The City Council strongly recommends: 1. That ~ take time to _care~y review, the Findings and Recommendations of the Planning and Zoning Comrmssion, and ]Se prepared to state your position on-this application by addressing the. Findings and Recommendations of th~ Planning and Zoning Commission; and 2. That you carefully complete (be sure it is legible) the Position Statement if you dlsaRree with the Findings and-Recommendations of the Pla _nnlng and Zoning Commission. The Position Statement form for this application is 5vailable at the City Clerk's office. It is recommended that you prepare a Position Statement and deliver it t~ the City Clerk prior to the hearing, if possible. 'If t'hat is not possible, please present your Position Statement to the City Council at-the hearing, along with eight (8) copies. The copies will be presented to the Mayor, Coundl, Planning and Zoning Adfftinistrator, Public Works and .the City Attorney. BEFORE TFFE~ PLANNING AND ZONING COMMISSION IN THE MATTER OF THE REQUEST FOR PRELIMINARY AND FINAL PLAT FOR HAMPTON INN SUBDIVISION MERIgIAN HAMPTON CENTER, LLC, Applicant Case No. PFP -01-010 RECOMMENDATION TO CITY COUNCIL 1. The property is approximately 4.10 acres in size and is generally located at the Southwest comer of Allen Street and Gentry Way, Meridian. 2. The owners of record of the subject property are John and Alberta Sonntag of Boise. 3. Applicant is Meridian Hampton Center, LLC of Sparks, Nevada. 4. The subject property is currently zoned C-G. The zoning of C-G is defined within the City of Meridian Zoning and Development Ordinance Section 11-7-2. 5. The subject property is within the city limits of the City of Meridian. 6. The entire parcel is included within the Meridian Urban Service Planning Area as defined in the Meridian Comprehensive Plan. 7. The Applicant proposes to develop the subject property in the following manner: develop one 92 room Hampton Inn Hotel, one single story office building and one 2 story office building. 8. There are no significant or scenic features of major importance that affect the consideration of this application. RECOMMENDATION The Meridian Planning and Zoning Commission hereby recommends to the City Council of the City of Meridian that they approve the preliminary and final plat as requested by the applicant for the property described in the application, subject to the following: RECOMIvlENDATION TO CITY COUNCIL OF APPROVAL OF PRELIMINARY AND FINAL PLAT FUffi I4Ab~4PTC~NI ~ RTIR~IVIgT(~I.. P~o~ 1 A. Adopt the Recommendations of the Planning and Zoning and Engineering staff as follows: Sanitary sewer and water service to this site shall be via existing and new mains and service lines from the existing mains adjacent to the property. The applicant will be responsible to construct lateral sewer mains to and through this proposed development. Subdivision designer to coordinate main sizing and routing with the Public Works Department. Sanitary sewer service to Lot 3 shall be provided via a private sewer liR station. Consideration should be given in the design for the eventual conversion to a gravity system when it's available from the south. Per Meridian City Ordinance applicant shall convert when connection to the south becomes available and may be liable to pay late-comer fees. 3. Please add or revise the following plat note(s): (I0.) The bottom elevation of structurai footings shall be set a minimum of 12 inches above the highest established normal ground water elevation. Applicant has indicated that the pressurized irrigation system within this development is to remain private. The applicant shall be required to provide a backup source to the pressurized irrigation system. The Public Works Department as part of the development plan-review process shall review plans and specifications for the irrigation system. A draft copy of the pressurized irrigation system O&M manual must be submitted prior to plan approval. The applicant shall provide ACI-ID and the City Clerk a copy of a recorded a cross access agreement among the parcels for the shared parking and driveway access to the public streets prior to final plat signature by the City. The applicant shall be required to provide a water main loop through the proposed project to allow for fire hydrant connections at locations as determined by the Meridian Fire Department. PRELIMINARY/FINAL PLAT GENERAL REQUIREMENTS 1. Submit letter from the Ada County Street Name Committee, approving the subdivision and street names. Make any corrections necessary to conform. 2. Coordinate fire hydrant placement with the City of Meridian Public Works Department. 3. Assessment fees for water and sewer service are determined during the building plan review process. Two-hundred-fifty- and 100-walt, high-pressure sodium streetlights will be required at locations designated by the Public Works Depamnent. All streetlights shall be installed at subdividers expense. Typical locations arc at street intersections and/or fire hydrants. 5. Underground, year-round pressurized irrigation must be provided to all landscape areas on site. Please submit hook-up and design details based on the proposed landscaping. Due to the s/ze of landscaped area, primary water supply connection to the City's mains will not be allowed. Applicant shall be required to utihze any existing surface or well water for the primary source. If City water is proposed as a secondary source, developer shall be responsible to pay water assessments for the entire common open area. 6. Show all existing and proposed easements for irrigation/drainage facilities located within the boundaries of this proposed development. 