Roll call: President Mary Jensen called the meeting to order at 3:37 p.m. and called roll. Adoption of the agenda Nancy asked that the agenda be amended by the addition of item 7(c), Solid Waste Advisory Commission update, and item 7(d), a budget update. Leslie moved that the agenda be amended accordingly. Nancy seconded the motion. Vote in favor of the motion was unanimous. Dwight moved that the agenda be adopted as amended. Leslie seconded the motion. Vote in favor of the motion was unanimous. 3. 4. Approval of minutes from August 8, 2013 regular meeting This item was postponed to the next meeting; the minutes are not yet ready. New business a. Citizen request for map of public art in Meridian Emily reported that a citizen asked for a map of public art in Meridian. She advised that no such record currently exists but she would ask MAC for input. Mary said that the Village at Meridian was planning to install public art so this could be a timely project. Nancy said that the Parks & Recreation Department had recently prepared a trail map that could be a good template. Robert asked how the commission might need to define public art for this purpose. Stephanie suggested that this information could be made available on the City's website. Mary advised commissioners to be on the lookout for a volunteer who may wish to take on a project of this nature. MERIDIAN ARTS COMMISSION MINUTES • SEPTEMBER 12, 2013 • PAGE I b. Fundraiser partnership opportunity with The Village at Meridian Mary reported that the Village is providing a fundraising opportunity wherein the Village would donate several copies of a children's book to a nonprofit organization, so the nonprofit organization can sell the books for their benefit. The Village has asked if MAC might wish to be one of the organizations that accepts the books and sells them. Emily advised MAC that this process would not be allowed under the City's purchasing policy; once the City accepts property, that property may only be disposed of by auction or pursuant to other prescribed process. Brian asked if MAC could accept the books and give them away. Nancy said that the Village might want to offer the opportunity to Sale as a fundraiser as proposed is not an available option. It was decided that MAC would respectfully decline this opportunity. 5. Old business a. Update: Meridian Split Corridor Phase 2 Public Art Project Emily reported that City Council wishes to hear from MAC and SWAC at the same time, and they are taking up the matter at the October I, 2013 City Council meeting. b. Concerts on Broadway Leslie reported that the final performance on August 10, 2013 (Kevin Kirk & Onomatopoeia) went well and the plaza was at full capacity. Photos are available upon request. Nancy has thanked all of the sponsors for this year and will ask Investment Resources to sponsor again. Wineglass Arts helped with production and stage management and Mr. Kirk commented that that made it a professional experience. Leslie said that Kevin Kirk & Onomatopoeia are releasing a new album next year and would be interested in the possibility of the City of Meridian hosting his opening debut party as the first concert, as a Friday and Saturday night concert series. Leslie will keep in touch with them and see if the timing can work. Mary suggested that three concerts could be scheduled like usual and Kevin Kirk could be the fourth concert, to be scheduled whenever they want to hold their debut party. Mary thanked Leslie for her work on the Concerts on Broadway project. Mary said that Treasure Valley Children's Theater sold water at the last concert, and expressed interest in making water and concession sales at Concerts on Broadway their summer fundraiser next year. They are willing to work with downtown businesses to see if they can get them involved. Mary suggested that MAC select the dates and book bands for the 2014 series as soon as possible. Leslie said that she would start working on this, as well as researching and booking the sound system, in the next month. c. Report: Piano donation Leslie reported that the piano was donated to Wineglass Arts for the purpose of sale or trade to obtain a keyboard for the Meridian Arts Commission. The piano has been delivered and Leslie has asked Mike Lott, an expert in aeolean Brooklyn- made pianos, to appraise the piano. He thought it could be sold for about $2,000, and suggested that Leslie try selling the piano on eBay. Leslie said that a good used MERIDIAN ARTS COMMISSION MINUTES • SEPTEMBER 12, 2013 • PAGE 2 keyboard will cost about $ I ,500. Leslie is now working with Wineglass Arts to sell the piano on eBay. 7. Reports, presentations, subcommittee reports, staff reports a. Initial Point Gallery Dwight reported that the approximately thirty attendees of Gertrude Hudson's reception didn't arrive until 6:30 p.m. but a good time was had by all. Ms. Hudson's friend catered the event. Dwight used the new cart to carry everything in. Pam Orr of the Meridian