RE: East Ridge Estates, file number H-2016-0137 Mr. Beach: I am writing this letter in representation of Boise Hunter Homes, developer of the Southern Highlands (Sky Mesa) Subdivision, in reference to the application for the East Ridge Estates Subdivision, file number H-2016-0137. The purpose of this letter is to bring to the City's attention two significant concerns that my client has with this development: 1) the layout of the lots at the northwest corner of the property and 2) sharing of costs for the expansion of the City's sewer system. First, a review of the applicant's layout of the northeast corner of their property shows a short cul-de-sac with seven lots to the west and north of the road (S. Maesaia Way). This section of the plat borders the future development of my client's proposed subdivision. Unfortunately, the applicant did not communicate with my client regarding the location of the stub road to the north. The present location of the stub road is not appropriate as drawn. When this cul-de-sac is connected to the roads within my client's project, the cul-de-sac length will exceed ACHD's maximum cul-de-sac length allowances. We understand the layout was approved administratively at the ACHD, but we are submitting an appeal of that decision so that the road layout can be reviewed in the context of the development of the entire area. The road layout is also impractical when considering the existing topography of the parcel and the grading that would be required to construct the road as proposed. The immediate northern boundary of the property rests along the Grimmett Lateral, owned by the Boise- Kuna Irrigation District and operated by the Boise Project Board of Control. The road crossing will require license agreements to cross the lateral and the steep grades make it difficult to properly tie the roads together in the proposed location. Second, the current sewer line that extends through Sky Mesa and is stubbed to East Ridge Estates has very limited capacity. As noted in the staff report there are only sixteen lots that can be serviced under the current sewer configuration. As part of the ongoing development of my client's project, he will be required to extend the City's Ten Mile sewer trunk line off-site through a neighboring property to the north and continuing throughout his project and ultimately servicing land to the east and south of the applicant's property. The extension of the sewer trunk line will also provide additional capacity for the applicant's property. Without the expansion, the applicant will be unable to provide sewer service to approximately one hundred of his proposed lots. My client should not have to bear the full cost of allowing the applicant to adequately service his project. We are asking that the City condition approval of this project on the requirement that the applicant pay his pro rata share of the sewer trunk line extension. My client is not opposed to this development. However, it is important that my client not be improperly burdened by the layout or the sewer demands of the application.
