Mr. Beach:
I am also a resident of SpurWing Greens. I would be interested to know about your meetings
with my neighbors (who they were, when and where these discussions occurred). To a person, no
one in here that I am acquainted with was aware that this project was moving forward.
The developer held a community meeting some months back (October 30). A traffic count had
been done and I specifically asked what the results were and was not provided with a
number. Now I feel like he deliberately withheld that information from the discussion. I
suspect that they knew then that Tree Farm Way had reached that 3000 trip per day
threshhold that should have triggered the extension of Black Cat before any more development
occurs and they already planned to ask for an exception. Since the threshold has always been
communicated to the residents in here by ACHD, we took it as a measure of protection that our
single entry would not be overwhelmed with further development. To learn that the extension
of Black Cat was indeed ACHD's recommendation and that it was ignored is simply stunning.
The developer was clear that they did not want the expense of the extension. To appease some
of the attendees, the representative agreed to at a minimum having construction vehicles enter
that property on the existing Black Cat and offered to set up concrete barriers to keep those

vehicles from exiting Tree Farm Way. You can see why we feel ignored, betrayed, and maybe
duped by the decisions made.
Was the additional traffic to be generated by a large and growing new church within our
community even considered?
I adamantly oppose the approval as it stands. We know homes will eventually be built in that
location and that's great. For the City of Meridian to be so inconsiderate of the hundreds of
residents in here who have been paying taxes and supporting the community for several years is
quite appalling. Black Cat needs to be extended now. The recommendations of the ACHD should
be applied.

Thank you for submitting your concerns and sharing them with the City Council and the Mayor.
The application you have referenced was heard and approved by the city council last Tuesday,
February 7th. There was a great deal of discussion regarding Black Cat. You can get more
specifics from our Community Development Office on the findings for this application. I’m
copying Joshua Beach on this email so he is aware of your concerns and that you have his
contact information. Josh is the planner working on the project. He has talked to the neighbors,
worked with the developer and been the contact with the commenting agencies, like Ada County
Highway District. Josh would be a great person to talk with regarding any questions you might
have pertaining to the project as they move forward and any future concerns that might arise.

Message My husband and I are residents of the SpurWing Greens community. We have learned that the M3
housing project is moving forward to the west of us with no consideration of opening up Black Cat
for construction vehicles and future increased resident traffic. It is beyond our comprehension how
this can be approved by our mayor and city council. How many times do we need to bring this to
your attention? One exit/ entrance for our large community and now 90 plus more homes is unsafe
and unthinkable. ACHD has established that we have already exceeded our maximum traffic count
directive and yet more and more homes are being planned which will use this exit/ entrance. The
line of cars trying to get out on Chinden can be over 9 cars long. What happens in an emergency?
Why do all the other subdivisions have multiple entrances, but SpurWing Greens continues to have
to plea for Black Cat to open up?
