Thank you for reaching out to the Mayor and City Council. I am sorry that we are unable to directly respond to your
questions as this is an active application and neither the Mayor or City Councilmembers can have dialogue regarding a
specific application outside the public hearing process. You have asked several questions that our Planning staff will be
able to provide answers to. You should hear back from one of our planners in the near term. They can also provide the
date of the City Council public hearing.
Your comments will be added to the public record that the City Council considers during the public hearing process.

Message The following message was sent along with others from concerned residents to Joshua Beach. Dear
Mr. Beach, I read with interest the public notice regarding a new subdivision under proposal in the
vicinity of Amity and Locust Grove Rds.known as Paisley Meadows. I understand that Hayden
Homes has made this request from the City for approval. My concern is the use of existing streets in
the Estancia and Bellingham Park subdivisions to accommodate this development. I am under the
impression that this new community will have 75 homes at full build out. According to national
averages, each home has 2.5 drivers per household. At full build out that means that over 187 cars
will be driving through the existing neighborhoods to enter and exit the new community. This is not
acceptable! The current homeowners deserve a better environment than this. We have children
crossing streets and walkers navigating the intersections. The added traffic is not conducive to the
safety and security we paid for. I understand that an entrance/exit to/from Amity Rd. has not been
offered as resolution. My I ask WHY? Is there an additional investment for the builder/developer
that has made this option a no-go. I understand that Meridian is one of the fastest growing
communities in the State and that new development is a reality. I urge the Council to re-address this
matter. Builders and Developers will still come in....even if it costs them more money. Please don't
just hand this proje ct over as it stands. Please consider the existing residents and put their wishes
and well being over the developers. This project will still proceed,I am positive. The builders can (
and will) recoup the cost for an Amity Rd entrance through the sale price of the homes. The current
homeowners can never recover from the added traffic and unsafe conditions this project will
produce. Impact fees can not support the extra stress to our streets over the life of this project. Please
consider playing hard ball with these developers and builders. They need you!! They will comply
with alternate suggestions. I was a councilman in Indiana for two consecutive terms. When
developers approached us about large projects they had to support our first responders with man
power and equipment to support the growth. They had to provide infrastructure upgrades
(sometimes with recapture agreements) but we NEVER gave them a total free ride. And yes....we
also had impact fees. If this developer needs to cough up a few dollars to the City or County for
Amity Rd. access....so be it. Please be as loyal to the existing residents as you are to the developers
and builders. end of message. I understand that this item was approved at last nights planning
commissions meeting. There seemed to have been a conflict of interest during the vote in which
commissioner Greg Wilson did not abstain even though he resides in Bellingham Park and would be
impacted by this development. I urge you as a Council to have the commission go back to the
drawing board and tweak this project so it does not negatively impact the current residents, by
adding an entrance off of Amity Road. Also, I would like to know when this item will appear on

Message To Whom It May Concern: Last night I attended the public hearing in regards to the Paisley
Meadows sub (Hayden Homes) located in a current corn field between the Bellingham Park and
Estancia subdivisions. While I don't oppose the development of these homes in any way, their
refusal to exit to Amity from the community is both unacceptable and unsafe. As explained during

the hearing, the planning and zoning commission had their hands somewhat tied and approved the
proposal stating that our only option now was to seek the help of our councilman, which I hope we
will be able to do. As a resident of Wrightwood Drive (the road expected to take the brunt of this 75
home development traffic), I feel our home will no longer be a safe place to live. Wrightwood Drive
currently serves as a through street to four communities (Bellingham Park, Bella Park, Estancia, and
Tuscany), this would make a fifth. There is a tremendous traffic and speeding issue as it currently
stands. Adding 75 homes and the construction vehicles for said homes will make the current issue
exponentially worse. The commissioners suggested we resolve these issues with local law
enforcement, which we have been doing over the last year with no success or results. We are in the
Siena Elementary school boundary, which is a school who does not bus. As a result, on a daily basis
there is a school's worth of young children on our sidewalks twice a day, the additional traffic
creates an increased risk to all of them, especially since school times and construction times tend to
coincide. On Wrightwood alone, between Locust Grove and Rangewood (the proposed entrance to
Paisley Meadows), there are at least 37 children. It is also worth mentioning that Wrightwood Drive
has both the community park and pool on it where there are constantly children playing and crossing
the street. Because Paisley Meadows will not exit to Amity, all of their traffic is forced through
subdivisions with existing traffic issues. We have done research with both construction companies
and the county and while the developer claims they are "not allowed" to exit to Amity, it seems more
accurately they do not want the expense of the easement and installing a turn lane from Amity.
Another reason for the lack of exit to Amity, which also seems invalid is the number of exits to it,
yet in the same distance space on Locust Grove between Amity and Victory, there are currently ten
exits versus the four in that space on Amity. We were told there would eventually be a road they
could tie to that would exit to Amity in order to line up with the existing Marsala, but there is no
time line for said road and therefore resolves none of the current issues. While the developer
conceded to a construction entrance through phase one development, it was stated the entrance
would be designated for large equipment and initial development, not contractors and builders for
each individual home, which as anyone who has lived around construction knows, is the bulk of the
traffic. One neighbor in attendance at the meeting works in construction and made the valid point
that unless they are to keep the current entrances at Rangewood and Melwood closed through
construction, the construction entrance will be ignored anyway. However, none of this was granted
at the public hearing. I understand how it may seem there are only a handful of homes effected by
this, but I would argue that is not the case. Because Wrightwood Drive was the final phase of
traditional, two story homes, they are both the newest and most valuable. The development of
Paisley Meadows with no exit to Amity will no doubt cause the values of those homes to plummit
having an adverse effect on the community as a whole. At the public hearing, several subdivision
applications were heard. One had 3 people in attendance to object and another 2. Paisley Meadows
had over 30 people in attendance in opposition, most of who testified, and several more who sent in
written letters. I think that in and of itself speaks to what an issue this particular development has the
potential to cause. As I understand it, the City Council can hold a hearing on our behalf and possibly
look further into these ACHD "restrictions" the developer claims are insurmountable. I expect such a
hearing would draw even more community support than that of the planning and zoning commission
held last night. I appreciate your consideration of the matter as a very concerned citizen who hopes
