1. Roll call:
President Mary Jensen called the meeting to order at 9:10 a.m. and called roll.

Also present were Deputy City Attorney Emily Kane, Administrative Assistant Tina LeBrett,
Chief of Staff Robert Simison, and citizen Drew Wahlin.
2. Adoption of the agenda
Dwight moved that the agenda be adopted as presented. Leslie seconded the motion. Vote in
favor of the motion was unanimous.
3. Meridian Split Corridor Phase 2 Public Art Project
Emily Kane recapitulated MAC's decision at its August 8 meeting to divest itself of the $20,000 in
dedicated Community Recycling Fund funds, reissue the RFP to the three finalists, and invite
them to submit new proposals for art on the south parcel only, with a new budget. Emily
reported that she contacted all three finalists regarding MAC's decision and they are all willing to
read the updated RFP and would consider remaining a part of the process. The purposes of this
meeting are to update the RFP portion of the Call to Artists to reflect this next step, determine
how to address the CRF award with the Solid Waste Advisory Commission, establish a budget
for the project moving forward, and consider contracting with a public art administrator to help
guide the process.
Nancy said that she felt that MAC was remiss in its decision to walk away from the CRF money.
She has reviewed the application for those funds and there is no stated deadline of September
30, 2013 for spending the money, and the proposals submitted do meet the CRF criteria. MAC
only needs to provide a progress report to SWAC by September 30. Leslie said that she
understood the September 30 date to be a deadline for expenditure of the funds; Brian agreed.
Emily said that SWAC is charged with making a recommendation to City Council regarding
unspent CRF funds at the close of fiscal year 2013.

Nancy said that she interprets City Council's July 16 motion to be asking MAC to recommend
one of the three proposals for installation. Brian said that having MAC's findings in writing are
crucial to conveying MAC's message to City Council.
Stephanie asked whether SWAC's position on this matter is known. Emily said that SWAC has
not addressed this matter on the record. Robert said that given the shortage of the fund and the
clarified criteria, SWAC's support of a proposed extension of the timeline was not guaranteed.
Nancy stated that in that case MAC would have tried to keep that funding in place. Brian
suggested that MAC return to City Council with a recommendation of Under the Sun and
Dreaming. Mary reminded the commissioners that MAC is the recommending body and City
Council is the final decision maker.
Stephanie moved to rescind its August 8 decision to divest itself of the $20,000 in dedicated
Community Recycling Fund funds. Dwight seconded the motion. Vote in favor of the motion
was unanimous.
Brian suggested that MAC go over the criteria in the Call to Artists, point by point, and show
how it applies to the selected piece. Robert suggested that the Commission address in its
findings MAC's consideration of the Selection Panel's recommendation and the public input
collected. The commissioners discussed what the Selection Panel had recommended. Emily
stated that the Selection Panel recommended that the proposals be rejected, and that the City
commission two particular pieces. The commission determined that MAC was rejecting the
Selection Panel's rejection of the proposals. With regard to the public input, Nancy said that the
use of the term "vote" in encouraging public comment led some people to believe that the
majority of votes garnered would be the piece selected. Emily said that while one of the lessons
learned is to avoid using the word "vote," the Call to Artists, which accompanied all
opportunities for the public to provide input, was very clear on the point that the public input
would be only one factor considered.
Mary said that the commission needed to describe how the recommended proposal meets the
applicable criteria. The commission made the following comments regarding C.J. Rench's
proposal, "Under the Sun and Dreaming":
• The budget included engineering and fabrication.
• The proposal demonstrates a sophisticated level of public art experience.
• The design is original, innovative, interesting, and excitingly new for the City.
• The symbolism in the design points to Meridian history, the present, and the future.
• The level of detail piece is appropriate for viewing by moving traffic.
• It is futuristic; it will have meaning several years from now.
• It has a solid look which is aesthetically pleasing and an important element in large 3D art
pieces.
• The commission is comfortable with its technical feasibility.
• Proposal established ease of long-term maintenance.
• The piece works at-a-glance, and is experienced from generalities to specifics; public will see
more every time it goes by.
• The piece promotes environmental responsibility and incorporates reused materials.
• There is flexibility in design and the artist's experience reflects agility in this regard.
• Absent a public art administrator, the artist's vast experience is valuable.

• The outcome of the project is predictable.
• Everyone will have their own interpretation of the piece.
Mary will refine these comments into findings for presentation to City Council.
Robert suggested that the commission consider the potential impact of the Solid Waste Advisory
Commission decision on the extension of the timeline for expenditure of the Community
Recycling Fund monies. Nancy said that that was not what MAC was asked to do. If SWAC
declines to extend the timeline, MAC will deal with that. Emily said that on September 30,
SWAC will need to tell City Council where they are at with their FY13 CRF expenditures.
SWAC met on August 28 and will meet again on September 25. Stephanie suggested that City
Council's decision on the matter could help guide SWAC's decision.
Mary asked Emily to request that MAC be scheduled on the City Council agenda to present
these findings at the City Council meeting at 3:00 p.m. on September 10, 2013. Nancy said that
all commissioners should be present, with one spokesperson.
Nancy moved that MAC recommend that City Council approve "Under the Sun and Dreaming,"
as proposed by C J. Rench, for installation at the south parcel of the Meridian Split Corridor.
Dwight seconded the motion. Vote in favor of the motion was unanimous.
4. Adjourn
Dwight moved that the meeting be adjourned. Nancy seconded the motion. Vote in favor of the
motion was unanimous. Mary adjourned the meeting at I I :50 a.m.
