RE: H-2017-0018 ROCK HARBOR CHURCH RZ PP
The Idaho Transportation Department (ITD) has reviewed the referenced rezone and preliminary plat
application for Rock Harbor Church, Inc. located at 6437 North Tree Haven Way, north of US-20/26
(West Chinden Boulevard) milepost 35.61. ITD has the following comments:
1. ITD does not object to the construction of a church on the property at this location.
2. The access point shown as a right in/right out on the preliminary plat application was required
to be removed under a previous development application. This access is no longer a permitted
approach. Applicant would need to work with the City and ITD to determine availability of
access. If determination is made that access would be available, applicant would need to
submit a completed access permit application with supporting documents to ITD for review.
3. Due to the anticipated traffic impacts that this development will have on US-20/26 at full build
out, a traffic impact study may be required and would need to include the intersections of US-
20/26 and Black Cat Road, and US-20/26 and Tree Farm Way at a minimum. A larger study
area may be required.
4. ITD has completed a corridor study of US-20/26. The future corridor width in this area has
been determined to be 150 feet each side of the centerline. A view of the corridor study plan

5. The City is reminded that the US-20/26 Corridor is already congested. This project will
increase the number of vehicle trips in the corridor. ITD has no current funding assigned to
mitigate traffic impacts on US-20/26 in this area.
6. Idaho Code 40-1910 does not allow advertising within the right-of-way of any State highway
system.
7. IDAPA 39.03.60 rules govern advertising along the State highway system. The applicant can
contact Dion Burch at 334-8355 for more information.
8. Section 49-221 of the Idaho Code restricts the placement of any hedge, shrubbery, fence, wall, or
other sight obstructions of any nature where they constitute a traffic hazard at the intersection of
roads with other roads, private alleys, bike or pedestrian paths when they are within the “vision
triangle” of vehicle operators. The boundaries of the “vision triangle” are defined as follows:
a. By extending perpendicular lines along the face of curb from their point of intersection
40 feet in either direction; and
b. By a height between 3 feet and 10 feet above the existing centerline highway elevation.
