HomeMy WebLinkAboutPZ - Agency Comments September 16, 2016 City of Meridian 33 E. Broadway Avenue Meridian, Idaho 83642 VIA EMAIL RE: H-2016-0104 RZ PP PARAMOUNT DIRECTOR SUBDIVISION The Idaho Transportation Department (ITD) has reviewed the referenced application for rezone and preliminary plat for the Paramount Director Subdivision located south of US-20/26 (West Chinden Boulevard), east of North Linder Road, and west of Meridian Road. ITD has the following comments: 1. ITD has no objections to the rezone of the property for the subdivision being constructed in this location. 2. A traffic impact study will be required and will need to include the intersections of US-20/26 and Meridian Road and US-20/26 and Fox Run at a minimum. A larger study area may be required. 3. ITD has completed a corridor study of US-20/26. The corridor study shows the future corridor width will need to be 200 feet wide and will have a significant southerly shift between Fox Run and Meridian Road. It is unclear from the submitted documents if the applicant has taken this into consideration and left sufficient clear area to avoid impacts to buildings and any greenspace that may be required by the City of Meridian. A view of the corridor study plan for this area can be found at: http://apps.itd.idaho.gov/apps/us2026CorridorStudy/assets/pdf/2015_PLAN_07-FINAL.pdf. 4. ITD is currently in discussions with a developer who is working on the southeast corner of US- 20/26 (West Chinden Boulevard) and Linder Road. The results of those discussions could potentially modify or eliminate future access points in this area of the corridor. 5. The City is reminded that the US-20/26 Corridor is already congested. This project will increase the number of vehicle trips in the corridor. ITD has no current funding assigned to widen US-20/26. 6. No additional access to the State Highway system is requested with this application and none is approved. 7. The applicant does not appear to show any work within the State right-of-way. If the applicant determines they need to do any work in the State right-of-way right of way, a permit must be approved before any portion of that work may begin. The applicant can contact Shona Tonkin for an application. 8. Idaho Code 40-1910 does not allow advertising within the right-of-way of any State highway system. 9. IDAPA 39.03.60 rules govern advertising along the State highway system. The applicant can contact Dion Burch at 334-8355 for more information. If you have any questions, you may contact Shona Tonkin at 334-8341 or me at 332-7190. Sincerely, Ken Couch Development Services Coordinator Ken.Couch@itd.idaho.gov
