RE: H-2016-0104 6280 NORTH BLACK CAT ROAD ANNEXATION/REZONE
The Idaho Transportation Department (ITD) has reviewed the referenced application for annexation
and rezone for 6280 North Black Cat Road located on the southeast corner of West Chinden
Boulevard (US-20/26 milepost 35.28) and North Black Cat Road. ITD has the following comments:
1. ITD has no objections to the rezone and annexation of the property in this location.
2. ITD did not receive site plans with this application. ITD reserves the right to make further
comments upon review of any submitted site plans.
3. If the site is developed, a traffic impact study may be required and would need to include the
intersection of US-20/26 and Black Cat Road at a minimum. A larger study area may be
required.
4. ITD has completed a corridor study of US-20/26. The corridor study shows the future corridor
width will need to be 200 feet wide. It is unclear from the submitted documents if the applicant
has taken this into consideration and left sufficient clear area to avoid impacts to buildings and
any greenspace that may be required by the City of Meridian. A view of the corridor study plan

5. The City is reminded that the US-20/26 Corridor is already congested. This project may
increase the number of vehicle trips in the corridor. ITD has no current funding assigned to
widen US-20/26.
6. No additional access to the State Highway system is requested with this application and none is
approved. Connection to or modification of an existing access to the State Highway system
will require a permit from ITD.
7. Idaho Code 40-1910 does not allow advertising within the right-of-way of any State highway
system.
8. IDAPA 39.03.60 rules govern advertising along the State highway system. The applicant can
contact Dion Burch at 334-8355 for more information.
9. IDAPA 39.03.42.600.04 rules govern landscaping within ITD right-of-way.
10. Section 49-221 of the Idaho Code restricts the placement of any hedge, shrubbery, fence, wall, or
other sight obstructions of any nature where they constitute a traffic hazard at the intersection of
roads with other roads, private alleys, bike or pedestrian paths when they are within the “vision
triangle” of vehicle operators. The boundaries of the “vision triangle” are defined as follows:
a. By extending perpendicular lines along the face of curb from their point of intersection
40 feet in either direction; and
b. By a height between 3 feet and 10 feet above the existing centerline highway elevation.