Fire Department has made a request to display the Fire Prevention Month poster contest winners in Initial Point Gallery from October 8 to 3 I, with a reception on October 14 from 4:30 to 5:30 p.m. Dwight asked Emily to work with Pam to find enough easels. The next artist has requested that they be allowed to set up a table in the gallery to sell greeting cards. Emily advised that this would not be allowed. Nancy asked whether they could display the cards and take orders. Emily advised that selling cards at the reception would be fine. Dwight said that the storage room off the gallery is inundated with stuff, mostly pedestals for three-dimensional art. The room is also used by the Meridian Symphony to store music, and by the City maintenance staff to store a big ladder. Dwight offered to clean out the room; Nancy suggested a work day, and donating some of the items to Renaissance or Christine Donnell School for the Arts. Nancy asked whether MAC could dispose of the maquettes and the scrolls that are stored in the room. Stephanie added that these items are listed on the City's insurance policy. Emily advised that the purchasing policy must be followed in the disposal of City property; in order to donate it, City Council must find that it costs more to dispose of it than it would to give it away. She will research the process for disposal of the scrolls and the maquettes and report back. Robert said that the City is storing the scrolls that belong to the Senior Center and the Boys and Girls Club at those organizations' request. Robert said that the closet may be going away with the expansion of the IT department and advised MAC to work with City maintenance staff about moving the scrolls to the basement. Mary reported that Meridian Development Corporation has installed one public kiosk, soon to be more, with a downtown map and information about events going on downtown. MDC would like the kiosks to include posters of what is in Initial Point Gallery on a quarterly basis. Ashley Ford suggested monthly updates. Dwight said that he would be glad to print an additional 13x19" poster. He asked what size is needed and to whom he should send the poster. Mary said she would find out. Robert said that the City could start printing the posters; Dwight should start e- mailing his poster to Tina and the City will print whatever size is needed. Dwight said it would be better to provide the poster to Ashley monthly rather than quarterly. Dwight said that IPG volunteers provide services above and beyond that typically provided for set-up, tear-down, and the reception. Leslie said that Preece Chocolates is interested in donating chocolates for the gallery receptions. If the MERIDIAN ARTS COMMISSION MINUTES • SEPTEMBER 12, 2013 • PAGE 3 artist lets Preece Chocolates know ahead of time, they can coordinate. Leslie will follow up with Preece Chocolates. Dwight reported that two responses to the 2014 Initial Point Gallery series Call to Artists have been received. Submissions are due on October 18, 2013. A special meeting to jury submissions was scheduled for October 24, 2013, time to be announced, in the Council conference room. b. Percent for Art Ordinance Subcommittee Report Stephanie reported that the committee met last week and reviewed the materials Nancy had gathered. The committee's understanding is that the City is more interested in an ordinance that bases the ordinance on public projects, rather than private projects. Emily is researching other jurisdictions' percent for art ordinances to find other examples. Stephanie said that the fund has to be dedicated to a particular use; Mary asked the commission to think about an appropriate use for these funds. c. Solid Waste Advisory Commission update Nancy reported that she has prepared and delivered to SWAC MAC's progress report on the Meridian Split Corridor Public Art project. SWAC will be going to City Council on October I to report on their Community Recycling Fund. SWAC needs to understand that the delays in the project were to some degree beyond MAC's control, and not unheard of in public art projects generally. d. Budget update Nancy said that due to an unanticipated cost overrun for sound for the third Concert on Broadway, MAC spent $1,900 over its spending authority, but brought in $ 13,322 in revenue. Any spending authority increase would have to have been granted in June. Nancy has verified with accounting that with City Council's approval, MAC can move this revenue into its column for the MSC2 public art project in case SWAC or City Council does not approve the extended timeline for the CRF funds. Nancy asked Robert where MAC's revenue is credited. Robert referred the question to the Finance Department but said that City Council would need to approve a budget amendment to make that money available to MAC for spending on public art. 8. Adjourn Dwight moved that the meeting be adjourned. Stephanie seconded the motion. Vote in favor of the motion was unanimous.
