Mayor de Weerd,
I am writing to express my opposition to Folio, Inc's request
for a conditional use permit to build 30 4-plexes on a 10 acre parcel
off of South Eagle Rd. near the intersection of Ustick Rd.
I am a homeowner in the Carol Subdivision which borders the project on
the west. I oppose the project on the following grounds:
* The developers are proposing that access to the project
temporarily be via a right in and right out. If and when access to the
project is available from Ustick, they propose to close the access from
Eagle. "Temporary" is open ended and could be years in duration.
* The property owner for the neighboring parcel to the north has
publicly stated that he has no current plans to develop his property and
which would include access via Ustick.
* This access would funnel all traffic from Sadie Creek desiring
to travel north on Eagle Rd. onto Leslie Way. Since motorists typically
seek the quickest road to get where they want to go, anyone leaving the
subdivision and wanting to go north on Eagle Rd. [and being restricted
from making a left hand turn onto Eagle] would likely go south on Eagle
a few hundred yards to Leslie Way where they would make a right turn
into our subdivision, travel to Ustick and make another right and then
make a left turn on Eagle to head north.
* The scenario would be the reverse for residents coming north on

Eagle and wanting to return home. They would likely turn left on
Leslie, right on Ustick, right on Eagle and then make the right turn
into Sadie Creek.
* Leslie Way is a residential street not designed for this kind of
traffic which would pose serious safety concerns let alone the obvious
congestion.
Please support the residents of our subdivision by denying this
conditional use permit until such a time as access can be established
via Ustick Rd.

Dear Mayor and Meridian City Council:
As homeowners in the Carol Subdivision, we oppose the approval of proposed conditional use permit
for a planned development (CUP -04-23), Proposed Sadie Creek Subdivision Development. We oppose
the approval of this application based on the following:
1. The sudden transition from low density residential dwellings (1 dwelling per acre) to a much higher
density residential dwellings (15 dwellings per acre) is not in harmony with the existing neighborhood.
We recommend that the closest dwellings to the west property line be 3 dwellings per acre, which is
consistent with the Comprehensive plan and would provide a transition from the low density residential
to
higher density residential.
2. The public access via a right-in/right-out only on Eagle Road will result in increased traffic through
Carol Subdivision. Vehicles leaving Sadie Creek heading north, east, or west will most likely take the
shortest route and most likely use Leslie DrivelLeslie Way to Ustick Road. Vehicles trying to enter
Sadie Creek from the south will most likely use this route as well. This would result in a dramatic
increase
in the traffic on Leslie Drive/Leslie Way and would be detrimental to the existing nature of the
community.

Due to the unique characteristics of the Sadie Creek site and the IDT requirements for access to Eagle
Road, we recommend that this development be delayed until the permanent access from Ustick is
available.
We ask the City Council to deny this application until a development plan can be put in place which
addresses these issues.

Hello - Since I cannot attend the Sept. 7, 2004 meeting, I wish to present
my objection to the referenced project. To approve a project that must use
Eagle Road for ingress and egress is only going to add to traffic congestion
and most certainly add to the traffic on Leslie Road, as the would-be
residents of this apartment project would use Leslie as their most
convenient way to travel north on Eagle Road. Further, to have a right turn
only from the project to Eagle Road is simply the wrong way to design a
large, multifamily project.
As you know, Meridian City Council has a reputation for approving nearly
anything. Please let this one be a turning point. Wait until the developer
can do it right, with access via Ustick Road. Anything less and you'll be
creating a nightmare that will have to be dealt with forever. Thank you for
your consideration of my opinion.

vehicles per day on this route. The additional traffic would be detrimenal
to the existing nature of the community. The ITD requirements for acccess to
Eagle Road indicates the the Sadie development should be delayed until a
permanent access from Ustick is available.
I ask the City Council deny this application until a development plan can
be put in place that addresses these issues.

I am writing on behalf of my wife and I regarding the proposed conditional
use permit for the planned development (CUP -04-023), Proposed Sadie Creek
Sub -Division. We would like to state our disapproval to the application for
the following reasons:
1) Carol's Subdivision is a very quiet and secluded neighborhood that
was particularly attractive to our family since it is established and
tranquil. In talking
with our neighbors, it has come to our attention that the proposal
by Folio Inc., would change this neighborhood environment drastically. In
reviewing the
proposal it would appear that there would be a radical transition
from low density one acre lots, to high density multiple tenant dwellings.
This would not
be in harmony with the current controlled growth objectives of the

City of Meridian.
2) As stated in the previous paragraph, Carol's Subdivision is a quiet
and mature neighborhood with tolerable traffic patterns, we are fearful that
traffic will
increase greatly if this proposal is approved as it is currently
slated. We have young children and moved from a previous neighborhood to
this neighbor-
hood to avoid the relentless stream of traffic. If this development
(CUP -04-023) is approved, there will be an enormous increase in the traffic
flow due
to people taking the easiest route to Eagle Road and that would be
down Leslie Drive.
We voted for you Mayor De Weerd based on your opinions and visions as to
how we can have managed growth for the City of Meridian. Please encourage
the City Council to deny this application in lieu of a more gradual
transition from low density dwellings to low -medium density dwellings or
professional office spaces.
