Broadway Ave. Meridian, Idaho 83642 Re: Rebuttal to Applicant's March 311t, 2017 Letter to City Council - H-2016-0137 As the Youth Transportation Commissioner for the City of Meridian, I feel it is my responsibly to point out a misrepresentation made by the developer, Mr. Conger, of ACHD's plans for Lake Hazel Road. On 3 separate occasions - the neighborhood meeting, the City's Planning and Zoning Commission, and most recently in the attached letter addressed to City Council dated March 311t, 2017, Mr. Conger mischaracterized the plan for Lake Hazel Road. In this letter he stated and I quote, "As you may recall, Lake Hazel Road is planned as a 7 lane arterial and a major east -west transportation corridor". This argument has been used to justify that the area of the development will become undesirable as such warrants an R-8 zoning approval from the city. However, in letter written by ACHD to the developer, the dCapital Improvement Plan clearly states that Lake Hazel Road will remain a two-lane road West of Cloverdale Road until the comprehensive years of 2026-2030, at which time Lake Hazel from Eagle to Locust Grove Road will become a three lane road. Mr. Conger uses the 7 lane road argument as justification for his request for R-8 zoning. As he has mislead the community and the City. I humbly ask that you reject his proposal and retain the R-2 zoning which is appropriate and is consistent with established estate homes in this portion of the community. East Ridge Estates is a 11.7 -residential lot subdivision proposed for a 40.99=acre parcel of property In South Motidlan, Situated west of the Eagle Road and Lake Hazel Intersection, this neighborhood will increase. South Meridian's variety of residential housing types, East Ridge Estates is designated Medium Density and tow Density Residential on the Meridian Comprehensive Plan Future Land Use Map (FLUM), medium density residential areas are anticipated to contain between 3 and 8 residences per acre; low density residential areas are anticipated to contain up to 3 residences per acre. The total gross density for East Ridge Estates is 2.85 residences per acre and Is consistent with Meridian's Low Dons:ty Residential land use designation, Meridian's FLUM Identifies a major Commercial Neighborhood Center less than'X Mile West Of East Ridge Estates, the planned 7 Lake Hazel Road on the south boundary; and the 77 -acre South Meridian Regional Park just across Lake Hazel to the southwest.
