The applicant, Anna Powell, Meridian's Planning and Zoning Director, testified in favor of the application. . No members of the public testified either in favor of or in opposition to the Comprehensive Plan Amendment (CPA) . The Planning and Zoning Commission and Anna Powell discussed comments submitted by Meridian's Parks and Recreation Department regarding the proposed CPA and the potential impact of the CPA on park land acquisition. The Commission decided to not revise the language of the proposed CPA to reflect the comments of the Parks and Recreation Department. Key Commission Additions/Modifications to Staff Recommendation: . CPA-O4-002 IN THE MATTER OF THE APPLICATION FOR A COMPREHENSIVE PLAN AMENDMENT TO ALLOW APPLICANTS TO REQUEST L-O ZONING IN RESIDENTIAL AREAS ALONG ARTERIAL STREETS AND SECTION LINE ROADS AND ALLOW APPLICANTS TO REQUEST THAT PROPERTY WITH PUBLIC I QUASI PUBLIC ZONING BE REZONED TO COMPATIBLE ZONING DISTRICTS RECOMMENDATION TO CITY COUNCIL MERIDIAN PLANNING AND ZONING DEPARTMENT, Applicant The above entitled application for amendment to the City of Meridian's Comprehensive Plan Generalized Land Use Map having come on for public hearing before the City Council on the 5th day of August, 2004, at the hour o£1:00 p.m., on said date at the Meridian City Hall, 33 East Idaho Street, Meridian, Idaho, and appearing and offering testimony was Anna Canning, Planning and Zoning Director, and having duly considered the matter, the Planning and Zoning Commission makes the following Recommendation conceruing Amending the Comprehensive Plan. RECOMMENDATION AMENDING COMPREHENSIVE PLAN - CITY OF MERIDIAN PLANNING DEPARTMENT I. Applicant is the City of Meridian's Planning and Zoning Department.. 2. The Applicant is requesting that the 2002 Comprehensive Plan text be amended by the addition of the following new text to the sections noted below: Chapter VII, Section I, p. 95 (proposed additions are underlined) Residential. The purpose of this designation is to provide a variety of housing types. Uses will include a range of densities varying from large estate lots to multi1'amily homes. Residential designations are asfollows: . Low Density: to allow the development of single1'amily homes on large lots where urban services are provided. Uses may include single1'amily homes at densities of three dwelling units or less per acre. A planned development permit may be required for large subdivisions. Density bonuses may also be considered with the provision of public amenities such as open spaces, pathways, or land dedicated for public services. . Medium Density: to allow smaller lots for residential purposes within city limits. Uses may include single1'amily homes at densities of three to eight dwelling units per acre. A planned development may be required for large subdivisions. Density bonuses may also be considered with the provision of public amenities such as open space, pathways. or land dedicated for public services. . High Density: to allow for the development of multi1'amily homes in areas where urban services are provided. Residential densities may exceed eight dwelling units per acre. The residential development might include duplexes, apartment buildings, townhouses, and other multi-unit structures. Other uses within a development may be considered under a planned development permit process. A desirable project would consider the placement of parking areas, fences, berms, and other landscaping features to serve as buffers between neighboring uses. . At the discretion of CitY Council. areas with a Residential Comorehensive Plan designation mav reQuest office uses if the orooertv has frontage on an arterial street or a section line road and is 3 acres in size or less in size. In this instance. no ancillarv commercial uses shall be oermitted. Chapter VII, Section 1, Pg. 99 (Proposed additions are underlined) Office. This designation will provide opportunities for low-impact business areas. These would include offices, technology and resource centers; ancillary commercial uses may be considered (particularly within research and development centers or technological parks). Areas are designated to preserve and protect existing private, municipal, state and federal lands for area residents and visitors. This category includes churches and public lands (excluding parks and schools) within the Area of Impact. The proposed designation change within the subject application would, in fact, require an amendment to the Comprehensive Plan as determined by City policy. 4. The requirements for a Comprehensive Plan are set forth in LC. § 67- 6508. RECOMMENDATION The Meridian Planning and Zoning Commission hereby recommends to the City Council of the City of Meridian that they approve the requested Comprehensive Plan Amendment to the Land Use Map to allow applicants to request L-O zoning in residential areas located along arterial streets and section line roads and to allow applicants to request that property with the Public I Quasi Public designation be rezoned to compatible zoning districts, as requested by the Applicant.
