Meridian Rd., Meridian, Idaho 1. Roll call: Traffic Box Art Sub -Committee 6:05 x Stephanie Barnes o Leslie Mauldin 2. Adoption of the agenda x Brian Schreiner, Chair x Ellen DeAngelis Motion by Stephanie and second by Ellen to adopt the agenda — all ayes — motion carried. 3. Traffic Box Art a. Intersection Priorities, five years out - Subcommittee members asked about the possibility of inviting Rainey Spencer to future meetings regarding Traffic Box Art - Members decided that, for now, it seems like a good idea to select box locations with artwork in mind. - Desire to set up a Special Meeting in which the repository can be narrowed appropriately and wherein FYI 6 boxes will be selected concerning location and artwork - Stephanie inquired about having Robert or someone from Planning, perhaps, involved more deeply with the process of intersection selection so that MAC may have more insight into where/what future developments may be approaching. b. Youth Art Selection for FYI 5 boxes (1) West Ada selections - Brian and Ellen described the details of the artwork selected from the WA show so that Stephanie could better understand the pieces. - All five artworks nominated from WA show were chosen for the committee to recommend for install for FYI 5. - All present committee members discussed and agreed on the artwork selected for the following locations. Brian will recommend these selections to MAC. o Meridian & Pine — Lena Tsema, Shattered Rainbow MERIDIAN ARTS SUB COMMITTEE SPECIAL MEETING MINUTES • MAY 4, 2015 • PAGE I ■ Selected for its creativeness, brightness, warmth, well executed but not overly sophisticated, based on the development of the gym for the Boys & Girls Club. ■ Artist attends Meridian Elementary. o Main & Franklin — Katie Anderson, Fall on the Farm ■ Selected for its visibility to traffic on all directions, rural roots in Meridian, proximity to dairy & feed, youth art represented near park & playground o Main & Idaho — Jessica Irvine, Girl and the Balloons ■ Selected as youth art with a degree of sophistication that could potentially lend itself to diverse crowds (considering Performance Art Center in the future), image face North & South ■ Artwork created using clippings from magazines and newspaper, selected for a location adjacent to Valley Times for this reason ■ This box is currently empty and unused — so the group had concern about wrapping it in case it was going to be removed. The group also talked about having the empty useless box there and the expense of removing the box (why it hasn't already been removed) as well as the anticipated growth of Meridian and the possibility that there will be a signal there again in the future. Subcommittee decided to recommend a wrap for it even though it is currently unused for traffic control — it is still in a prime location and it could serve as art. o Main & Broadway — Andrew Clifford, Elephant Bathing ■ Selected for its proximity to water features (both at City Hall & further North towards Generations Plaza), will fit the box well with the image repeated twice — having the elephant facing North & South to match Meridian's traffic C, Eagle & Franklin — Madeline Denniston, Opaque ® Selected for its meaning in addition to composition, location outside of downtown core in respect to potential to integrate adult artists downtown also while also respecting the artist's origin from Eagle High School (likely and ITD signal and outside of Meridian), high profile intersection with a well exposed traffic box for high visibility (2) Other student art submissions ® These submissions were tabled for the Special Meeting for the repository selection. Subcommittee decided to recommend all artworks selected from West Ada School District art show so these other student works did not need to be addressed for FYI 5. c. FYI (October I, 2015 — September 30, 2016) Selection discussion As it stands, subcommittee wants the option to continue selecting locations with artwork options in mind. MERIDIAN ARTS SUB COMMITTEE SPECIAL MEETING MINUTES • MAY 4, 2015 • PAGE 2 It is therefore a priority to narrow the repository to know what they have to work with for FY 16 locations. Subcommittee recommended setting up a Special Meeting solely for the purpose of selecting artwork and locations for FYI 6. o Criteria subcommittee recommends for other commissioners to consider when deliberating artwork and box locations includes: ■ Traffic flow (and box position in relation to how the primary traffic runs through intersection) ■ Artwork fitting to area concerning environment and relevancy to surrounding businesses ■ Visibility of the traffic box itself (not hidden or obstructed) o After narrowing down repository, admin to: ■ Notify artists of artwork, selected to be installed in FYI 6, not to sell artwork ■ Notify artists of artwork selected to remain in the repository until May 2016, pending sale of artwork ■ Notify artists of non -selected artwork, free to sell artworks Hillary to create slides that show numbered intersection priorities, artwork selection, and maps detail of intersection to present at Special Meeting Repository images will only be made available at Special Meeting, not prior to, in order to encourage "group thought" Brian emphasized the importance of artist input on their traffic box o Rainey/TM will work with artist most intimately to create something that the artist agrees with o MAC is a bit removed from this process, but subcommittee agreed on the value of artist input and authority over their artwork Subcommittee recommends holding meeting on Monday, May 18' @ 4:30 in Council Conference Room d. Establish future sub -committee meetings and/or practices FY 17 may not be discussed in the same way as FY 16 because the commission may decide to wipe the slate of the repository clean and reissue a Call to Artist with five focus intersections already in mind. o This may require an additional meeting or further discussion at a regular MAC meeting. o Possibility of having Call to Artist released every year around March 4.
