Dear Mayor de Weerd, Councilman Caavener and Members of the City Council,
As a Blackrock homeowner, we are writing to express our deep concern and opposition to the rezoning
of 40.99 acres (North of East Lake hazel Road and west of South Eagle Road) to R8 for the proposed East
Ridge Estates development.
While we are proactive for development and not opposed to residential growth, we do have a few
concerns with the proposed East Ridge Estates Development. Per the Blackrock Subdivision HOA Letter,
our two biggest concerns are as follows:
1. Lack of Reasonable Transition:
Per the City of Meridian Future Land Use Map Zoning Plan, it is stated that "one important
consideration for zoning, is the transition from existing a_diacent zoning designation".
East Ridge Estates development is adjacent to either R-4 zoning, or Low Density Residential.
The lots to the west and east are 5 acres or larger, and the lots north of East Ridge Estates
are Nacre or larger. The DevCo,LLC lots are substantially smaller and not considering any
transition from existing adjacent zoning designation. We request a Site -Specific Condition
that states that the East Ridge Estate be redesigned providing transition lots around the
development perimeter.
Safety Concerns: With the current design, Cyanite Drive is designed for future development
to the south and new neighborhood home owner use. We are substantially concerned that
DevCo, LLC stated that they will not provide any roads to the south to Lake Hazel Road until
after phase one, which currently is planned for 50 lots. As stated early, we are not against
typical homeowners traffic, but very concerned with only having one access to the East
Ridge Estates for homeowners and construction traffic through Blackrock subdivision by way
of Cyanite and Taconic Drive. We request for a Site -Specific Condition that states that East
Ridge Estates be required to construct a road to the south connecting to Lake Hazel Road to
provide access for all construction activity for all phases, including phase one.
