HomeMy WebLinkAbout2005-07-07Meridian Historic Preservation Commission July 7, 2005 Page 1 of 3 Meridian Historic Preservation Commission Meeting Mayor’s Conference Room July 7, 2005 Minutes The regularly scheduled meeting of the Meridian Historic Preservation Commission was called to order at 5:45 P.M. by Chairman Walter Lindgren. Members Present: Commissioner Walter Lindgren, Commissioner Frank Thomason, Commissioner Tom Hammond, Commissioner Steve Turney Members Absent: Commissioner Carol Harms Others Present: Brad Hawkins-Clark (staff) Item 1: Roll-Call Attendance: Roll-call ___X___ Walter Lindgren ___X___ Frank Thomason ___O___ Carol Harms ___X___ Tom Hammond ___X___Steve Turney Item 2: Adoption of Agenda: Approved Item 3: FY06 HPC Budget Update - Walter will present HPC’s proposed FY06 budget to City Council on July 25th @ 9:15am. Everyone is welcome to attend. - Walter reviewed a handout that summarized the proposed FY06 budget. The total amount being requested is $11,700. The commission briefly discussed training needs and opportunities and supported this line item. Walter will clarify to City Council that HPC wants some flexibility but will likely send 1 or 2 members to a regional or national training next year. Item 4: Discussion of FY05 Expenditures - The commission discussed the timing and implementation of Emily Peeso’s contract. Walter spoke with Emily and she may be able to continue the Reconnaissance Survey for another month beyond the current August contract date, which would allow for more properties to be surveyed and allow for spending more FY05 funds. - Motion: Walter made a motion to have Brad seek an amendment to Emily’s contract for additional hours to equal $1,250 for continued Reconnaissance Survey work. Unanimous approval. Meridian Historic Preservation Commission July 7, 2005 Page 2 of 3 - Assuming this amount is approved, it leaves approximately $2,100 to spend for FY05. Walter suggested pursuing signage for our existing structures on the national register. He spoke with Boise Foundry and presented some options of different sign styles. The cost averages $2/sq. inch. The commission agreed that we need a consistent, uniform design throughout the city. We could go with plaques or do a ground-mounted sign (yard monument). Monument pedestals are closer to the sidewalk and may catch the pedestrian’s eye and attention better. But the property owner may prefer a wall-mounted sign. Steve noted that a well-designed sign could be an incentive for other owners of historic structures and to create community interest. Members discussed size and felt a maximum of 18”x18” would be appropriate. We need to work closely with the property owners. - Walter committed to work with Boise Foundry to draft a sign design and route it to members via e-mail before the next meeting. The intention is to vote on a price and style on August 4th. - Steve suggested a newspaper article about HPC and the national registrations. Frank noted that the “Something Special” and “Image West” registered buildings are businesses and the other two are private residential. Steve said that should not be a distinction and we should recognize both commercial and residential structures. Frank noted he can write a story for the Valley Times and include photos. The owners, Larry and Gail Jones (Image West) Gwen and Brent Alger (Something Special) will be contacted. - The commission discussed ideas regarding national register sign content: o date of construction o builder o original owners o logo of City of Meridian o possibly include interesting facts or text from the nomination applications - Brad will research other jurisdictions for ideas and ask National Park Service for any sign guidelines. - Steve volunteered to take a photo of the Moses Alexander home plaque in Boise and e-mail to members as an example. - Brad will look for the original registration applications of existing buildings and recommend any appropriate text for the sign content. Motion: Walter made a motion to proceed with the above actions. Unanimous. - Frank will work on articles for the next meeting. Meridian Historic Preservation Commission July 7, 2005 Page 3 of 3 - Walter will contact each property owner to ask for their permission to place the historic signs on their property. He will let Frank know their position. Option for how the plaque is mounted will be left up to owner. Item 5: Other Business - Brad announced that the Western Heritage Byway Commission has completed their sign (which was presented to the HPC in April) and they propose to erect the sign in Storey Park near the Chamber of Commerce parking lot. The Meridian Parks & Recreation Commission will review their proposal next week. It will then proceed to City Council for final approval.
