Vice President Leslie Mauldin called the meeting to order at 3:45 p.m. and called roll.

2. Adoption of the agenda
Nancy asked that the agenda be amended to add item 7(c), regarding donation of a
piano. Dwight moved that the agenda be adopted as amended. Stephanie seconded the
motion. Vote in favor of the motion was unanimous.
3. Approval of minutes from April 11, 2013 regular meeting
Nancy moved that the minutes of the April I I, 2013 regular meeting be adopted as
presented. Dwight seconded the motion. Vote in favor of the motion was unanimous.
4. Approval of minutes from June 13, 2013 regular meeting
Nancy moved that the minutes of the June 13, 2013 regular meeting be adopted as
presented. Dwight seconded the motion. Vote in favor of the motion was unanimous.
5. New business
There was no new business.
6. Old business
a. Meridian Road Interchange Overpass Public Art
Brian McClure, Associate Planner, provided an overview of the project. The Call to
Artists/RFP was issued on July 3, 2013. The next steps are as follows. On Tuesday,
July 23, at 4:00 p.m., in the Mayor's Office, the Selection Panel will meet to review
the responses to the Call to Artists/RFP. Commissioners are needed to join
Selection Panel. Brian and Stephanie volunteered. From July 24 to August 7, public
input will be collected. At the Commission's August 8 meeting, MAC will select a
proposal and recommend it to City Council. Deputy City Attorney Emily Kane

inquired whether a quorum will be present for the August 8 meeting. It was
determined that a quorum would be present. Finally, a commissioner will be asked
to present MAC's recommended selection to City Council. There were no
volunteers for this presentation; it will be decided at a later date.
b. Meridian Split Corridor Phase 2 Public Art Project (Emily Kane, Deputy
City Attorney)
Emily reviewed the process and selection criteria outlined in the Call to Artisu -
RFP/RFQ. Emily provided an overview of the public input collected, and reported
that that Selection Panel's recommendation to the Arts Commission is to install
Delia DeLapp's larger proposed artwork, "Untitled," at the south parcel. Separately,
the Panel advised the Commission to explore commissioning C.J. Rench's
"complimentary" piece, "Star of the West," at the north parcel. Following
discussion of the process and proposals, a straw poll was taken. Mary voted to
install C.J. Rench's proposal, "Under the Sky and Dreaming." Nancy voted to install
C.J. Rench's proposal, "Under the Sky and Dreaming." Leslie voted to install Delia
DeLapp's larger proposed artwork, "Untitled," at the south parcel and to install C J.
Rench's "complimentary" piece, "Star of the West," at the north parcel. Dwight
voted to install C.J. Rench's proposal, "Under the Sky and Dreaming." Stephanie

Dreaming." Dwight moved to recommend to City Council that the City install C.J.
Rench's proposal, "Under the Sky and Dreaming." Brian seconded the motion.
Vote in favor of the motion was unanimous. Mary volunteered to present the
Commission's recommendation to City Council at their meeting on July 16.
c. Concerts on Broadway (Leslie, Mary)
Leslie reported that the Meridian Development Corporation has awarded MAC
$7,500 for Concerts on Broadway. Nancy will determine whether MDC requires an
invoice. Leslie reported that the High Street concert on June 22, 2013 went
smoothly and was well-attended. The upcoming performances in the concert series
are on Saturday, July 20, 2013, 7:00 p.m., Kings of Swing performing; and Saturday,
August 10, 2013, 7:00 p.m., Kevin Kirk & Onomatopoeia performing. Leslie has
inquired whether the Mayor's Youth Advisory Council would like to sell water at
the upcoming concerts. Nancy stated that the Meridian Arts Foundation, one of the
sponsors of the Concerts, would like to set up an information table.
d. Proposed trolley purchase (Dwight)
Dwight moved to purchase the trolley for loading and unloading Initial Point Gallery
artwork. Nancy seconded the motion. Vote in favor of the motion was unanimous.
Emily was directed to order the trolley.

b. Report: Percent for Art Ordinance Subcommittee (Stephanie)
Stephanie reported that she has done some research on a percent for art program
and has discovered that seven cities in Idaho have percent-for-art ordinances.
Nancy volunteered to join the subcommittee. Stephanie and Nancy will get together
to work on a plan for researching and bringing the concept forward.
c. Piano donation offer
A citizen has offered to donate a player piano to MAC. Following discussion, it was
determined that a commissioner needs to look at the offered piano, research costs
to tune and/or move it. Nancy volunteered to find these answers.
8. Adjourn
Dwight moved adjourn the meeting. Nancy seconded the motion. Vote in favor of the
motion was unanimous.
