Their mission is to gather input from staff and other qualified personnel on issues relating to the creation and design of public parks and open spaces; to listen to public input; and to provide advice and recommendations on parks and recreation related matters to the Mayor and City Council. 1. Adoption of the Agenda Commission President Matt Stoll entertained a motion to accept the agenda as presented. Commissioner Treg Bernt moved to adopt the agenda as presented. Commissioner Kent Goldthorpe seconded the motion. All were in favor of the motion. 3. Commission President Matt Stoll entertained a motion to approve the minutes as presented. Commissioner Sharon Borton moved to adopt the minutes as presented. Commission Vice President Creg Steele seconded. All were in favor of the motion. 4. Announcements a. Welcome New Commissioner Greer - Matt Stoll l3 Steve Siddoway Commission President Matt Stoll welcomed new Commissioner Jo Greer and stated he is glad to have her on board. He encouraged Jo to get to know her fellow Commissioners. Commissioner Greer introduced herself. She works for ALC Architecture located in Eagle, Idaho. She is currently working on her Intern Development Program to become a licensed architect. She has been in the business since she graduated from Boise State University in 1998. She has worked for different firms— structural, civil, and some residential. She is married to Allen Greer, who is a flooring manager at RC Willey, and has a 13 -year-old son, Ethan, who attends Heritage Middle School. She has served on the Christmas in Meridian Committee for a couple of years working with Colin Moss. She has also been recruited to be on the Cowgirls' Committee for the Boys Et Girls Club Wild West Auction. Prior to this, she had volunteered for her son's flag football team; she was the coach for MPAL. She lived in Idaho most of her life and grew up in Canyon County. She expressed she is really honored to be a part of anything to do with Meridian. She loves this city and is not silent about how amazing she thinks the Mayor is. As the Parks Et Recreation Director, Steve Siddoway officially welcomed Commissioner Greer and stated he has heard nothing but awesome things about her involvement on the Christmas in Meridian Committee and the work she had put in to get the parade and all of the events coordinated. b. Spring Pathways Tour in April - Steve Siddoway MPR Director Steve Siddoway stated there have been discussions over the last couple of years about a desire—instead of doing a van tour (weather permitting), to get on some bikes for the next Pathways Tour. There was interest expressed by the Commission to take a tour on bicycles. The meeting/tour has been scheduled for Wednesday, April 8, 2015 at 5:30 p.m. Helmets will be required. Steve and Jay Gibbons will come up with a route that would make sense to bike focused on some of the improvements along Five Mile Creek. There is also some potential longer connectivity up north through the Paramount area. The route will be identified and discussed at the next agenda -setting meeting. More information will be forthcoming. c. Welcome Jake Garro - Matt Stoll President Matt Stoll and the Commissioners welcomed new MPR Recreation Coordinator Jake Garro. Jake introduced himself. He started his new job with the City on February 9, 2015. He broke into the parks and recreation world in November of 1998, when he was hired by the City of Nampa and worked at the Nampa Recreation Center. He was hired there to run their day camp, home school PE program, and summer l camp. He then moved to adult and youth sports in November 2003. He stated this is a welcomed change to be working in the same city in which he resides. He was born and raised in Idaho. He grew up between the Rupert (wintertime) and Soda Springs (summertime) areas. He attended college at the University of Idaho and graduated in Physical Education Health Science. Commission participants broke out into their respective committees at approximately 6:16 p.m. 5. Committee Meetings a. Recreation ft Special Events Committee b. Parks Amenities It Signage Committee c. Community Liaison Committee Commissioner Greer was assigned to serve on the Community Liaison Committee. The group reconvened at approximately 7:07 p.m. 6. Committee Reports a. Recreation £t Special Events Committee - Colin Moss The Recreation Et Special Events Committee met that evening. Those in attendance were Sharon Borton, William Fitzgerald, Colin Moss, and Jake Garro. The group talked about the year to come because there were really no events to debrief from right now. They are well past Christmas events, and they have a lot of summer events in front of them. Colin touched on everything that they are doing in the planning phase for all of the events as follows: • Unplug Et Be Outside Week - This week of events is coming up at the end of April where they do free activities for kids, all of which are intended to inspire and empower families to get off the couch and get active. The MPR Department has been doing this event for the last three years in conjunction with the Blue Cross Foundation for Health. The big news for that event this year is that the Blue Cross Foundation for Health is not hosting it anymore. It will no longer be a statewide event. Because all the activities were run through the MPR Department anyway, they've decided to just keep doing the event in Meridian, since it is popular. A schedule of activities with several of the MPR Recreation Instructors, the Idaho Tennis Association, Meridian United, Lakeview Golf