As a citizen of Meridian, this request for reconsideration is my opportunity to provide information that I believe has not been considered. Please attach this to my original request that was filed with the city clerk. I'd like to point out once more that I did attempt to get information on this project - twice - and NO ONE responded. To recap, briefly, what I believe to be important omissions in this decision: (1) I believe that the additional traffic to be generated by the construction of the new Rock Harbor church has not been taken into consideration. (2) The community was to be developed with two collectors, Tree Farm Way and Black Cat Road. To build the additional homes without the completion of the second collector should not be approved. The additional traffic will place an undue burden on the hundreds of families who already deal with traffic issues at the intersection of Tree Farm Way and Chinden. There are safety concerns, as well as emergency access concerns, that we believe are being minimized by the developer. (3) Since the residents of SpurWing Greens are being asked to shoulder the burden of construction traffic, then the additional trips per day from new residents, it is an issue of fairness that the residents of SpurWing Greens should have been provided with adequate notice that the exception to the ACHD policy (3000 trips per day) was being requested. I agree with Ms. Butler - I am very disappointed that the ACHD staff recommendation to require the extension of Black Cat was ignored. Just because it was done legally, does not mean that was handled fairly. (4) I am truly concerned that the congestion generated by construction and the additional homes will negatively impact the values of our properties if Black Cat Road is not extended as a condition for the approval of the development. The developer is already benefiting from others who made considerable financial investments in developing SpurWing Greens. The fact that SpurWing Greens is adjacent to the proposed 2 development adds value to it. It would seem that construction of the Black Cat Road extension should not be too much to ask. We hope that our request for reconsideration is approved. Hundreds of homeowners in here should have a right to be heard.
