RE: EAST RIDGE ESTATES, H-2016-0137
Dear Mayor de Weerd, Councilman Caavener and Members of the City Council,
As a Blackrock homeowner, we are writing to express a couple concerns with the rezoning of 40.99 acres (North
of East Lake Hazel Road and west of South Eagle Road) to R8 for the proposed East Ridge Estates development.
While we are proactive for the development and not opposed to residential growth, our two biggest concerns
with the proposed East Ridge Estates Development are the following:
1. Lack of Reasonable Transition: Per the City of Meridian Future Land Use Map Zoning Plan, it is
stated that "one important consideration for zonina, is the transition -from existing adiacent
zoning". East Ridge Estates development is adjacent to either R-4 zoning to the north, or the existing
Ada County RUT zoning to the east and west. The existing larger parcels to the west and east are 5
acres or larger, and the lots north of East Ridge, at Black Rock Subdivision are h acre or larger.
While on the east side, East Ridge Estates designed larger lots with open space to provide some
transition, but the lots to the north and west are substantially smaller and not considering any
transition to the parcels to the west. Considering that there is a BIG zoning jump from Ada County
RUT and Low Density Residential to R-8, there should be some consideration of the existing
character of the existing surrounding area. Thus, we request a Site -Specific Condition that states
that the East Ridge Estate lots along the western property line to be redesigned providing transition
lots around the western development perimeter.
Safety Concerns: The current Cyanite Drive south of Black Rock is designated for development to
the south for future homeowners. But we are substantially concerned that DevCo, LLC stated that
they will not provide any additional roads to connect to Lake Hazel Road until after phase one,
which currently is planned for 35 or more lots. We are not against typical homeowners traffic on
Cyanite Drive through Black Rock, but we are very concerned about having only one access for East
Ridge Estates for homeowners and construction traffic through Cyanite and Taconic Drives. In
addition, as Public Works Department stated, "No phases of the development can be served with
water service until it can be connected to a future 12" water line on Lake Hazel Road...". The plan is
that the 12" water main line will be installed at East Ridge Avenue to connect with Lake Hazel Road.
It is paramount that East Ridge Avenue is constructed in the first development phase to allow access
to Lake Hazel Road and connect the 12" water main line to Lake Hazel Road. We request for a Site -
Specific Condition that states that East Ridge Estates be required to construct East Ridge Avenue to
the south connecting to Lake Hazel Road to provide access for all construction activity for all phases,
including phase one and the required 12" main line connection.
