Bidding Results & Comments
On August 12, 1994 we opened bids for drilling of this well. We
received a bid from Pete Cope Drilling Co., Inc. and Riverside,
Inc. The bid results are attached to this memorandum for your
review.
The bid tabulations have been arithmetically checked and the
apparent low bidder is Pete Cope Drilling Co., Inc.
Recently Mr. Cope lost a number of his drilling employees for one
reason or another and the qualifications of the remaining employees
to manage the reverse -rotary drill rig is very suspect.
Our Hydrogeologist is very concerned that the driller assigned to
this project by Mr. Cope is not qualified, based on his personal
experience with the individual on other drilling jobs, and on that
basis he is predicting that we will experience problems that we
really don't need.
Our Hydrogeologist believes that Riverside, Inc. has submitted a
competitive bid, based on a recent bid they made to Island City,
Oregon to drill a 500 foot well ($177,000.), which they were
awarded. On this basis he recommends that the project be awarded
to Riverside, Inc. because he believes the driller Mr. Cope has
assigned to this project is not qualified to operate a reverse -
rotary drill rig.

11. OPENING OF BIDS
Bids will be opened publicly and read at the designated time
and place.
12. BIDS TO REMAIN OPEN
All Bids shall remain open for thirty ( 30 ) calendar days after
the day of the Bid opening, but the OWNER may, in his sole
discretion, release ,any Bid and return the Bid Security prior to
that date.
13.. AWARD OF CONTRACT
The OWNER reserves the right to reject any and all Bids, to
waive any and all informalities, and the right to disregard all
non -conforming, non-responsive or conditional Bids. Discrepancies
between words and figures will be resolved in favor of words.
Discrepancies between the indicated sum of any column of figures
and the correct sum thereof will be resolved in favor of the
correct sum.
In evaluation Bids, the OWNER shall consider the
qualifications of the Bidders, whether or not the Bids comply with
the prescribed requirements, and unit prices, if requested in the
Bid Forms.
The OWNER may conduct such investigations as he deems
necessary to assist in the evaluation of any bid and to establish
the responsibility, qualifications and financial ability of the
Bidders to do the Work in accordance with the Contract Documents to
the OWNER'S satisfaction within the prescribed time.
The OWNER reserves the right to reject the Bid of any Bidder
who does not pass any such evaluation to the OWNER'S satisfaction.
If the Contract is to be awarded, it will be awarded to the
lowest Bidder whose evaluation by the OWNER indicates to the OWNER
that the award will be in the best interest of the Project.
If the Contract is to be awarded, the OWNER will give the
Successful Bidder a Notice of Award within five (5) days after the
day of the Bid opening.
