On behalf of Meridian Hampton Center, LLC and Habitec. we are submitting this application for a
Preliminary and Final Plat consisting of athree (3) lot subdivision On 4.10 acres located at the southwest
comer of Allen Street and Gentry Way, Meridian. Idaho.
/he property is currently zoned C-G (General Commercial). The general commercial designation is in
~ompliance'with the 1993 Meridian Comprehensive Plan ("Comp Plan"). the Comp Plan Land Use Map
designates the area as commercial. Further. the subdivision complies with various Comp ?lan policies such
as Section 4.8U: Encourage commercial uses. offices, and medical-care uses to locate in th~ Old Town
dfsirict business parks~ shopping centers, and near high-intensity activit~ areas such as freeway
interchanges. The proposed subdiwsion is within close proximity of the Eagle Road and Interstate 84
interchange. Further compliance with the City of Meridian's development vision is demonstrated by the
proposed update to the,Meridian Comprehensive Plan, which indicates the area as commemial on the Land
Use Map.
Sewer (Meridian J mains (8") are located within Allen Street least borderl. 'A six-inch(6") sewer service line
has been stubbed to the property from the sewer main in Allen Street. This existing sewer service line will
serve Lot 1 Block 1. Lots 2 and Lot 3. ~Block 1 will'be provided a sewer service from an extension of the
eight-ihch (8") sewer main located in Allen Street. Due to site topography, Lot 3, Block 1 will have a two-
inch (2") pressure sewer service. A twel/,e-ineh (12") water (Meridian) main ii located within Allen Street.
The existing water main will be extended within the street frontage adjacent to the site (Free~vay Drive). A
commercial water service and a fire service will be provided to each lot. A neW fire hydrant if proposed at
approximately the midpoint along the Freeway Drive street frontage. Water and sewer servi~e main lines
Will be prOvided to individual lots through platted easements. All other'applicable utilities will be provided
to the site. An existing well on Lot 3, Block 1 (south side of lot) will be utilized for irngation service to each
individual lot (for watering landscape areas). Irriganon service stubs will be provided, within easements, to
each lot. Allen Street and Freeway Drive will be developed with curb, gutter, and sidewalk abutting the site.
All required curbs, gutters, sidewalks, and drive approaches will be built to Ada Couflty Highway District
and Mertdmn,standards. Street names are all e~istmng. No new streets or changes to street names are
proposed.

Due to the Small size of the .development (three lots), there are no covenants and restxictions proposed for
this subdivision. Landscaping is proposed for installation at the time of individual site development on each
lot. Further, site landscaping will be m accordance with the associated conditional use permit landscape
platt.
Total averagedaily vehicle trips (weekday) for the site are estimated at 1.046 based on thc Institute of
Transportation Engineers Trip Generation Manual {Oh Ed.). Thc 93 room hotel is projected to generate 765
average daily vehicle trips and the two office buildings {25,500 sq.ft, total) are projected to generate 281
average daily vehicle trips. Peak hour vehicle raps (weekday) are projected at 57 for the hotel in the
afternoon peak. The office buildings are projected to create 38 peak hour vehiole trips ~,weekday~ in the
afternoon peak. Allen Street was recently constructed and doesn't have,any traffic coUnt informatio~.
Magic View Drive had 5,732 veliiele trips per day (immediately west of Eagle Road) in 1996. The proposed
subdivision is located within close proximity to the Imerstate 84and Eagle Road interchange. In addition,
Eagle Road. is a major.arterial street developed to at least five lanes. Therefore. vehicle trips generated by
this subdivision should not have a detrimental impact on traffic movement.
A pre-application conference was held ar 3:00 p.m. on Friday, December 07, 2001. Meridian Staff making
comments at the pre-application meeting included Brad Hawkins-Clark. Bruce Freckleton. and Daunt
Whitman. Staff stated that the preliminary and final plat could be processed, concurrently since there are
only three lots with no new street dedication involved (only dedication for widening of existing streets).
Additionally, landscaping requirements would be per the conditional use perntit. ~ building permit for the
proposed hotel could be issued prior to the final plat being recorded or approved.
Statement of Compliance:
1. All driveways, parking, c/~rbs, gutters and sidewalks will be constructed to Meridian City Ordinance
standards.'
2. The proposed use is in conformance with the City of Meridian Comprehensive Plan.
3. The development will be connected to City services.

In compliance with your instructions, we have conducted a preliminary soils exploration for the above
mentioned development. Field work for this investigation was conducted on 12 December 2001. Our final
report should be completed 26 December 2001. This Preliminary Letter Report coutni~s information specific
to soils encountered within the northeastern most comer of the site. We have included Test Pit Log I that
shows cemented relatively fine grained soil to a depth of 4.5 feet, then granular poorly graded gravels and
sands below. Groundwater was not encountered during this site work.
Project work conducted previously in the northwest conner of the Magnc View Drive and Allen Street
development uoted groundwater to be as shallow as 9 feet of depth. Groundwater levels for this area are
apparently associated with local irrigation, and should be coincident with the irrigation season. Observed
cemented materials at shallow depths suggest that groundwater in this area may be because of a perched
Condition. Work conducted along Magic View Drive and Allen Street, south of the above mentioned
location, did not encounter groundwater to a depth of 14 feet. Based on our observations in the test pits and
the surrounding topography an6 our knowledge of the area, it is our opinion that groundwater levels for the
site can bc assumed w bc no shallower than 10 feet o£depth.
