Item 3. Approval of January 11, 2007 Meeting Minutes:
Hammond: Are there any changes for the January 11, 2007 minutes? I would

make a motion to approve as presented.
Harms: Second.

Hammond: Are there any corrections, additions to the February 1St meeting
minutes?
Turney: Mr. Chair I would like to make a motion to accept the February 1St meeting
minutes as presented.

Item 5. Budget / Finance Report:
Hammond: Okay, maybe Will could set some light on the budget and where we are
at and where we spent all our money at.
Berg: Thank you, Mr. Chairman. I would just have you refer to the latest expense
report as of February 28, 2007. 1 did get an invoice from Walt concerning the two
signs — or actually it's a proposal. I asked if this invoice has been paid yet and he
hasn't gotten back to me, so as soon as I receive it, we will have that added to it.
But, you have already approved that expenditure. I don't know if there are any
questions, but this is the typical monthly expenditures.
Hammond: Are there any questions about expenses or budgets?
Turney: Mr. Chair it seems (inaudible--) is that correct?
Berg: Yes.

Hammond: Any other issues or additions to the budget?
Harms: (Inaudible--) out of this $2,000 budget.

Item 6. Status of CLG Grant Funding from SHPO:
Berg: If I can make a comment?
Hammond: Please do.
Berg: This agenda was made up by Walt and we can see that Walt is not here, so I
think he had a lot of the feedback from a lot of these items. So, if there is any
feedback at all from the present Commission, I guess we could discuss that, but I
don't think some of the stuff that we have been involved with have any remarks.
Hammond: So, I will ask for any comments, but if there are none, then we table it to
the next meeting?
Berg: Sure and it is had been kind of continued and put on as far as updates and
status reports with these items anyway.
Hammond: Are there any comments? Okay, I would entertain a motion to table this
until the next meeting.

Hammond: Okay, how about the update on the HPC website? Can anyone give us
feedback on that?
Berg: I can give you some feedback. There is some information that was brought to
us last meeting and I asked if anybody had seen the website, so I just printed off
what we have on there right now. We are working as far as trying to get some photo
images on there and to be able to do a little bit more things with our IT Department.
But, I just printed the page off.

Hammond: I guess the question that I would have is what we need to do, if
anything, to make this progress or is it going on its own or —
Berg: We are working on some things and other ideas from other websites. Like I
said, one would be an image or a picture of one of the historic places that we have
listed, which makes it for a little bit more detailed information.
Hammond: So, there is nothing that any of us need to be involved in for right now?
Berg: Probably not. We are trucking in that direction.

Berg: We were going to get the photos that we had that were part of the application
on the website and maybe possibly have —
Harms: (Inaudible --)
Hammond: Any other comments on the HPC website? Okay. Then let's move onto
the walking tours project.
Item 8. Update of Walking Tours Project:
Turney: Yes, Mr. Chair in February we talked about a brochure, I believe, for that
walking tour and I had intended on bringing in an outline compilation of that. I would
like — anyway I can get my hands on the Hill one to kind of give us school on as a
template?
Hill: (Inaudible--) out at the Chamber Office (inaudible--). Oh, Carol is digging.
Jetton: I think I might have something in my notebook out in the car. (Inaudible--)
Hammond: One of the things that we have discussed is trying to put on like an MP3
or an IPOD format so that you can listen to the tour and you listen to someone

narrating it as they walk around the tour. I know when we did — you actually took us
around the tour and talked about different spots.
Hill: We didn't have much information.
Hammond: So, maybe if we can do an IPOD format — they could do it at their leisure
and on their schedule and I don't know if City Hall could have those (inaudible--). I
am so far behind, I don't know if it is a disc or — I wouldn't know how to format it that
way, but I know you can (inaudible) and take them back to the Chamber. That
would be nice then you wouldn't have to worry about having somebody available.
There might be special occasions where some might be volunteers with Lila and
other people (inaudible--).

