Wire]ess C()mmunication Ordinance Revisions
Dear City Officials:
After the City C()ul1eil meeting hdd ¡¡1St month to discuss the proposed revisions to the
Wireless Communication Ordirulnc~', we decided to re-visit several of the issues
di$cussed at the meeting with Anna to see.: if we could resolve the Council's concerns
pri(r t() the next meeting. After h<Lving a productive meeting with Anna, WI;; received a
lettcr ¡rom thc Public Works Department concerning seven,1 addition"] issues related to
the proposed c()dl;; revisions, In response to this ncw list of concerns, we contacted the
Public Works Department and md with Bruce Frecklelon to review their concerns as
well. The ()lIowing pa,ragraphs will uutline the changes made to the proposal after
mce.:ting with the City staff.
At our meeting with Anna, we discussed visual impact or the proposed antennae ond
decided that we could reduce the size of the antennae to 4 square Jèct ;n .~ize and the
parabolic dishes ("s¡¡te]lite dishes") could be eliminated as an oplion for plae~"'ent on
streetlights. In addition to reducing the size or the antennae, Anna suggested, and we
agreed, langu¡¡ge that would require approval of all property ()wners within iJ 100' radius
of the stTeetlighL (measured from centerline of road located directly in front ()f the light)
prior to approval for placement on existing streetlights. Developers of new subdivisions
may request the inclusion of streetlights with the antennae liS a part or the development
approv¡11 process, In addition to the above mentioned limitations. we decided that the
antenrulC would have to be spaced (measured horizontally) at least 500' ¡¡part, and
painted to match the eoloi' OfU1C slr~ellight.
Brad Watson's 7/29104 memo to Anna and me li$ted additioWlI concerns that the Public
Works department wanted resolved prior to approval of the revision, A copy or this
memo is attached for your review. The first concern listed on thc memo W"$ in
rdationship to the additional electrical costs associated with the antclmae being attached
to the strcetlights. and we would be wìlling to pay the additional cost of the electricity
and the power costs to run the streetlight as well, I have placed a call 10 Will Berg to

determine the cost or running a streetlight, and the co~t can be workcd out in the lease
agreement.
Thc second concern listed in the memo was possible problems associated with new light
poles located within existing neighborhoods. and we agrecd to clirrullate these concerns
by dropping the idea of new streetlights in exi~t¡ng neighborhoods, We would likc to
have the ability to repbce old wood pole$ with metal poles. with the City's prior
approval. This wi1l ulsn eliminate the eonecms ¡Iboul new .'shoebox" streetlights in
neighborhoods with historical or ornamental streetlights. Anle!\!Jae îor these
neighborhoods can be placed on buildings, or possibly on l()wers eonstnLcled for wireless
service only,
The third concern was in regard to a fee schedule to cover costs associated with
application, review and inspection of ¡he antennae, We had originally envisioned the
application for approval as a ClC. (as noted in the proposed ordinance revisions), upon
approval for the Planning and Zoning and Public Works Department. we would be
required to obtain an eleetric¡¡1 permit from the City or Meridim1. Electrical permits COVeT
thc cost of inspection and plan review. Bruce Freekleton agreed to I()ok into the fee iss1.Je
fùrther t() see if they would require any additional fees.
The fourth concern rcvolved around a surety requirement for the installation of a new
pole, but with the elimination of new poles, this issu~ becomes a non issuc, but we would
be willing to pur a surety for the replaeemel1t of old poles if'noce~s¡¡¡:y,
Thm: are five additional issues/concerns listed in th~ memo, starting with standards and a
basis for review, Bruce asked ¡hat r li~t the standards that would be u~ed for review of an
application and lhey are as follows (all arc found within the revised ordinance):
1, Antennae painted to match the streetlight.
2. Sizc ofantennae is less than 4 square feet.
3, Antennae are not located within 500 feet of other like ant~>1mae.
4, Height ofi'lI1tennae is lower tha.n maximum height 1ì)r zoning distTiel.
5, Adjacent neighbors sign off tor approval of the antennae (when applicable).
6. AntelWle will nul be located on streetlights in neighborhoods with
omamcntaJJhistonca1 stTeetJights,
The second additiona] i~sue listed concerns WiLh historical lighting, and as noted abow,
we would not be JoeaLing in these neig,hborhoods, and will look into providing antcnnac
in alternative joeatìon~ in Ù¡ese areas (i.e, on top of clubhouscs, co-locating or a /lCW pole
in a common area for use by this product),
The third addition¡¡1 issue related to a lease or franchise agreement and we arc fine with
either option, however Will Berg does not like the franchise fee idea,

The fourth concern is about rtKIio frequency interlt:renee. and we have talked with Len
Orady concerning this ¡,suc, and we will agree to limit our Irequency to a range that will
n<1t interfere with the City's SCADA and water meter equipment.

department, believe that some ')Llst cau,e" language will need to be added to the
tetmination clause, We can't agree to a contract that allows the City to terminate the
agreement with thirty days notice without cause.
A, always, 1 have appreciated working with the City Staff on this project, they have becn
very hclpìùl and supportive of the proposed Zoning Ordinance Amendment. I believe that
the changes made to the ordinance after we last ptescntcd ¡tto the Council, have reduced
the visual impact of the antennae, while improving the public involvement in the project
and will help in allowing this wireless serviee to be offered to the residents of Meridian.
