RE: H-2016-0059 BIRKDALE ESTATES SUBDIVISION
The Idaho Transportation Department (ITD) has reviewed the referenced final plat application for the
Birkdale Estates Subdivision located east of North Meridian Road and south of US-20/26. ITD has
the following comments:
1. ITD has no objection to a subdivision being constructed in this location.
2. No access is requested and none is approved with this application. The project indicates access
will be from existing streets. North Elk Ranch Lane is to be removed with the Bull Ranch
Subdivision. Construction or Subdivision traffic is not approved to use North Elk Ranch Lane
for access to US-20/26 (Chinden Boulevard). The application appears to indicate two fences
will block the access to North Elk Ranch Lane from Rio Collins Drive. If this is not correct,
then a barrier must be installed on Rio Collins Drive to block access to North Elk Ranch Lane.
3. The City is reminded the US-20/26 Corridor is already congested. This project will increase
the number of vehicle trips in the corridor. ITD has no current funding assigned to widen US-
20/26.

❑ 6. This office may require a study to assess the impact of nutrients and pathogens to receiving ground waters and
surface waters.
❑ 7. This project shall be reviewed by the Idaho Department of Water Resources concerning well construction and
water availability.
8. After written approval from appropriate entities are submitted, we can approve this proposal for:

The following plan(s) must be submitted to and approved by the Idaho Department of Environmental Quality:

❑ 10. This Department would recommend deferral until high seasonal ground water can be determined if other
considerations indicate approval.

Infiltration beds for storm water disposal are considered shallow injection wells. An application and fee must be
submitted to CDHD.