Hill: (Inaudible--).
Turney: That would be great.
Hill: So, I think he has some of it in his computer.
Turney: Do you know if these images are in that also?
Hill: I don't really know. I don't recall. So, if you want copies talk to (inaudible--)

Hammond: I guess we can say that is still in progress.
Turney: Yeah. Mr. Chair can I ask a question on this walking tour? In times past,
we have had an actual sign up and we had a walking tour scheduled at a certain
time?
Hill: We had two people show up. One of them was (inaudible--). But we do this
during Dairy Days. (Inaudible--). We also have been scheduled to do the slide
show (inaudible--).

Hammond: (Inaudible) with this product that we are looking for to update this
walking tour brochure is more that we can have this brochure, they can grab it and
they can walk the tour at any time?
Hill: Yeah (inaudible--).

Turney: May I inquire — talk about a slide show — did we ever get that slide show put
together?
Hill: (Inaudible--) but it has been disassembled and put together and (inaudible) and
so forth, but it is still all there.
Hammond: Well, we might want to update that to a PowerPoint presentation.
Turney: That is where I was going, Mr. Chair is to — you know, with this walking tour
and you are contemplating the IPOD or MP3 player that they could (inaudible) — we
could also have this on our website and the MP3 for the sound waves on the website
if they could download it onto their MP3 player and get the brochure and go through
it themselves.

Turney: You know the slides are just something that would be pretty nice that, you
know, if we could get that I would be happy to make copies and put that in an
electronic format. Again, we could have some sort of a hot button on the website
that they could go through and look at those slides.
Hill: Well, then Steve, you and I need to make a date with anybody who wants to
come —
Turney: Finally, I get a date on this. How many years have I been on this thing?

Hill: We didn't do slide copies of all of the houses in the (inaudible--). They are over
there in the library.
Turney: I am in the process in our office of taking all the old slides and giving them
data -wise — I wouldn't be able to absorb thousands of slides, but I can slip 100 in
there and —
Hill: There is (inaudible). I don't know how many are left (inaudible--)
Turney: Well, we might go through those and see what is appropriate for our
website that would be of interest. If there is interest, then we can concentrate on
those —
Hill: That is another one of those things that I haven't turned over because
(inaudible). Have you heard that before, Carol?
Turney: Well and we have the budget to do some of those —

Hill: Well and I think it needs to be done because (inaudible--).

Harms: So, are you talking somewhat of a virtual walking tour?
Turney: Sort of because this is a brochure that has all of the images, but if self
directed and you could have this image on the website and you could download it,
you could put this on audio — the same thing for somebody who can't see or
something, but still has interest.
Harms: (Inaudible--) barking dogs.
Turney: Huh? Beware of barking dog?
Harms: Well, my thought is this is supposed to be part of the National Historic
Preservation month is this May. The walking tour is one of the things that we were
(inaudible--). If you have that virtual tour on (inaudible--) they can't all get out and
walk up and down the (inaudible--).
Turney: Thank you, Carol because that is kind of where I was headed is that I knew
we were headed to a deadline or something and it was May for the Preservation
month.

Turney: That would be a nice thing to go through and say let's put that — that
particular slide or image is important to us.

Turney: Well, with this example I can have that composed — I will get that disc from
Walt and maybe at the April 5th meeting, we can talk about that composition and I
think then we will go for the May (inaudible) then I probably will need to pass that
around within the Commission for the text. Maybe we could take a look at this text —
see if we want to change anything here or update —
Harms: (Inaudible--)
Turney: Oh, that would be wonderful. That would be very, very helpful.

Hammond: Anything else on the walking tour? Sort of related to this, but not exactly
(inaudible--). Walt asked me to check into this after hours and asked Meg if she

wouldn't mind doing those pictures again and doing some sort of promotion again.
(inaudible--). I haven't talked to anybody yet. It seems like — I don't know if the
Meadowlake Village would be some place (inaudible--). Banner Bank (inaudible--)
and do some promotion with them. (Inaudible--). Like I said I probably could get
Meg to do it and do some frames (inaudible--).

Harms. Has anybody been to Meadowlake Village?
Hammond: Not recently.
Harms: I have and they have a wine and cheese thing on Thursday nights and kind
of allows you to tour their lodge out there and it is very nice and very roomy. They
have a theatre that holds 75 people with a stage on it and it is very open. There is
plenty of room to facilitate what you want to do. I just (inaudible--) in May. So, we
could combine this with the Historic Preservation month —
Hammond: (Inaudible--)
Harms: I don't know that. (inaudible--). But, Banner Bank has a nice facility.
Farmers and Merchants have a nice facility. They all have lots of room. (Inaudible).

