Request for Final Plat Approval of Eight (8) Building Lots on 3.06 Acres in
an L-O Zone for Southstone Subdivision, by Pinnacle Engineers, Inc. (File
No. FP-04-048)
We have reviewed the above-referenced submittal and offer the following comments, as
conditions of approval. These conditions shall be considered in full, unless expressly
modified or deleted by motion of the Meridian City Council:
APPLICATION SUMMARY & LOCATION
The applicant, Pinnacle Engineers, Inc., has requested approval for Southstone Subdivision,
located on the north-east corner of Eagle Road and Girdner Lane, in the SW '/ of Section 21,
T.3N., R.lE. This subdivision includes 8 commercial office building lots on 3.06 acres of land
in an L-O zone.
The submitted final plat substantially complies with the approved preliminary plat.
Staff recommends approval of the final plat for Southstone Subdivision with the comments and
conditions stated in this report.
SITE SPECIFIC REQUIREMENTS
Applicant is to meet all terms of the approved Annexation (AZ-04-006) and preliminary
plat (PP-04-008).
2. Sanitary sewer service to this development shall be via an extension from mains installed
with Sutherland Farm Subdivision. Applicant will be responsible to construct the sewer

mains to this proposed development. Subdivision designer to coordinate main sizing and
routing with the Public Works Department. Applicant shall execute City of Meridian
standard form of easements, for any mains that are required to provide service.
3. Municipal water service to this development shall be via an extension from mains
installed adjacent to this property. Applicant will be responsible to construct the water
mains to and through this proposed development, thereby making them available to
adjacent properties. Subdivision designer to coordinate main sizing and routing with the
Public Works Department. Applicant shall execute City of Meridian standard form of
easements, for any mains that are required to provide service.
4. Applicant shall be required to pay Public Works development plan review, and
construction inspection fees, as determined during the plan review process, prior to
signature on the final plat per Resolution 02-374.
Show the landscape buffer easement on the face of the plat and label with a note.
6. Revise the landscape plan as follows:
a. Show a detached sidewalk along S. Eagle Road in compliance with MCC 12-13-
10-8.
7. Please add or revise the following plat note(s):
a. Note #8: Complete recording information. Also include the property to the north
in the note and cross access agreement per Preliminary Plat Finding #14, page 8.
8. Tile all irrigation ditches, laterals or canals, exclusive of natural waterways, intersecting,
crossing or lying adjacent and contiguous to the area being subdivided per City
Ordinance 12-4-13. Submit written confirmation of plan approval from the appropriate
irrigation drainage district, or lateral users association to the Public Works Department.
9. Submit a recorded copy of across-parking/cross-access agreement to the Planning and
Zoning Department for all of the lots within the subdivision prior to signature on the
final plat per Preliminary Plat Finding #14, page 8.
10. Sign the Certificate of Owners and notarize the accompanying Acknowledgment (Sheet
2 of the final plat).
11. Applicant's engineer will be required to submit a signed, stamped statement certifying
that all street finish centerline elevations are set a minimum of three feet above the
highest established normal groundwater elevation.
12. Add a dimension of the right-of--way (parallel portion), adjacent to the south side of Lot
6, Block 1.

13. Please add dimensions, or remove the tie line shown from the south boundary to the
southwest comer of I,ot 6, Block 1.
14. Show the overall length of 2,700.17 feet between the southwest corner of Section 21 and
the west quarter corner (basis of bearing) on the west side of the section line, and show
the segments 1,659.94' and 1,040.23' on the east side of the section line.
15. E. Easy Jet Drive doesn't exist and shouldn't be shown on this plat, unless Sutherland
Farm records first, or the right-of--way is formally dedicated prior to this plats
recordation.
16. Remove the text "FUTURE ITD ROW" from the plat.
17. Staffls failure to cite specific ordinance provisions or terms of the approved annexation
or preliminary plat does not relieve Applicant of responsibility for compliance.
Remove any existing domestic wells and/or septic systems within this project from their
domestic service per City Ordinance Section 9-1-4 and 9-4-8. (Wells may be used for
non-domestic purposes such as landscape irrigation.)
2. Install 250-watt high-pressure sodium streetlights at locations designated by the Public
Works Department. Street light contractor shall obtain an approved design and permit
from the Public Works Department prior to commencing installations.
Underground year-round pressurized irrigation must be provided to all lots within this
development. The City of Meridian requires that pressurized irrigation systems be
supplied by a year-round source of water. Applicant shall be required to utilize any
existing surface or well water for the primary source. If a surface or well source is not
available, asingle-point connection to the culinary water system shall be required. If a
single-point connection is utilized, the developer shall be responsible for the payment of
assessments for the common areas prior to signature on the final plat by the Meridian
City Engineer.
4. Street signs are to be in place, water system shall be approved and activated, pressurized
irrigation system approved and activated, drainage lots constructed, fencing installed,
and road base approved by the Ada County Highway District prior to applying for
building permits. All development improvements, including fencing, micro-paths,
irrigation, and landscaping shall be installed and approved prior to obtaining certificates
of occupancy. A letter of credit or cash surety in the amount of 110% will be required
for all fencing, landscaping, pressurized irrigation, sanitary sewer, water, etc., prior to
signature on the final plat.

Any drainage areas (detention retention basins) must be designed to ensure that water
will percolate or discharge within a period of time not to exceed 24 hours for all storms
up to and including a 100-year storm event. Side slopes within drainage areas shall not
exceed 3:1. A drainage plan designed by a State of Idaho licensed architect or engineer
is required and shall be submitted to the City Engineer (Ord. 557, 10-1-91) for all off-
street parking areas. Storm water treatment and disposal must be designed in accordance
with Department of Environmental Quality 1997 publication Catalog of Storm Water
Best Management Practices for Idaho Cities and Counfies and City of Meridian
standards and policies. Off-site disposal into surface water is prohibited unless the
jurisdiction that has authority over the receiving stream provides written authorization
prior to development plan approval. The applicant is responsible for filing all necessary
applications with the Idaho Department of Water Resources regarding Shallow Injection
Wells.
6. Coordinate with the Meridian Public Works Department and the Meridian City/Rural
Fire Department to determine fire flow requirements. Provide a letter from the Fire
Department stating required fire flow requirements prior to final plat approval.
Coordinate fire hydrant placement with the City of Meridian's Water Deputy Fire Chief
and the Public Works Department.
8. Submit compaction test results to the Meridian Building Department for any building
pads within lots receiving engineered backfill.
9. Developer shall coordinate mailbox locafions with the Meridian Post Office.
10. Replace any tree over four (4) inch caliper that is removed from the property with an
equivalent number of caliper inches of trees. (Required landscape buffer trees will not be
considered as replacement trees for those trees that have to be removed.)
Staff recommends approval of the final plat, with the above stated comments and conditions.
