Graphite Way Meridian, ID 83642 March 23, 2017 Re: Opposition to East Ridge Estates File Number H-2016-0137 Dear Mayor de Weerd and Members of Meridian City Council, Blackrock subdivision is a pleasant community with homes situated on large %2 acre and 1 acre lots. As you may know, it is situated on a rim that overlooks the valley looking towards the Boise Mountains. It is unique in that topical configuration since the only other view rim development in Meridian is the SpurWing subdivision. The proposed East Ridge Estates that abuts Blackrock is an abrupt departure from any continuity to the housing at Blackrock. The housing units per acre is substantially more than Blackrock which will dramatically impact Blackrock visually and possibly lower property values. As I understand it, SpurWing does have safeguards built in to prevent contingent areas from having closely packed houses as cited in the Meridian Comprehensive plan: Residential uses north of Chinden Boulevard and within M mile or less from the rim should have lot sizes ranging from one-half to one acre, ensuring compatibility with SpurWing Country Club to the east. Use of transitional lot sizes and clustering of smaller lots adjacent to the non-residential and rim property are encouraged. Using the Comprehensive plan as precedent, the same safeguards should be afforded to Blackrock. The developers of the East Ridge subdivision should also be required to build the East Ridge Avenue off of Lake Hazel immediately upon city approval. Their plan of using Cyanite Drive in Blackrock is shortsighted and unnecessarily adds safety issues for adults living here as well as children. School buses regularly drive the roads here and children are at risk. I can think of no reason for that route through our subdivision except it might save some money for the developer. It certainly is not in the best interest of our citizens already peaceably at home in Blackrock. Thank you for your consideration. As both native Idahoans, we are pleased to continue living in the Boise Valley.