Hammond: Tell me what you want to do — do I talk to Banner Bank or Doug Bieler
or both or — Meadowlake Village?
Harms: Well let's pick a date or a couple of dates that we might be comfortable with
and go from there, rather than the place — what dates? When could we be ready?
Hammond: Well, Dairy Days is in June, right? (Inaudible--) — Meadowlake Village.
Maybe something with Dairy Days — (inaudible--) probably June 15th. So, that week
of June 11 th is the Dairy Days. So, it would be after that. So, is there a date that
people would be more inclined to look at favorably?
(Inaudible discussion)
Hammond: It is becoming a pretty big deal — (inaudible--).
Turney: Tom, on the business after hours we co-sponsored as we talked about and
provide images and frames (inaudible--).
Hammond: Correct. That is what we could do, but we don't have to do that.

Turney: We are going to have representation on Preservation Month in May. I don't
know what we are going to do on Dairy Days in June, but I think it certainly is
appropriate to sponsor at least one business after hours or -- co-sponsor one
business after hours.
Harms: The fact that they are downtown —
Turney: I think that it is appropriate and August 16th would be a good time for that.
Harms: Well, September would be a nice month as well.

Hammond: Yeah, that would actually work, too, September 20th

Harms: Okay, I would consider the 20th then.
Hammond: So, do we want to shoot for that?
Harms: Yes, let's shoot for that and see if that works and if not a secondary date
would be maybe July 19tH at Banner, although that is not downtown. I like
Meadowlake Village completely because there is a lot of parking out there; it is a
beautiful building (inaudible--). But it is not downtown.
Turney: It would probably draw a bigger crowd though. So, we want to get
awareness out there and get the biggest bang for our budget (inaudible--).
Harms: We could even start with September 1 st and if that doesn't work (inaudible).

Harms: We might as well pick a third one because it is possible that they are
already committed.

Hammond: Out on Eagle and Chinden. It is really small. They pack them in, but I
mean they really pack them in.

Harms: Okay, so one September 20tH, the second June 7th or November 15tH .

Hammond: Yep, sounds good. Okay, so I will approach Farmers and Merchants
Bank first (inaudible--). It cost us $3 a print to do those at Modern Printers -- $6 or
$8 bucks for the whole thing. (Inaudible--). I think Meg donated the frames for that
picture. (Inaudible--).
Turney: On the last deal, didn't we have the (inaudible--) and that is appropriate
when it is outside for business and I think it is appropriate that we (inaudible-).
Hammond: So, any other comments or questions about the promotion in the
business after hours? Okay then let's go onto the update on additional signage.

Hammond: I am not sure — was this Walt's project?
Berg: Yeah.
Hammond: So, I would accept a motion to table that until the next meeting.

Hammond: As I said earlier I actually went online and looked at some of these. I
am not sure what comments they want. Do they want to know whether we have any
yea or nays or — what do they want?
Harms: Number one are there any historical (inaudible--)?
Hammond: There wasn't a lot of historical —

Hammond: Well, I think on that one we should say "no comment". And then there
was one about the comprehensive plan — the Jabil East property. Again, I don't
think there is any historical value to those, so "no comments" on those too?
Turney: I would agree.
Hammond: Then on the Pathways —
Harms: The only thing I thought we had talked about was maybe a sign (inaudible--)
Pathways that we mention some of the history of Meridian as they were walking
along the pathways — is that the one? This was two or three meetings ago.
(Inaudible--) and would we need to comment on allowing a space for that. You know
how you walk along a trail and have (inaudible--) to read. I thought we had talked
about that or maybe I was having another nightmare, I don't know.
Hammond: I think this issue is are there any historical (inaudible--) pathways?
Harms: I think you can petition for signage after they are up and you know work with
them (inaudible--). You know signage similar to the markers that we have in front of
the homes? I didn't know whether it was appropriate for us to comment on the
possibility of leaving room. Not necessarily doing it at that time, but have it be a part
of the overall planning (inaudible--).
Turney: Do they have the plan of where the walking paths are going to be? One of
the things that this Commission could do is perhaps take a look at that pathway and
see are there any views; are there any glimpses of things or any stories to tell along
that pathway and identify those potential locations because we want to work with
them on development to say we would like a sign in this particular area.
Harms: (Inaudible--). We have records.
Turney: Okay, so we can take a look at that within the pathway and see if there is
anything — so I would say that it would be interesting to at least touching with the
developer and say that we would be interested in being considered for some signs.
But, I would like to first have this Commission focused on where we would want
them; why we would want them so that the developer would be all for it. You know
once we tell them there is a story here — great let's tell it. But we would probably
need to go to them with a proposal with a particular spot; a particular reason.

