I would like to add some post P&Z meeting comments regarding Leeshire Subdivision if I may,
I was disappointed with all of the Commissioners decisions except Wendy Newton -Huckaby. She seems to be the only one
that recognizes the need for Meridian to follow future land use planning, and develop Meridian as indicated on the
future land use map. We don't need more commercial or LID development on Locust Grove Road between Ustick and
Chinden. This is a residential area. Many of us based our decision to move to this area on this.
It is time the City of Meridian pays more attention to ACHD, the School District, and residents, when they have concerns
with traffic, school overcrowding, and property values.
North Meridian could be a showcase area if developed properly. We are close enough out here to Eagle, that we should put
our "best foot" forward. We need the best homes and developments in this area, as Eagle has done in our direction-
example Banbury and Two Rivers. Any variations(reductions) from the minimum City requirements should not be allowed.
I ask that you and Staff please take this into consideration, as future developments come along.

I am writing this memo to express my concerns with the proposed Leeshire Subdivision me # AZ-O4-0 17, PP 04.

CUP 04-026 and my overall disappointment with the City planning system in general. I have lived in Meridian
since 1962 and currently reside in Vienna Woods subdivision.
I am opposed to the CoN and L-D zoning changes, the Leeshire developer is requesting. I am also opposed to the
reduced lot sizes, froutages and setbacks as planned. This area as you are aware, is shown on the City of Meridian
Future Land Use Map as a designated medium density nsidentúd. area. The reason I moved to Vienna Woods is
it's a well planned,high quality development with homes ranging up to $600,000 in value. The smallest lot size we
have in Vienna Woods is 8080 square feet. We have our own two acre park. I invite you to tour Vienna Woods
before making any zoning change decisions for the area.
I feel that my property value has already been decreased with the approval and annexation of Sheridan Place
Subdivision. They too asked for, and was granted smaller than CiW minimum lot sizes, frontages and square
footage structures (l20IS.F.). The smallest lot in that development( 5100 sq. ft.) is approximately 30 feet from my
property line. Another case of a developer trying to squeeze as many lots onto a piece of land as possible for the
almighty dollar.
It seems to me, Meridian is approving just about anything that comes through, without regsrd to adjoining
property values, public opinions,harmonious balance with surrounding developments, and the ever present over
crowded or lack of schools and roads.

In a report from ACHD concerning a traffic study for North Meridian. They stated: "If staff examines each
development individually, the roadway system appears adequate, but when staffbegins to add in a second or third
lsrge scale development, the traffic capacities of the surrounding roadways reach their 2020 plarming thresholds".
This study was done for Sheridan Place.
I realize the position of the City is not to stop development,however it is the City's role to assure
the developments are harmonious with existing neighborhoods.In the case of Leeshire,the approval of L-O and C-
N zoning for this project would dramatically affect the property values,and quality of life for surrounding property
owners.It is ststed in your Annexation and Zoning analysis item "A" that "these uses while prohibited in the
medium density residential land use area,may be approved through the planned development process".
My take on that is, what good are the rules, if staff keeps making exceptions to the rules?
Your item "I" states that "staff fmds that the proposed subdivision will not create excessive traffic,noise,or other
nuisances that would be detrimental to the general welfare of the surrounding area".I disagree 100%. How could it
not? What happens if they decide to build a fast food place like Burger King with an exhaust fan discharging
greasy sir and smoke? Our prevailing wind is from the west, so we would get most of the fumes, smoke,and odors.
Also noise from drive through windows,traffic, trash etc.
I would not be opposed to this developmeut if the larger residentia1lot sizes were closest to Locust Grove,to better
match Vienna Woods and no commercial businesses.There are too many mini malls in the area as it is.We don't
want Locust Grove to turn into a business district Must of the residential developments along Locust Grove have
appealing entrances, with an exception of Heritage Commons. Those offices in front have ruined the appearance of
the entire subdivision entrance.
I feel if smaller than required lots and homes and businesses are permitted in our area, it will reduce the overall
quality and value of the area properties.
Please keep commercial development in commercial designated areas, and out of our back yards.We live in a uice
area, and we would like to keep it that way.