Course, and Sierra Trading Post will be created and organized. • CabteONE Movie Night - This event is coming up on its ninth season. A schedule has been finalized and is up on the website. At the end of last year, the MPR Department had hired some event security, which went really well, to help the City enforce the 18 and under policy for Movie Night. Security will be continued this year. The challenge this caused was the expensiveness of having event security; therefore, Colin raised the prices for sponsorships this year with great responses from sponsors. They are one $3,000 sponsorship away from filling out the season this year. • Gene Kleiner Day - This annual event is held every second Saturday in June. The MPR Department had an extremely successful first year last year with the Meridian Symphony Orchestra performance. The same orchestra will return ( this year. A lot of activities for kids are being added, such as bounce houses and potential face painters, balloon twisting, and free snacks. Ben Kleiner will be unveiled on this day. The Kleiner family will all be in town this year to help with the unveiling ceremony. • Independence Day Festival - This event will continue on this year. The City signed its MOU with the Meridian Speedway to split the fireworks show. All of the logistics are underway. • Meridian Barn Sour Race - The 10k/6k/fun run event is being moved to the middle of August this year to help spread out summer events. This race is set for August 15, 2015. • Community Block Party - This event will be held in September and will be moving to Kleiner Park this year with some great opportunities with the bandshell and a lot more power out in the event area. It had previously been at Settlers Park. Colin is searching for a Presenting Sponsor for this event. They are planning on adding a chalk art festival, as well as a concert to end the day in the bandshell. • Disc Golf Fall Classic - This year's event is scheduled for October 10, 2015. A recent budget amendment was approved from last year's event regarding the proceeds to purchase charcoal grills at park picnic shelters. • Outside Special Events - There are roughly 50 scheduled events thus far this year. b. Parks Amenities Ft Signage Committee - Phil Liddell Committee member Phil Liddell reported the Parks Amenities ft Signage Committee met that evening. Those in attendance were Jay Gibbons, Creg Steele, Phil Liddell, Matt Stoll, and Mike Barton. • Committee Goals l3 Objectives - The group discussed and rewrote some of their goals and objectives, which will be published in the minutes for next month. • Shade Structures at Existing Parks - One item that has been ongoing now at the concessions stand at Kleiner Park was to build some sort of artificial shade structure/ awning out in front to allow shade to cast onto the building for concessionaires. The group went through a couple of different designs; this project is now being rebid. The initial cost was very high. MPR staff members are evaluating the status. More information will be forthcoming. Since this has been a hot topic for the Committee for the past two years, there has been such a need to provide additional shade, other than trees, which are good, but it takes too long to grow the trees. The Committee would like to recommend to the Commission this evening requesting City Council would allocate funds for additional shade structures in some existing parks. They want to put this in front of City Council as frequently as they can in order to get some sort of action and present a need that really the public has asked for, which came up during the recent focus groups conducted by GreenPlay regarding the MPR Master Plan Update project. Commission President Matt Stoll entertained a motion to amend the agenda to add "Shade Structures in Existing Parks" as item 7c. under New Business. Commission Vice President Creg Steele moved to amend the March 11, 2015 meeting agenda as presented after hearing Commissioner Phil Liddell's committee report, adding a discussion, and having a potential Commission recommendation to include shade funding in the future. Commissioner Treg Bernt seconded the motion. All were in favor of the motion. Community Liaison Committee - Kent Goldthorpe Committee member Kent Goldthorpe reported the Community Liaison Committee met that evening. Those in attendance were Treg Bernt, Jo Greer, Kent Goldthorpe, Shelly Houston, Rachel Myers, and Mike Tracy (citizen guest). • Committee Chairman - Commissioner Jo Greer was appointed to be the new Community Liaison Committee Chairman. • Mobile Website - The Committee revisited this goal. Shelly brought a sample website, which participants had a chance to peruse. Mike brought up the possibility of either contracting or having a donation of some professional services to get the website built and up and going. Kent brought up the possibility of getting a sponsor to cover what would otherwise be costs. Steve Siddoway needs to be involved in this discussion. The recommendations were that the Committee decides to get off dead center. • Z -Cards - Rachel brought back another quote for an additional 1,000 Parks Et Pathways Z -Card Maps. For the first round of printing the z -cards, Meridian Cycles was the sponsor that donated the $785 to cover the cost. The next 1,000 will be at $1,065.17. Treg will revisit Meridian Cycles to see if they would be interested in being a sponsor again for the second round of printing needs. • Pathway Tour Event for Public - They discussed media coverage to invite the public to attend an event that would promote Meridian's pathways, including a passport punch card or pathway challenge ideas with prizes for attendees, and the ability of holding this event sometime in the summer. They need to decide / what to highlight, as far as the pathway segments, and identify potential sponsors. The Committee assigned Jay Gibbons the task of figuring out what segment(s) to highlight. • Committee Goals - No changes were made to the draft goals identified for FY2014-2015. 