Turney: When is this hearing for — what is the development process for the CPA 07-
003 Pathways?

Berg: The Planning and Zoning Commission meets on April 5th for a public hearing
to amend the Comprehensive Plan Future Land Use Map (inaudible) pathway
locations for the Pathway Comprehensive Plan Amendment.
Harms: (Inaudible--).
Turney: That is the same day as the next meeting. So, I don't know that it — well,
Will, maybe you can help us with this. I don't know that we need — we first need to
make sure that we have no concerns where the pathways are going through and
they are not tearing down anything historical, which I am sure they are not. Past that
we can, after this is approved request consideration for these things because it has
to come from the developer to approve what we are putting on the pathways. So, I
don't know that — even if we don't go to that hearing (inaudible--). So, I think with
this April 5th hearing if we have any concerns of the pathways tearing down
something historical then we need to be there and make that (inaudible).
Harms: Or actually prior to the hearing to give us an opportunity to (inaudible--).
Turney: Yes, absolutely, Carol. Good point. Not having seen that plan, Tom, I don't
know if there is any real concern, but I will take a look at that on the Internet and get
the rest of those (inaudible). If there are any concerns, bring it to our attention.
Hill: I don't (inaudible) is not laid out (inaudible--). It doesn't have any details on it.

Hammond: Like a walking, bike path is my understanding.
Berg: This is an amendment to the map. That is all they are asking for. They are
amending the map that shows where they are wanting these city-wide pathways that
don't just go to a dead end, but circulates through the city. Now, I don't — it doesn't
ask for a text amendment, but somewhere I think it would be good to put somewhere
that would relate to some historical account of where these pathways run along. I
mean, I think that is what you are talking about with signage and I don't know if that
would just be involved with a text amendment that would say wherever appropriate
and designated and featured that could prove to show some history of the city be
displayed on this sign on the pathway. These are ten foot wide asphalt pathways,
primary for walking and biking.

Berg: (Inaudible) because it is for the map itself, I think it's appropriate to make a
recommendation saying that —

Harms: Or just ask to be considered or something — areas or identify what we would
like to (inaudible) of appropriate signage. Would that be all right?
Hammond: So, it looks like we are not too worried about destroying any historical
buildings —

Hammond: Again, how do we (inaudible--) express to the Planning and Zoning that
we would like to have some input on it once the development happens?
Berg: I can relay your concise remarks onto this transmittal sheet as you so desire.
Like I said a recommendation for awareness at least would be something to put
down.

Harms: Well, I think based on our conversation that we (inaudible--)
Hammond: I think the only other thing here is the South Meridian Area and Ten Mile
Area. That is about the Interchange. (Inaudible--).

Harms: But we could ask Emily to research that.
Turney: I am going to have to take a look at these things on the internet and see —
Berg: The barn that is at Ten Mile and Overland is in the county and a gentleman
from the county said that he was going to look at that.
Harms: Do you want me to call (inaudible) and say where are we (inaudible) at?
Berg: Yes. Because I think that was specifically in the county. I thought Emily was
going to work on something that was at the end of Pine on Locust Grove. She had
some extra time to fill in or something and she was going to (inaudible). But maybe I
am in that same nightmare and I rolled over in L.A.
Harms: No, there is one there. I think she was (inaudible).

