Regarding: Goddard Creek Apartment H-2017-0007
Councilman Palmer and Associates,
First let me start by saying after reading your biography prior to Election Day I was happy to see a fresh face on the ballot
and possibly some new blood brought into the city. I live in Meridian in a great subdivision called Kelly Creek and I have
lived here since inception. I chose the house location knowing there would be no 2 story homes next to mine according to
the city’s comprehensive plan. The comprehensive plan states that there would eventually be offices behind me and
across from me. When I moved in there was no mention of a 171 unit apartment complex that was to be built across the
street from my home. It’s there and I deal with the vandalism, traffic, speeders and parking issues. After the apartments
were built I chose not to move because the city of Meridian had a comprehensive plan. I have been here 11 years and I
have fixed my house up to my liking. All this is jeopardy now because of a developer. The residents of Kelly Creek were
approach by the developer T-O engineering in December on the 22 nd of 2016. This was all unofficial but between the
developer and the residents we came to an agreement that a new storage facility would be built on the south east corner
of the 12.5 acre parcel and the balance on the southwest corner would be offices. Sometime between 2-28-17 and 3-09-
17 something changed. A sign was put up hidden behind trees on the southeast side of the parcel regarding a hearing
notice to rezone the parcel from R-4 to R-40 and the meeting was scheduled for 3-16-2017. With only 7 days notice it was
impossible for most of us to drop everything and come to the hearing. Thank heavens there was a continuation of the
hearing because we were all in shock at was proposed at the meeting.
Since the first hearing we have gathered the following information about what has transpired. There was no notification
from the city ever about the hearing and the city is supposed to notify residents within 300’ of the proposed action so that
was not done. The list is not even close to who should be notified which no one was notified anyway. The developer
swore and had it notarized that he put up 2 signs on the property which he did not he put up one sign and took a picture of

the front and back of the sign and called it 2 signs and the hearing notice was not put up until 3-9-2017 and we have
pictures to prove all of this and it should be recorded in the clerks file. Both Josh and Mr. Parsons in planning and zoning
said that didn’t matter that the developer lied and made false statements as long as he put up a sign. What is going on
down at city hall that we let people lie about what they are proposing. The city is forcing long time residents out with poor
planning and misuse of power by rezoning areas that are in the comprehensive planning and building 84 more rental
units that are 2-3 story apartments that don’t belong where they are trying to put them, in our subdivision. I wonder
how members of planning and zoning or the city council would feel if that was put in there subdivision driving home prices
down, increasing traffic on our small street and way overcrowding our schools. We need to manage our growth to
achieve high-quality development.
The original plan was to put the entrance to the storage facility on W. McMillan and now planning and zoning wants to put
the 3 story building on in the southeast corner using Goddard Creek Way and Apgar Creek Dr as the entrance to the
apartments were there are already 171 rental units with multiple cars all ready. Adding 84 more rental units on a 5 acre
parcel with the same entrance is ludicrous and very poor planning. I checked with the police department and now we in
Kelly Creek are becoming a medium crime area which we should not be. I won’t be able to sell my home for even close to
what I paid for it and the homes that back up to the 171 units build in 2010 had to take huge loses when selling their
property and now we are all faced with this dilemma once again. I appeal to you as our councilman to help us resolve this.
There are some many different alternatives to what they are planning. Switch the plan back to having the apartments on
the west side of the parcel and the storage on the east side as was planned and having a common entrance for both
entities off of McMillan. ACHD planned to widen McMillan in the future and the future is now. Don’t let developers walk all
over city hall because it’s got to stop. There are so many wrongs regarding this development there’s too many to count.
Please drive by and take a look and please don’t let them put three story units facing Goddard Creek W ay. If the
apartments have to be there h ave them flip the plans 180 degree’s and make the entrance off McMillan. Goddard Creek is
a collector road we have to much traffic as it is and adding more cars is just crazy. I am asking that before you and your
counterparts take a vote as the city council please do your homework as I did prior to voting for you to become a city
councilman. Please see the attached drawing that was the original plan and please vote no or make it work for all
involved. ACHD has made the traffic problems when the 10 mile inte rchange was redone and cars can’t make a left out of
our subdivision in the mornings and it all backs up on Goddard. This is not a place for more apartments, more cars and
more traffic. Because of the traffic on McMillan and the backup on Goddard Creek cars speed down Apgar Creek and
kids are walking to and from schools on Apgar Creek and I would hate for someone to get hit or killed before someone
takes notice. It’s already happened in Lochsa Falls behind us where a 10 year old boy was hit and killed. As our Council
members I hope you will do the right thing, read our pleas and understand our position. The developers don’t want to
compromise and they come is and walk all over residents of the city. Please vote no on this project H-2017-0007
