Re: Trunk Line Water & Sewer Assessment, Connection and Miscellaneous Fee
Proposal -July 6 Continued Public Hearing
The Building Contractors Association -Builders Council allowed me to present this matter to
them at their June 8 meeting.
The reactron to the fee proposal was, in my view, sign'fiicantly negative. I perceived their
comments to doubt the methodology of the fee calculations and well as the legal basis for
them.
Alter discussing this matter with Gary Smith, I recommend that we retain a third party
consutlant to review my fee structure and plculatron methodology before proceeding with the
public hearing. If Mayor and Council accept this recommendation, lintend to contact Scott
Harder of the Environmental Finance Group in Minnesota to begin this work. A copy of his
resume is attached. Preliminary indications are that he could complete a "desk-top" analysis
of this proposal by the end of July.
In order to allow this review to be completed and respond to the Developers and Builders
Councils of the BCA, I ask the July fi public hearing be oontrnued to August 24, 2004 .
Thank you,
