Subject: Firenze Plaza Preliminary Plat/Access Clarification
On December 14, 2016 the Ada County Highway District Commission approved the preliminary
plat for Firenze Plaza. Although the plat was approved, the right-in/right-out driveway on Eagle
Road, and the right-in/right-out driveway on Amity Road were not approved by the ACHD
Commission. The applicant’s traffic engineer, Kittelson & Associates, provided the required
analysis to demonstrate that the driveways were needed to serve the site. ACHD staff supported
the request for driveways because 1) the applicant demonstrated the need; and 2) the driveways
would provide enhanced site circulation and decrease impacts to the surrounding neighborhood.
After the Motion was made, Commissioner Baker stated that she was relying on testimony from the
City regarding the access points; and that there was nothing to prevent the design of the
commercial development with possible future access points , if it was determined that additional
access is necessary.
ACHD did not approve access points with this plat, but with any future development applications ,
ACHD can consider additional access if demonstrated to be necessary by a traffic analysis.
