Broadway Avenue Meridian, Idaho 83642 VIA EMAIL RE: H-2016-0059 BIRKDALE ESTATES SUBDIVISION The Idaho Transportation Department (ITD) has reviewed the referenced final plat application for the Birkdale Estates Subdivision located east of North Meridian Road and south of US-20/26. ITD has the following comments: 1. ITD has no objection to a subdivision being constructed in this location. 2. No access is requested and none is approved with this application. The project indicates access will be from existing streets. North Elk Ranch Lane is to be removed with the Bull Ranch Subdivision. Construction or Subdivision traffic is not approved to use North Elk Ranch Lane for access to US-20/26 (Chinden Boulevard). The application appears to indicate two fences will block the access to North Elk Ranch Lane from Rio Collins Drive. If this is not correct, then a barrier must be installed on Rio Collins Drive to block access to North Elk Ranch Lane. 3. The City is reminded the US-20/26 Corridor is already congested. This project will increase the number of vehicle trips in the corridor. ITD has no current funding assigned to widen US- 20/26. This office may require a study to assess the impact of nutrients and pathogens to receiving ground waters and surface waters. ❑ 7. This project shall be reviewed by the Idaho Department of Water Resources concerning well construction and water availability. 8. This Department would recommend deferral until high seasonal ground water can be determined if other considerations indicate approval. ❑ 11. If restroom facilities are to be installed, then a sewage system MUST be installed to meet Idaho State Sewage Regulations. ❑ 12. We will require plans be submitted for a plan review for any: ❑ food establishment ❑ swimming pools or spas ❑ child care center ❑ beverage establishment ❑ grocery store 0 ❑ 14.
