Since the Planning & Zoning Commission hearing on March 16, 2017, the applicant submitted a revised
preliminary plat, site plan, landscape plan and open space exhibit as required by the Planning and Zoning
Commission. The revised plans depict the requested changes by the Planning and Zoning Commission
which include the following:
A. Decrease the residential density. The applicant reduced the number of dwelling units from 82 units
to 74 units and the number of residential lots has also decreased from twenty-two (22) residential
lots to twenty-one (21) residential lots. The proposed gross density was reduced from 16.5 dwelling
units per acre to 14.8 dwelling units per acre. With the reduction in the density, the applicant
provided revised legal descriptions and is now requesting that the multi-family portion of the
project be zoned R-15 instead of the originally proposed R-40 zoning district. The loss in units
has also resulted in an increase of open space to 1.36 acres or approximately 27.2%.
B. Increase parking. The applicant has increased the number of spaces from 202 to 205 total spaces
and as a result the number of spaces per unit will increase from 2.5 to 2.77 spaces per unit. The
project now provides thirty-three (33) stalls for guest parking dispersed through-out the
development. Further, parking stalls have been eliminated from the landscape buffer on the west
boundary.
C. Modify the amenity package. The applicant has modified the proposed amenities for the
development and now proposes to include enclosed bike storage, a 50’ X 100’ playfield, a
community garden, internal walking trails, playground facility and a plaza with a covered seating
area.
D. Improve vehicular access to the multi-family project. The applicant has modified the site plan to
increase the distance of the proposed multi-family entrance to W. Apgar Creek Lane. The previous
site plan had the distance from the proposed entrance on Apgar Creek lane to Goddard Creek Way
measuring approximately 80 feet. With the proposed changes to the site plan that distance will
increase to approximately 220 feet. This change will result in the ability for a greater number of
cars to stack on W. Apgar Creek Lane.
Staff believes the applicant has addressed the Commission’s concerns and recommends the Commission
approve the revised plans as proposed with the inclusion of the revised R-15 legal description.
