Subject:Goddard Creek Apartments (H-2017-0007)
Dear City Council Member,
We are writing to express our opposition to the proposed Goddard Creek Apartments. We support the
development of this land with office buildings as originally intended, but strongly object to it being rezoned and
developed as multi-family dwellings. In general we are not against multi-family dwellings being built in
Meridian as we understand our community needs a variety of housing options, but we do object to the proposed
Goddard Creek Apartments as we purchased our home in the Lochsa Falls/Kelly Creek Subdivision with the
understanding the land in question would be developed as offices and because there is already a 171 unit
apartment complex in our subdivision.
It is our understanding the developer is petitioning City Council to change the Lochsa Falls Development
Agreement since it was the basis for the Planning Commission’s denial of their original request. As the
Development Agreement was made and entered into by and between City of Meridian and the “owners” of the
property (defined in the agreement as including “any subsequent owner(s)/developer(s)”) we believe all current
homeowners in Lochsa Falls/Kelly Creek are subsequent owners and party to this agreement. Therefore, we
believe that no changes should be made to the Agreement without the consent of both parties (current
homeowners and City of Meridian).
Furthermore, we believe the addition of 74 dwelling units on so few acres and adjacent to another multi-family
dwelling would go against Meridian’s Comprehensive Plan and would overcrowd our subdivision and streets.
We ask you to please consider the following facts:
• The existing multi-family dwelling known as Selway Apartments consists of 171 dwellings on 10.1
acres; a density of 16.9 dwellings per acre.
• The property for the proposed Goddard Creek Apartments is adjacent to the Selway Apartments and
would add an additional 74 units on 5 acres; a density of 14.8 dwellings per acre.
• Currently there are 1,027 housing units in the Lochsa Falls/Kelly Creek subdivision comprised of 171
multi-family (Selway) and 856 single family dwellings; or 16% multi-family and 83% single family.
• The ratio of multi-family to single-family homes is already higher in Lochsa Falls/Kelly Creek than in
Meridian as a whole where multi-family homes make up just over 13% of the total housing, according
to data from Meridian’s 2014 Existing Conditions Report.
• The addition of the proposed 74 units would bring the t otal housing in Lochsa Falls/Kelly Creek to 1,101
units with multi-family dwelling comprising nearly a quarter (22%) of all dwellings.

In conclusion, we respectfully ask the Council to uphold the current Lochsa Falls Development Agreement and
reject the proposed Goddard Creek Apartments.
