No significant earthwork is proposed for the site; earthwork will consist primarily of excavating surface soils to subgrade for the drive lanes. Fill will be brought into the site to allow the storm drainage system to function properly. The front half of all lots has been designed to slope towards the roadway. The back half of most lots (Type A Lots) has been designed to slope to the rear to backyard swales along the rear lot lines. The back half of other lots (Type B Lots) will be sloped to the roadway. The entirety of the drainage area from these lots has been accounted for in the drainage calculations. Drainage from the streets and the front of building lots will be caught in roadside gutters, routing storm water to catch basins at low points throughout the site. A subsurface storm drain pipe network will route storm water towards Pond 1. A splitter manhole located in the sidewalk adjacent to Pond 1 will route water first to the Pond 1 Forebay, and in larger storm events, water will be routed to the Pond 1 primary as well. Pond 1 has been designed with an underdrain system to allow infiltration through a sand lens and then outflow to the Ten Mile Drain.. The pre -development flow rate was calculated to determine the maximum allowable outfall rate of the underdrain system. The existing site of Chesterfield 4 slopes to Eight Mile Creek. For this reason, the entirety of the drainage areas from Phase 4 (Drainage areas 1-9) was used to calculate the existing outfall rate to the drain. A time of concentration of 1 hour was used with a runoff coefficient of 0.2 (NMID Policy) to determine an existing 25-year outfall rate of 0.78 cfs. The underdrain system spans across the Pond 1 forebay and primary under the sand windows. The infiltration through the sand lens was compared to the inflow through the perforations to determine the limiting flow rate in the system. The flow through the sand is lower than the flow into the perforated pipe in both basins and thus serves as the regulating factor in the system's design. Infiltration will not be sought through the bottom of the pond, as there is not 3 feet of separation to seasonal high groundwater provided in the system. Rather, an infiltration rate of 8 in/hr was used in design, as ASTM C33 filter sand will be imported as the infiltration material. The total discharge of 0.60 cfs (forebay + primary) is less than the available 0.78 cfs pre -development outfall rate. A 12" pipe at 0.05% is used to drain the ponds to the Ten Mile drain. As shown in the calculations, this pipe will be able to adequately flow the 0.60 cfs. Both basins are capable of draining 90% of the 100-year volume in less than 48 hours. The northwest portion of the development will drain to an existing drainage pond, constructed with Chesterfield No. 2. Construction of Chesterfield 3 added drainage to this pond; calculations from Chesterfield 3 are attached showing the ability of the existing drainage facility to handle this drainage. Two existing, wells were located and four additional wells were installed with a Texoma Auger Rig supplied and operated by R. P. Jones Drilling of Boise, Idaho. After drilling, a hand slotted PVC pipe was installed and then backfilled with native soils. Beginning the first week in April 2014, a groundwater monitoring program has been conducted to assist with the design of the onsite stormwater disposal system. Well measurements were initially gathered monthly but switched to weekly when the irrigation season began and groundwater started to rise. All well measurements are reported in the attached Well Data Table. As of this week (June 30, 2014) groundwater levels appear to have reach peak elevations: Bailey Engineering provided the ground surface elevation at each well. This was used to convert measured depths to the reported elevations. Data indicates that the groundwater across this site flows from south to north and slightly toward Ten Mile Creek along the east and northeast prop" lines. At this time, groundwater drops 3.4 feet between the southwest well (MW-2) and the northeast well, (MW-S). It is noted that water levels west of the sewer trunk line have increased by greater than four feet since the start of the irrigation season whale the two wells east of the truck line (and closest to Ten Mile Creek) and risen less than two feet. The trunk or the creek or a combination of the two appears to be lowering the groundwater east of the trunk line. This opportunity to be of service is appreciated. Three infiltration basins with forebays (per ACHD BMP 02) were constructed in previous phases of development in Chesterfield Subdivision. Chesterfield No. 3 utilizes two of these primary storages (Pond