FAX 888-6854 Hearing Date: August 10, 2004 RECEIVED AUG V 6 2004 City Of Meridim l City Clerk Office Final Plat approval of Fifty (SO) Single-Family Residential Building Lots and Fifteen (15) Common Lots on 21.16 Acres in an R-4 Zone, by Farwest, LLC (File No. FP-O4-049). We have reviewed the above referenced submittals and offer the following comments, as conditions of approval. These conditions shall be considered in full, unless expressly modified or deleted by motion ofthe Meridian City Council: APPLICATION SUMMARY & LOCATION The applicant, Farwest, LLC, has applied for Final Plat approval of SO single-family residential building lots and 15 common lots on 21.16 acres ofland for Saguaro Canyon Subdivision No.1. The zoning designation for the proposed subdivision is R-4 (Low Density Residential). This subdivision will have a gross density of2.31 d.u./acre and a net density of3.0S d.u./acre. Saguaro Canyon Subdivision No.1 is located on the north side of E. McMillan Road midway between N. Meridian Road and N. Locust Grove Road, in the S Y2 of Section 30, TAN., R.lE. The common area lots within the subdivision consist oflandscape, open space, and pathway lots. The pressurized irrigation system within this development is to be owned and maintained by Settler's Irrigation District. The submitted final plat substantially complies with the approved preliminary plat. Staff recommends approval of Saguaro Canyon Subdivision No.1 with the comments and conditions stated in this report. SITE SPECIFIC COMMENTS / FINAL PLAT 1. Applicant is to meet all terms of the approved Conditional Use Permit (CUP-O3-0S8), Preliminary Plat (PP-03-032) and Development Agreement (lnst. No.1 04089430). Temporary construction fencing will be required along the northern boundary of this phase to prevent debris from blowing to adjacent properties during construction. 3. Revise the following notes on the face of the plat: a. b. Note #4: Add Lot 1, Block 1 and Lot 1, Block 2 as non-buildable lots. Note #11: CUP 92 028 CUP-O3-0S8 which allowed for reduced setbaeIa-, .... 4. The landscape plan shall be revised as follows: a. Show fencing adjacent to E. McMillan Road to match fencing proposed on the west and east boundaries if berm is not constructed along McMillan Road. b. lfproposing berm along McMillan Road, show contours and label as such. c. If proposing storm drainage swales, show contours. Submit three (3) copies of the revised landscape plan to the P&Z Department for review and approval prior to City Engineer signature of the final plat. S. Graphically depict the 20' sewer and storm drain easement and address in the notes for Lots 1,2 & 8, Block 2. 6. lf proposing storm drainage swales indicate "drainage" as a use in plat note #4. 7. The applicant has indicated that Settler's Irrigation District will own and maintain the pressure irrigation system within this development. The City of Meridian requires that pressurized irrigation systems be supplied by a year-round source of water. lf a creek or well source is not available, a single-point connection to the culinary water system shall be required. If a single-point connection is utilized, the developer shall be responsible for the payment of assessments for the irrigable common areas prior to signature on the final plat by the Meridian City Engineer. 8. All irrigation ditches, laterals or canals, exclusive of natural waterways, intersecting, crossing or lying adjacent and contignous to the area being subdivided shall be tiled per City Ordinance 12-4-13. Plans will need to be approved by the appropriate irrigation/drainage district, or lateral users association (ditch owners), with written approval or non-approval submitted to the Public Works Department. If lateral users association approval can't be obtained, plans will be reviewed and approved by the Meridian City Engineer prior to final plat signature. Street signs are to be in place, water system shall be approved and activated, pressurized irrigation system approved and activated, drainage lots constructed, fencing installed, and road base approved by the Ada County Highway District prior to applying for building permits. All development improvements, including perimeter fencing, irrigation, and landscaping shall be installed and approved prior to obtaining certificates of occupancy. Mayor & City Council Hearing Date: July 6, 2004 Page 3 A letter of credit or cash surety in the amount of 110% will be required for all fencing, landscaping, pressurized irrigation, amenities, sanitary sewer, water, etc., prior to signature on the final plat. 10. Sanitary sewer service to this site shall be via the existing temporary lift station built in the Cobre Basin Subdivision. Domestic water service to this site shall be via main line extensions from mains installed adjacent to the property. Applicant will be responsible to construct the sewer and water mains to and through this proposed development, thereby making them available to adjacent properties. Subdivision designer to coordinate main sizing and routing with the Public Works Department. Applicant shall execute City of Meridian standard forms of easements, for any mains that are required to provide service. Applicant shall be subject to paying any applicable latecomers fees prior to city endorsement of the final plat maps. Applicant shall be required to pay Public Works development plan review, and construction inspection fees, as determined during the plan review process, prior to signature on the final plat per Resolution 02-374. Any drainage areas (detention/retention basins) must be designed to ensure that water will percolate or discharge within a period of time not to exceed 24 hours for all storms up to and including a 1O0-year storm event. Applicant shall submit a "FINAL" street name approval letter from the Ada County Street Name Committee prior to signature on the final plat by the Meridian City Engineer. The sum of the segment distances across the north side of the subdivision boundary from Lot 16, Block 2 to Lot 12, Block 1, don't equal the overall boundary distance shown. Please make the necessary corrections. The "Set W'x24" Rebar with Plastic Cap" symbol shown on the subdivision boundary adjacent to the South \4 Corner, should be revised to reflect "Set S/8"x30" Rebar with Plastic Cap" since this is an angle point in the subdivision boundary. Graphically depict lO-foot wide Public Utilities, Drainage and lrrigation easements on each side of the common lot line between Lots 1 & 13, Block 3, and Lots 4 & 5, Block 4. All easements shown on the plat shall include a notation stating the purpose. Staff's failure to cite specific ordinance provisions, or terms of the approved Development Agreement, Conditional Use Permit, or Preliminary Plat does not relieve the Applicant of responsibility for compliance. Any tree over 4" in caliper that is removed from the property shall be replaced by installing additional trees, being the equivalent number of caliper inches of trees that were removed. Required landscaping trees will not be considered as replacement trees for those trees that have to be removed. 2. Any existing domestic wells and/or septic systems within this project will have to be removed from their domestic service per City Ordinance Section 9-1-4 and 9-4-8. Wells may be used for non-domestic purposes such as landscape irrigation. 3. Two-hundred-fifty watt & One-hundred watt, high-pressure sodium streetlights will be required at locations designated by the Public Works Department. All streetlights shall be installed at subdivider's expense. Typical locations are at street intersections and/or fire hydrants. Final design locations and quantity are determined after power designs are completed by Idaho Power Company. The street light contractor shall obtain design and permit from the Public Works Department prior commencing installations. 4. Compaction test results must be submitted to the Meridian Building Department for all building pads receiving engineered backfill, where footing would sit atop fill material. s. Applicant's engineer will be required to submit a signed, stamped statement certifying that all street finish centerline elevations are set a minimum of three feet above the highest established normal groundwater elevation. 6. Coordinate fire hydrant placement with the City of Meridian Public Works Department. 7. Developer shall coordinate mailbox locations with the Meridian Post Office.
