RE: H-2016-0119 DA MOD INTERSTATE CENTER AKA WAHOOZ – ROARING
SPRINGS
The Idaho Transportation Department (ITD) has reviewed the referenced two year time extension for
preliminary plat application by Brighton Investments, LLC for TM Crossing Subdivision located at the
northeast corner of I-84 and Ten Mile, north of I-84. ITD has the following comments:
1. ITD has no objections to the modification of the Development Agreement to amend the
recorded Development Agreement (DA#97044085).
2. No access is requested and none is approved with this application. I-84 is a full access
controlled highway.
3. The applicant does not appear to show any work within the State highway right-of-way. A
permit must be approved before any work within the State right-of-way may begin. The
applicant can contact Shona Tonkin for an application.
4. IDAPA 39.03.42.600.04 rules govern landscaping within ITD right-of-way.
5. Idaho Code 40-1910 does not allow advertising within the right-of-way of any State highway.
Items in this statue include but are not limited to: location, illumination, color of lights
displayed, and flashing displays.
6. IDAPA 39.03.60 rules govern advertising along the State highway system. Items in this
administrative rule include but are not limited to: location, illumination, color of lights
displayed, and scrolling or flashing displays. The applicant can contact Dion Burch at 334-
8355 for more information.
7. The City is reminded that the I-84 and SH-69 Corridors are already congested. This project
will increase the number of vehicle trips in these corridors. ITD has no current funding
assigned to mitigate traffic congestion in the I-84 and SH-69 corridors in this area.