Hammond: (Inaudible--)
Berg: I believe that most of these Comprehensive Plan Amendments, the CPA's will
be heard at the City Council, so there will be another hearing. So, it is good to get
on record and in the motion whatever comments you may have at the P&Z level.
So, you could continue discussion on some of these to say that we are going to
respond at City Council, but it would be nice to give whatever information you can
right off the bat. Maybe it would appropriate to spend more time to look through
them if that is the case and you can make some more comments if you like.
Hammond: Do we need to make a comment, I mean before our next meeting — I
mean, do we need to get together somehow (inaudible--)?
Berg: If you want the comment to be heard at the P&Z Commission, then yes
because they meet April 5th. Or you can stay and just go to the meeting and —
Hammond: So, we could get up and testify? Under oath?
Berg: No, but you are testifying hopefully to the truth to the best of your ability.
Hammond: Okay, I could do more research, but then I may plan on making a
comment at the Planning and Zoning meeting on April 5th? Do we need to be on the
agenda?
Berg: No, it is a public hearing and in fact, if you like if you wanted to write
something there at that meeting of additional comments you can hand it in for public
hearing for written testimony, not oral.
Hammond: Okay, so can we get all that done by April 5th?.

Hammond: (Inaudible--) county?
Berg: Yes, but it is going to be in our area of impact and our Comprehensive Plan
Amendment — I am just saying that when we were talking about who was going to
work on something, I thought the county was going to look at that barn because it
was right now in the county. We could still make some comments like on the
pathways and stuff, but if you want some additional after you look at it a little bit
more thoroughly and think about it, you can make some comments and at the next
meeting present it to them.

Berg: Well, if you are all in agreement as far as making that one written
recommendation as of right now and proceed with that and bring those other items
back for comment on the fifth.
Hammond: Okay.
Berg: There probably will be more for comments.
Turney: I think that all of us need to look through the CPA's and review them and
see if there is anything that concerns us.
Berg: I guess I would just recommend to read through the transmittal and the
application because it will tell you what it really is and there may not be any reason
for us to comment on them at all. But, like I said if you look through it then you know
that yes that makes sense or maybe you want to change something or make some
comments.
Turney: Because it is an amendment to the plans and the plans already exist, the
Comprehensive Plan already exists — this is something where they are amending
portions of it and you would want to go through and see that amendment and see if
that effects anything that we are trying to protect or have interest in.
Harms: (Inaudible--)
Hammond: (Inaudible--) due diligyence and make some comments at the next
meeting in writing or oral for April 5t .
Turney: I would say that if any one of the Commissioners have time to look at that
before hand and want to show any concerns with any Commissioners that you send
those to Walt.
Hammond: Good idea and the last one on the list is the South Meridian Area — that
is the map —
Harms: I think they are just trying to extend the existing areas right now only about
'/ of a mile and (inaudible--).
Hammond: So, there is nothing here that is going to be torn down or built over or —
at least not at this point?

Hammond: Okay, so it sounds like we don't need to comment on this project just
yet. Okay, so no comment on that. So it looks like the Pathways and the Ten Mile
are the two that we want to make comments on. So, at the next meeting we will

review projects for the Ten Mile area and the Pathways, the CPA's. Any other
business?
Harms: I just handed out some information on the May Preservation month. This
came off of the internet and (inaudible--). I just had to fill in (inaudible). It was
recommended by two members of the committee or the Commission that we have
the Mayor (inaudible--). This is just information that maybe we could put on the
agenda for next time and because of time restraints these are the few things that we
could do working toward this proclamation. I thought this was interesting because
(inaudible) the workshops, you know what a great idea (inaudible--) — historical
markers and plaques or dedication, we pretty much have done that, but we could
rededicate them or just mention the dedications. (Inaudible--) part of the walking
tour and (inaudible--). An off ed piece is actually just a piece of information that is
across from the editorial in the newspaper. It is called an off ed. But here is the
press release from the National Trust President, Richard Mell on National
Preservation month. I think if we had Frank do that and if Frank has any influence
within the Statesman, but probably won't, but we can certainly offer it to him.

Harms: But that is a good piece and usually just one line and read that and
(inaudible--) send to the National Trust for National Preservation. That is pretty
much, I think, all that we have time to do this year.
