a representative for the people of Meridian not the developers.Good luck in 2019 because your going to need it. You have lost thousands of votes because of your actions. Respectfully Submitted Pam Fiscus Kelly Creek-Meridian, Idaho
