Dear Mayor de Weerd, Councilman Cavener and Members of the City Council,
I am writing to you today to voice my concerns on the creation of East Ridge Subdivision. The
homeowners at Blackrock Subdivision are very concerned about a number of issues which we
feel will greatly impact our way of life. When my husband and I were looking for a new
residence, we looked all over the valley and fell in love with the rural feel and the spacious lots
of Blackrock. We understood that the Meridian Master Plan would manage growth to achieve
high quality development.
East Ridge Subdivision is requesting R8 zoning. We were not informed of the ACED approval
summary until after the P&Z meeting of March 6. Many of the Blackrock homeowners were
present at the meeting and we voiced our concerns, but we were unable to rebut the developer's
rebuttal because the summary was downloaded after the P&Z meeting.
I am not opposing the development of East Ridge, but I do think that R2 -R4 would be closer to
the Meridian City Charter, in keeping with a relaxed rural environment, and also not greatly
affecting our property value. I think you should really consider that impact on Blackrock,
which is R2, if it were to be surrounded by R8 -R15 home sites.
I am also greatly concerned about the additional traffic that East Ridge will cause. Currently,
the plans for Phase 1 state that they will extend Cyanite Drive and all contactors will come into
Blackrock via Taconic and weave through Cyanite. We have already experienced the many
vehicles that Sky Mesa subdivision brought to Taconic Drive and also those that are
constructing within Blackrock. The vehicles will go an elevated and winding road, past school
bus stops, playing children and driveways that exit onto blind corners. This winter many of us
were homebound by the snow, and the roads were, at best, one lane. There were time when I
had to back up because construction vehicles were blocking the road. I ask that you consider

the option that East Ridge have a road entrance via Lake Hazel Road, instead of cutting through
Blackrock. It is also getting difficult to exit Taconic onto Eagle Road. With the construction in
Sky Mesa and Century Homes, exiting has become dangerous at times.
The last issue I have is with our city water quality. Many of us have been dealing with
discolored water. East Ridge has only 16 available water connections for 117 new homes. The
developer does not have water rights and plans to connect to municipal water. This is not a
good answer for irrigation. If they change to R2 -R4, the water issue will be reduced.
In conclusion, we are hoping that you will consider having the developer build a road from
Lake Hazel for traffic, and put in adequate water and sewage Pules for their Phase 1, and change
from R8 to R4, at most.