7. New Business a. Darkness to Light - Tracy Basterrechea Deputy Police Chief Tracy Basterrechea was asked to give a Darkness to Light— Stewards of Children presentation to the Commission. This program teaches adults to prevent child sexual abuse in families and in youth serving settings, recognize the signs of use in children, and react responsibly when they receive a disclosure by a child when they discover sexual abuse or if they suspect it. It also teaches adults how to intervene in the gray area when they see unsafe boundary violations by other adults or teens. Feedback from the Commission: • MPR Director Steve Siddoway - He stated he would like to see the Commission take the training, not just MPR staff. To celebrate successes in efforts that have been made so far, last year, the City of Meridian did receive an award through the Idaho Children's Trust for the efforts of the Meridian Police Department and the Meridian Parks lr Recreation Department to enact this program as training for staff. He highly encouraged Deputy Chief Basterrechea to look at spreading the word at all of the sports programs with Meridian PAL as the first, since it has the largest footprint. Commissioner Phil Liddell - He would like to see this program be brought to the schools so that teachers can potentially be trained. b. Proposed 2015 Pathways Network Map Amendment - Jay Gibbons MPR Parks It Pathways Project Manager Jay Gibbons worked on an amendment for this year and provided the Commission an update to the Pathways Network Map. There has been much connectivity in different parts of the city. He reviewed the map and the corresponding exhibits in detail, which are attached to these meeting minutes. There are 15 segments that need to be changed from "Proposed" to "Existing" (now completed), and there are two segments that are being removed from the map. Commissioner Kent Goldthorpe moved for a recommendation to City Council to adopt the Proposed 2015 Pathways Network Map Amendments, as presented, as part of the Pathways Master Plan. Commission Vice President Creg Steele seconded the motion. All were in favor of the motion. Feedback from the Commission: • MPR Director Steve Siddoway - He publicly acknowledged Jay's efforts for this, which was a large undertaking in scouring the map and looking at everything that has been built and changed over the last couple of years by development, including changes in what is out in the real world today. Few people have the attention for real detail like Jay does, and Steve commended him. • Commission President Matt Stoll - On behalf of the Commission, he commended Jay for his stellar work and appreciated his thoroughness on the presentation and the effort that Jay put into things. c. Shade Structures in Existing Parks - Parks Amenities ft Signage Committee MPR Parks Superintendent Mike Barton stated there was a recommendation by the Parks Amenities (t Signage Committee earlier in the evening to encourage the allocation of funds to provide permanent shade structures in existing parks. Specifically where and what would be left to staff to communicate to the Parks Amenities Et Signage Committee for their approval at that time. The details will be worked out at a later date. The MPR Department will write a budget enhancement for FY2016 to go through this year's process and include the language that they heard that evening in the narrative that strengthens the position of the enhancement. Specific priorities will be added to the budget enhancement. Commission Vice President Creg Steele stated there are shade problems at Kleiner. It gets very hot around the splash pad. Around the middle of summer, people stop using it because there is no way for them to get out of the sun. The awning in front of the concessions stand will help with the extreme heat on the countertop where in the past would burn hands. That same heat is all around the splash pad area. This is where this discussion first initiated. Commissioner Steele stated there are other places where shade is desperately needed and where trees cannot be added, or where patrons cannot wait for trees to grow because of a young park system. In some cases, the City will just have to go out and purchase shade structures—it is a huge need. Commissioner Treg Bernt concurred. MPR Director Steve Siddoway stated MPR staff members are in the process of developing enhancements for the FY2016 budget. They have identified approximately ten others that may or may not rank higher, such as pathways, 77 - acre property design, etc. Steve will come back at the May meeting with a proposed list of enhancements and have the Commission help prioritize these. Commissioner Phil Liddell moved to request that City Council approve a budget enhancement for funding for additional shade structures in existing parks for fiscal year 2016. Commission President Creg Steele seconded. All were in favor of the motion. Commissioner Greer announced there is a grant program for shade structures through the American Academy of Dermatology. She will send a link to the MPR Department for further investigation. President Stoll would like to have a presentation by the City's Grant Committee about their role and hold a separate workshop in May to explore potential grant opportunities. 