7. The apphcant has proposed that they provide only half of the required landscape buffer between land uses (10') on the western side of the subdivision. The Landscape Ordinance requires the higher intensity land use, in this case the hotel and office usc, to provide the entire landscape buffer on their property. As justification for their reduced setbacks, the applicants point to the proposed comprehensive plan that depicts the property to the west as commercial use in the future. If the property does indeed become commercial in the future, there would be no need for the full 20' buffer between land uses to be provided on the applicant's property. The Planning and Zoning Commission supports the proposed reduced landscape buffer; however, should the Commission or Council determine that the buffer should be located entirely on the applicant's properg~, an additional condition of approval should be added requiring a redesign of the site and landscape plans prior to final approval. Adopt the Recommendations of the ACHD as follows: Dedicate 29-feet of right-of-way fi.om the centerline of Allen Street abutting the parcel by means of recordation of a final subdivision plat or execution of a warranty deed prior to issuance of a building permit (or other required permits), whichever occurs first. The owner will not be compensated for this additional right-of-way because Allen Street is a local commercial street and is to be brought to adopted standards by the developers of abutting properties. Construct curb, gutter, 5-foot wide concrete sidewalk and match paving on Allen Street abutting the parcel. Improvements shall be constructed to one-half of a 40- foot street section. RECOMMENDATION TO CITY COUNCIL OF APPROVAL OF PRELIMINARY AND FINAL PLAT Consmact curb, gutter, 5-foot wide concrete sidewalk on Freeway Drive abutting the parcel. Improvements shall be constructed to one-half of a 40-foot street section. Utility street cuts in pavement less than five years old are not allowed unless approved in writing by the District. Meet District drainage requirements per section 8000 of the ACH:D Development Policy Manual. If utility relocation is necessary to construct improvements required with this development, then all utility relocation costs associated with improving street frontages abutting the site should be borne by the developer. Any existing irrigation facilities should be relocated outside of the right-of-way. The applicant is proposing two driveways on Allen Street and one driveway on Freeway Drive; Proposed driveway # I is located on Allen Street approximately 30-feet south of the northern property line. This location meets District policy and is approved with this application. Pave the driveway to its full-required width of 25 to 30-feet and to a point 30-feet beyond the edge of pavement of Allen Street. Proposed driveway # 2 is located on Allen Street approximately 180-feet south of the northern property line. This location meets District policy and is approved with this application. Pave the driveway to its full-required width of 25 to 30-feet and to a point 30-feet beyond the edge of pavement of Allen Street. Proposed driveway #3 is located on Freeway Drive approximately 150-feet from the intersection of Allen Street and Freeway Drive. This location meets District policy and is approved with this application. Pave the driveway to its full-required width of 25 to 30-feet and to a point 30-feet beyond the edge of pavement of Freeway Drive. Other than the access poim(s) specifically approved with this application, direct lot or parcel access to Freeway Drive and Allen Street is prohibited. Lot access restrictions, as required with this application, shall be stated on the final plat. Adopt the Meridian Fire Department Recommendations as follows: 1. A fire-flow consistem with the Uniform Fire Code shall be provided to service the entire project. Applicant shall show all proximity hydrants within 500' of the project on the construction drawings. Acceptance of the water supply for fire protection will be by the Meridian Water Departmem. Water supply shall be provided before combustible construction begins. 3. Final Approval of the fire hydrant locations shall be by the Meridian Fire Depathuent. 4. All radii shall be 28' inside and 48' outside radius. 5. The roadways shall be built to ACHD standards. 6. The vertical clearance for the covered loading area shall be 13' 6". Adopt the Recommendation of the Nampa & Meridian Irrigation District. 1. Applicant shall apply for a land use change/site application. Adopt the Recommendations of the Central Dislxict Health Depmhnent as follows: The Applicant's central sewage and central water plans must be submitted to and approved by the Idaho Department of Health & Welfare, Division of Enviromenlal Quality. Run-off is not to create a mosquito breeding problem. Stormwater shall be pmtreated through a grassy swale prior to discharge to the subsurface to prevent impact to groundwater and surface water quality. The Engineers and architects involved with the design of the subject project shall obtain current best management practices for stormwater disposal and design a stormwater management system that prevents groundwater and surface water degradation. Adopt the Recommendations of Sanitary Services as follows: t. Applicant shall allow for a 12' Minimum enclosure gate opening per garbage container.
