Broadway Ave. Suite 300 Meridian, ID 83642 Re: Opposition to East Ridge Estates File Number H-2016-0137 Dear Mayor de Weerd, Councilman Cavener and Members of the City Council, We reside in Blackrock Subdivision and are opposed to the East Ridge Estates proposal. We purchased our lot (.79 acre) over nine years ago and have been living in our new home for the last three years. When we purchased our lot these were the only estate view lots south of the freeway and we were under the impression that future developments would be two homes per acre, or less. There are also 2 and 10 -acre single family estate homes to the east of us. Blackrock and the neighbors that surround East Ridge have well established, expansive, estate lots with a relaxed, rural atmosphere. Allowing the East Ridge Estates project would have a negative impact on our existing neighborhoods and our quality of life with the dense development and the heavier traffic. We also feel like Spur Wing has set a precedent for rim view communities in Meridian and Blackrock shares Spur Wing's amenities of estate -sized lots and rim views. There are discrepancies between the ACRD approval letter and the DevCo plan that was presented to Planning and Zoning. ACHD has not approved the multi -phase plan, only one - phase. ACHD also cited East Ridge Avenue and a turn lane as a "Site Specific Condition of Approval". "ACHD traffic Chart 2, Condition of Area Roadways" in the approval summary shows Cyanite, a local road, as "NA" indicating ACHD did not believe the street would be impacted by traffic from East Ridge Estates. However, the developer clearly tapped Cyanite to be the main route for all traffic during Phase 1 and possibly Phase 2. ACHD hasn't approved construction traffic on Cyanite or Taconic Drive and we believe the construction vehicles would be a major safety concern. If this project is approved, the construction entrance needs to be off Lake Hazel. Thank you for your time and for considering our opinions. We are requesting that this application for approval of East Ridge Estates be denied and sent back to Planning and Zoning and ACHD for additional review. Robert and Debbie Brain 2389 E.