A & Pond B) for drainage. Site drainage from previous development was re- analyzed to insure consistency in calculation and to insure that both storage ponds could provide enough runoff capacity for a 100-year storm event. The attached drainage map (Appendix 4) shows the location of the infiltration basins, as well as their contributing drainage areas. A temporary swale was designed for the temporary turnaround located at the east terminus of Newland St. After drainage areas were established, the weighted runoff coefficient for each area was determined using a runoff coefficient of C=0.95 for asphalt, and C=0.40 for single-family homes. The ACHD Calculations Spreadsheet dated 8-5-2013 was used to determine peak runoff flows and volumes, as well as to size the site's sand and grease trap as well as previously two constructed sand and grease traps. Analysis of the site's drainage system included six drainage basins, with each leading to a separate catch basin as a collection point. Drainage Areas #1A, #1B, #2A, and #213 drain to Pond A, which Drainage Areas #3A and #3B drain to Pond B. Phase 3 of Chesterfield Subdivision encompasses all of Drainage Areas #1A, #113, as well as portions of Drainage Areas #3A and #3B. Drainage Areas #2A and #2B encompass area previously constructed. Portions of Drainage Areas #3A and #3B are previously constructed as well. Drainage Area #1A and #113 are located to the northwest of Pond A. Drainage Area #IA has a total drainage area of 1.62 acres, with a weighted runoff coefficient of 0.60. Drainage Area #IA has a peak runoff discharge of 2.17 cubic feet per second (cfs) and drains to Catch Basin #113. Drainage Area #1B has a total drainage area of 1.51 acres, with a weighted runoff coefficient of 0.56. Drainage Area #113 has a peak runoff discharge of 1.88 cfs and drains to Catch Basin #113. Drainage from both Drainage Area #lA and #113 flows through Sand and Grease Trap #1 as a pre-treatment before entering Pond A. Sand and Grease Trap #1 has a 12" pipe to Pond A forebay, and a 15" pipe to the Pond A primary basin. The 15" outlet to the primary basin works as a high -flow bypass, allowing the water quality event of 1.54 cfs was used to size Sand and Grease Trap #1. Drainage Area #2A and #2B are located to the northeast of Pond A. Both drainage areas encompass areas that are previously constructed. Drainage Area #2A has an area of 0.17 acres, with a weighted runoff coefficient of 0.75. Drainage Area #2A has a peak runoff discharge of 0.29 cfs and drains to an existing catch basin. Drainage Area #2B has an area of 1.47 acres, with a weighted runoff coefficient of 0.56. Drainage Area #2B has a peak flow of 1.83 cfs and drains to double catch basins. Both Drainage Area #2A and #2B drain to an existing sand and grease trap (referred to as `Existing Sand and Grease Trap DA#2') in calculations. Sand and Grease Trap DA#2 has 12" piping to the Pond A forebay and a 15" overflow pipe to the Pond A primary. Pond A was constructed in a previous phase of Chesterfield development. The pond currently accepts water from Drainage Areas #2A and #2B. Runoff from Drainage Areas MA and #113 will be added to the existing pond volume in Phase 3 of Chesterfield development. Pond A has a forebay with a design capacity of 6,915 cubic feet. The calculated 100-year volume for the Pond A forebay is 3,899 cubic feet, so the volume provided will be adequate for the storm volume. The primary basin has a capacity of 16,864 cubic feet, with a 100-year design volume of 8,086 cubic feet. Both the primary basin and the forebay of Pond A have sand windows to allow for infiltration. The forebay has a sand window of approximately 2 ft x 150 ft, providing adequate (901/o) drainage for the forebay volume in 17.5 hours. The sand window in the primary basin is approximately 4 ft x 180 ft, and can provided adequate (901/o) drainage for the primary basin in 15.2 hours. Drainage Areas #3A and #3B drain to existing Pond B. Drainage Area #3A has a total drainage area of 1.68 acres with a weighted runoff coefficient of 0.62. Drainage Area #3A has a peak runoff flow of 2.16 cfs and drains to an existing set of catch basins. Drainage Area #3B has a total drainage area of 3.51 acres and a weighted runoff coefficient of 0.60. Drainage Area #3B has a peak runoff flow of 4.37 cfs before draining to an existing catch basin. Drainage Area #3A and #3B combine and flow through an existing set of two (2) sand and grease traps before flowing into Pond B. The high flow bypass on the second sand and grease trap allow a size check using the water quality event of 2.68 cfs. Pond B was constructed in a previous phase of Chesterfield development. The pond is designed