8. Old Business a. Storey Park Dog Park Development Update - Mike Barton MPR Parks Superintendent Mike Barton provided an update about the dog park construction in Storey Park. Last summer, the project was bid out. Bids returned higher than expected; therefore, they rejected all bids and went back to the drawing board. MPR staff went through an exercise of value engineering. Cuts were made, and additional soil testing was conducted. They saw where they could save some money and trimmed some items without sacrificing quality or shade to the project. The project was then rebid. Bids re -opened on December 19, 2014. The approach was to split this up into a base bid with some different alternates so they could have a menu to choose from, should MPR staff get bids that were the same, close to the same, or over budget. They, at least, wanted to get the project off the ground and then be thinking if and when they could fundraise and add to it. Some of the bids were under budget—a complete opposite from last summer's effort. MPR staff accepted all bids which include the entire parking lot, synthetic turf, restroom, picnic shelters, all concrete sidewalks, and re -piping of the Nine Mile ditch. City Council approved all contracts. They broke ground approximately three weeks ago. Copies of Mike's PowerPoint presentation are attached to these meeting minutes. Late summer of 2016. • Commissioner Kent Goldthorpe - Because the bids came in under budget, is there a chance that some of the remaining funds could be used for a few enhancements that they thought were going to go away? Absolutely. Also, originally there was reconfiguration of the existing parking lot to move the drive aisle from east of the restroom to west of the restroom and connect the restroom to the park with some grass and sidewalk. These elements have been taken out of the project, which cost about $200,000 to reposition the drive aisle. So there is a chance that this element could be put back in, once they are past some of the site work and further into the process. b. Meridian Parks ft Recreation Master Plan Update - Steve Siddoway MPR Director Steve Siddoway thanked the Commissioners for their participation in the focus groups during the public involvement process for the MPR Master Plan Update project in January 2015. Director Siddoway hit some of the highlights of the Department's public involvement and outreach using GreenPlay's (consultant) PowerPoint presentation, which is attached to these meeting minutes. Over the last five weeks, Steve reported on the following: • The input from the focus groups was used to develop a statistically valid, random sample survey that will be going out to the community by mail. A few weeks later, the survey will be open to anyone to take as an open -link survey. • The MPR Department is opening up a MindMixer site, which is a website for an online Town Hall for those who do not like coming to public meetings, but would rather sit at their home and provide input through social media. The Department will be able to do some additional polling and validate some thoughts and ideas through this tool. • While GreenPlay and their associates were in town, they visited all of the sites and amenities within them; gave them ranks and scores; and MPR staff has been reviewing what they have done and listed, including names, acreages, and all kinds of things on the inventory. Once MPR staff gives them the go- ahead, the consultant will be doing their detailed GIS analysis for the facilities and programs that the MPR Department offers. • GreenPlay has done some initial work on the Department's demographic profile, and Steve has a draft to review. • The MPR Department has started the process for a SWOT analysis (strengths, weaknesses, opportunities, and threats). MPR staff members have been engaged. When GreenPlay returns in April, they will facilitate discussion and take this further. GreenPlay will provide a report of the results when they come back to Meridian for a Town Hall meeting scheduled on Wednesday, April 29, 2015, at 6:30 p.m. The MPR Department will combine the survey results with the results of the Mayor's Listening Tour as part of this meeting. YMCA/Field House Facility Update - Steve Siddoway MPR Director Steve Siddoway reported he just came from a multiple -hour YMCA meeting earlier that afternoon and provided an update. The YMCA has been focused heavily on the design concepts for the new YMCA at the Hill site near Eagle and Amity. He showed five draft design concepts, which are constantly evolving, and reviewed them in great detail. The five draft schematics are attached to these meeting minutes. They are looking at a very integrated model between an elementary school and a YMCA. The school bond passed last night; therefore, West Ada Schools will have the funding to move forward with this partnership with the YMCA directly. Other major features may include the following: • School li Gym. The school would have a central gymnasium that would be shared both by the YMCA and the school. Councilman Luke Cavener stated he recently had a conversation with Scott Curtis who confirmed it is their intent to be a kindergarten -5`h grade two-story elementary school. • Kitchen. It would have a dual function as a school cafeteria and for YMCA cooking classes, etc. • Public Library. The Meridian Library District is planning to go forward with a potential bond to