HomeMy WebLinkAbout2005-05-05Meridian Historic Preservation Commission May 5, 2005 Page 1 of 3 Meridian Historic Preservation Commission Meeting Mayor’s Conference Room May 5, 2005 Minutes The regularly scheduled meeting of the Meridian Historic Preservation Commission was called to order at 5:45 P.M. by Chairman Walter Lindgren. Members Present: Commissioner Walter Lindgren, Commissioner Frank Thomason, Commissioner Tom Hammond, Commissioner Carol Harms Others Present: Brad Hawkins-Clark (staff) Item 1: Roll-Call Attendance: Roll-call ___X___ Walter Lindgren ___X___ Frank Thomason ___X___ Carol Harms ___X___ Tom Hammond ___X___Steve Turney Item 2: Adoption of Agenda: Approved Item 3: Discussion of Reconnaissance Survey and Amendment to Emily Peeso Contract - Brad confirmed with the city attorney that the existing contract with Emily (for the National Register) could be amended rather than entering into an entirely new contract. - Walt said he spoke with Emily and that she would prefer the contract allow for hourly billing. Her proposed range is $20-25/hour for a minimum of 25 sites and potentially up to 50 sites. The question was raised to check with Ann Swanson to see what is a typical amount for a per lot survey. Walt said he thought the proposed hourly rate would be competitive. - Emily will deliver the National Register nominations at the June 2nd meeting and set groundwork for contract. She needs good weather to take photos for the National Register applications, which is the main outstanding item. She will then submit them to the state board. She could begin the reconnaissance survey work at that time. - If SHPO funding needs to be spent by August 15, Emily would have approximately ten weeks to conduct the survey if we can finalize the contract by the June 2nd HPC meeting. - HPC originally talked about focusing the survey in the 20 block core area of town. It’s uncertain how many historic properties are within this area, but that remains the direction we want to give to Emily. Meridian Historic Preservation Commission May 5, 2005 Page 2 of 3 - Steve commented that he agreed with the approach outlined by Walt and that it will be a good year since we’ll be receiving two work products out of her contract and are spending the city and state money wisely. - Walt confirmed that Emily will present the applications to the state review board. They only meet twice a year to review nominations. Their next meeting is in October 2005. - Steve suggested Emily prepare e-mail updates of her progress to HPC and other interested parties. - Walt made a motion that the City renegotiate Emily’s contract @ $25/hour for the reconnaissance survey. A minimum of 25 properties will be surveyed and completed. The contract should be resolved prior to the June 2, 2005 meeting. The deliverable to HPC will be data entry into SHPO’s program and format. - Steve seconded. Unanimous. Item 4: Other Business Onion and Orchid Award - Steve provided an update of his work on the Onion and Orchid Award that Lila Hill discussed at the April meeting for the J.M. Anderson Home at 731 N. Meridian Rd. He returned the photos that Lila gave him at the last meeting. After reviewing the site with SHPO, their consensus was that the house was not reconstructed in a manner worthy of being nominated for the award. He presented a disk with original photos and two slides. Walt concurred that, from an architectural standpoint, it’s not a viable candidate. - Frank asked if HPC could recognize the “spirit” of the effort the owners made in their renovation project. - Steve proposed that HPC write a letter to the owner that notes we appreciate their efforts. He confirmed the owners did not know their property was being considered for the award. Walt said he could draft a letter on behalf of HPC. Carol suggested some wording and that we don’t mention the Onion and Orchid Award. Keep the letter positive and a recognition of their renovation efforts. Such letters help with enhancing HPC’s image. - Frank reminded everyone that Meridian does not have sufficient housing stock to meet national standards to qualify for a historic district. Announcement Meridian Historic Preservation Commission May 5, 2005 Page 3 of 3 - Brad announced that Barbara Perry Bauer, h istorian and co-founder of Arrowrock Group, will give a talk at the Idaho Historical Museum on May 25 th @ 7:00pm. Everyone is invited. Spending SHPO Money - Walt asked for ideas on spending the balance of the SHPO $3,000 grant. Carol suggested promoting the national register nominations as part of Dairy Days. Designing and erecting signs for the existing registered houses was another idea. The Western Heritage Byway sign in Storey Park was another idea. - Brad was asked to check with the city on the potential of placing a Western Heritage sign in Storey Park (an upgrade to the “Initial Point” sign). - Frank and Tom suggested looking at boilerplate examples. Walt did not think there were any restrictions from SHPO. There were three important elements me ntioned that HPC wants to incorporate into such signs: bronze material, good visibility and permanent. Miscellaneous - Walt suggested revisiting short and long term goals for the budget process. - Tom will take photos of the Double D building by the next meeting. Walt motioned to adjourn.