to accept water from Drainage Area #3A and #3B. Pond B has a forebay with a 100-year design volume of 4,434 cubic feet, with a capacity of 7,738 cubic feet. The primary has a 100-year design volume of 9,195 cubic feet, and a capacity of 13,373 cubic feet. Both the primary and forebay have sand windows to allow for infiltration. The forebay has a sand window of approximately 3 ft x 114 ft, and the primary has a sand window of 7 ft x 114 ft. The sand windows allow for a 90% infiltration in the forebay in 17.5 hours, and 90% infiltration in the primary in 15.6 hours. A borrow ditch (per ACHD Detail 10) was designed to collect runoff from the temporary turnaround located at the east terminus ofNewland St. As the grade break is located at the end of Newland St, the drainage for the turnaround is independent of the rest of the site. As a sewer access road extends east from the end of the turnaround, the borrow ditch is separated into two sections — a north and south section. The north section of borrow ditch has a contributing area of 2,481 fl , as the southern portion of borrow ditch has a contributing area of 4,545 W. The borrow ditch has a cross sectional area of 12 W and is capable of providing storage for a 100-year storm. The northern borrow ditch has a 2'x6' sand window area and the southern portion of the borrow ditch has a 2'x6' sand window area. Both of these sand windows are adequate for draining 90% of storm water runoff within 24 hours. Assumptions and Methodology 1. Site Grading. a. The existing site topography is relatively flat, sloping from southeast to northwest. b. Some grading is proposed for the site to set the lot pads above the roads and to create positive drainage for the roads to the existing pond. 2. Groundwater Study & Recommendations from Site Consulting, LLC is attached (Appendix 5) a. Groundwater is expected to be found in shallow locations throughout the site. Groundwater assumptions for both Pond A and Pond B were taken from previous construction plans and As -Built drawings. 3. Plan of new or modified drainage a. Both drainage facilities (Pond A & Pond B) have been constructed in previous phases of Chesterfield development. Two sand and grease traps are existing on -site, with all necessary piping. One new sand and grease trap will be constructed in Chesterfield Phase 3. b. Currently, two (2) pipes are stubbed out from Pond A to the location of the proposed new sand and grease trap. It is, presumed that these pipes are inadequate for the conveyance of runoff from Drainage Areas #lA and #113. These pipes will be excavated and replaced with adequate piping for runoff conveyance. 4. Calculations for anticipated storm water facilities. a. Rational Method used for peak flows: Qp = CIA i. Qp = Peak flow for 100 year design storm at storm duration equal to time of concentration. 1. For pond sizing, as well as sand and grease trap calculations, a 100-year storm was used. ii. C = Runoff coefficient based on land use (Appendix 2) 1. C for single family residential use =.40 2. C for Asphalt =.95 3. Weighted C was calculated for each drainage area since only half of the lot and street were used in determining area. iii. Two existing wells were located and four additional wells were installed with a Texoma Auger Rig supplied and operated by R. P. Jones Drilling of Boise, Idaho. After drilling, a hand slotted PVC pipe was installed and then backfilled with native soils. Beginning the first week in April 2014, a groundwater monitoring program has been conducted to assist with the design of the onsite stormwater disposal system. Well measurements were initially gathered monthly but switched to weekly when the irrigation season began and groundwater started to rise. All well measurements are reported in the attached. Well Data Table. As of this week (June 30, 1014) groundwater levels appear to have reach peak elevations. Bailey Engineering provided the ground surface elevation at each well. This was used to convert measured depths to the reported elevations. Data indicates that the groundwater across this site flows from south to north and slightly toward Ten Mile Creek along the east and northeast property lines. At this time, groundwater drops 3.4 feet between the southwest well (MW-2) and the northeast well, (MW-5). It is noted that water levels west of the sewer trunk line have increased by greater than four feet since the start of the irrigation season while the two wells east of the truck line (and closest to Ten Mile Creek) and risen less than two feet. The trunk or the creek or a combination of the two appears to be lowering the groundwater east of the trunk line. This opportunity to be of service is appreciated.