try and fund additional satellite library locations; this being one of the sites they would put forward. • Aquatics Center. • Field House. • Fitness Equipment It Walking/Running Track. • Offices. • Access Road. There would be a new access road north/south coming from Amity into the site. • Parking. • Field House. A detailed meeting about the park itself will be held on Friday, March 13, and Monday, March 16, 2015 with potential partners to talk about roles, responsibilities, and who might be paying for what, as related to the park. This project is progressing. The YMCA is very active in its capital campaign for fundraising, but they need more help. If the Commission knows of potential donors who have a heart for this kind of facility, the YMCA would like to talk to them. Feedback from the Commission: • Commissioner Treg Bernt - Are there going to be any meeting rooms for City recreation programs at this location? The MPR Department has asked for these meeting rooms, and the YMCA currently has not drawn them in the concepts. • Commission Vice President Creg Steele - Will there be any single -loaded streets around the park for access and safety? In the park section of the design concept, there are no roads depicted. There are no roads ( directly into the park, but the park itself is like a small neighborhood park. For the whole site, the acreage is approximately 17.20. The park itself is less than 10 acres. • Commissioner Jo Greer - She concurred with Commissioner Steele about his concerns with park road access. Accessibility may also be quite difficult for senior citizens. Is there an architectural firm assigned to this project? Yes. Hummel. Prior to presenting, will there be some type of preliminary bid to obtain pricing? The YMCA already has construction managers (Russell Corp) hired which will be doing the pricing. • Commission President Matt Stoll - Will there be another opportunity for input from the Commission on the park side of this project? Absolutely. • Commissioner Kent Goldthorpe - He gathers that it will not be until everything is addressed before anyone comes before the MPR Commission or City Council to suggest any expected partnership funding from the City? The Mayor and Council have put out an intent letter almost two years ago for a $4 million donation for a combination of afield house and the YMCA. This is not an official approved amount like a budget process at Council. There has been discussion about this amount, which would build the field house in that scenario, and whatever was leftover, would go toward the YMCA. This has not yet gone through the public input process. An update about this effort will be provided to the MPR Commission at their May meeting. 9. Workshop - NONE 10. Staff Reports MPR Director Steve Siddoway reported on the following: • Settlers Tennis Complex - A ribbon -cutting ceremony for the Settlers Park tennis complex will be held on Friday, April 24 sometime right after work (5:30 or 6 PM range). The exact time and specific details are yet to be determined. MPR staff is working with the Idaho Tennis Association and the Meridian Tennis Association to have some available free tennis lessons for the public to come out and try the new tennis courts. If it looks like rain, the Department has the option to push the dedication to the week of May 1. During the first week in May, high school district tennis tournaments have been scheduled. However, the MPR Department is really getting to the point where adding additional events without taking something off the Special Events Coordinator's plate is nearly impossible. Steve will check the capacity Colin Moss before MPR staff commits 100%, because he wants to ensure they can pull it off correctly if the MPR Department will do it. • Proposed Senate Bill 1044 - Eminent Domain - Steve handed out a copy of his email dated March 3, 2015 to the Commissioners regarding his opposition of Senate Bill 1044, which is attached to these meeting minutes. When the proposed bill went onto the House, Steve provided an email to each of the representatives of the House Local Government Committee. Jay Gibbons also provided an update about this item noted below. MPR Parks Et Pathways Manager Jay Gibbons reported on the following: • Proposed Senate Bill 1044 - This bill involved the prohibition of the use of eminent domain for pathways, greenways, trails, etc. He has been involved with this piece of legislation since it was proposed. He testified on behalf of the City at the Senate Committee hearing and yesterday at the House Committee hearing, including a larger group of interested parties—many of which submitted comments, letters, and provided testimony. This bill made it out of the Senate in 2013; sent to the House; made it out of the House Committee yesterday; and Jay imagines the bill will be on the House Floor next week or so. If the bill gets passed (which is highly likely), it will go to the Governor for signature. There will be opportunities going forward to amend the bill and to work with the Senate and the House to revise it as necessary, as times change. • Idaho Avenue Sidewalk Improvement Project - The plans and specifications were delivered to Jay yesterday afternoon. They are at ACHD for review. Jay will get them through Development Services and out to bid in the next week or so. 11.Adjourn Commission President Matt Stoll entertained a motion to adjourn the meeting. Commissioner William Fitzgerald moved to adjourn the meeting. Commission Vice President Creg Steele seconded. The vote was unanimous and in favor of the motion.
