Broadway Avenue Meridian, ID 83642 RE: Bancroft Square Subdivision Rezone, Conditional Use Modification, and Preliminary Plat Applications Dear Commissioners and City Council Members: On behalf of Schultz Development, LLC and Berkeley Building Company, please accept these applications for rezone, conditional use modification, and preliminary plat for the Bancroft Square Subdivision located at 2750 S. Eagle Road on the corner of E. Easy Jet Drive at the entrance to the Sutherland Farm Subdivision. We are requesting a rezone of 5.41 acres from R- 4 to R-8 and a preliminary plat for 33 building lots and 5 common lots. Site History — Sutherland Farm This 5.41 acre property is the last remaining undeveloped parcel from a large annexation, zoning, and preliminary plat application approved in 2002 for the Sutherland Farm Subdivision consisting of 260 detached single-family lots, 32 attached single-family lots, 11 office/multi- family lots, and 5 commercial lots on 127.7 acres. Approximately 10.4 acres north of the Ridenbaugh Canal was zoned C-G, with the remaining 117 acres zoned R-4 with a Planned Unit Development designation to allow reduced lot sizes and mixed uses with conditional use permits at a later date. The subject 5.41 acre property was shown with 4 Office Lots on the original site plan. In 2004, a 16 acre portion of the R-4 zoning north of the subject property was modified to eliminate some office and multi -family lots and add 47 single family residential lots for the Sutherland Downs subdivision (Sutherland Farm Phase 4). These lots area mix of 37'x100' attached and 50'x100' detached single family lots with houses ranging in size from 1,250 sf to 2,200 sf. In 2005, a 3.3 acre parcel located on the north side of E. Easy Jet Drive across the street from the subject parcel was annexed and zoned L-O and developed into 8 office lots with the Southstone Subdivision. The site was under separate ownership and not a part of the original Sutherland Farm application. In 2014, a 5.4 acre portion of the original office lot area of Sutherland Farm on Eagle Road adjacent to the Ridenbaugh Canal was rezoned to C-C for the Citadel Self Storage site. SurroundinE Uses and Zonin The site is located on the southeast corner of S. Eagle Road and E. Easy Jet Drive with developed L-O (Southstone) and R-8 (Sutherland Downs) properties on the north side of Easy Jet Drive. The R-4 portion of Sutherland Farm is northeast, east, and southeast of the site with the R-4 Thousand Springs Subdivision directly west of the site across S. Eagle Road. Property to the south of the site between the site and Victory Road is zoned County RUT with a Mixed Use Commercial designation on the Future Land Use Map The current Meridian Comprehensive Plan and Future Land Use Map indicates Mixed Use Commercial for this 5.4 acres, the 8.7 acres of L-O and C-C property to the north, and the 22 acres of County property to the south. However, the existing zoning of R-4 and allowed single- family uses for the 5.41 acre Bancroft Square property was vested upon annexation and zoning in 2002 when the Comprehensive Plan for the entire area south of the Ridenbaugh Canal was Medium Density Residential. Therefore, a Comprehensive Plan Amendment is not required. Conditional Use Modification A conditional use modification application for this site is required to eliminate the original 4 office lots indicated on the original 2002 site plan for this 5.41 acre site. Rezone and Preliminary Plat Additional applications are included for a rezone from R-4 to R-8 and a preliminary plat for 33 building lots and 5 common lots on 5.41 acres for the Bancroft Square Subdivision. The gross density is 6.1 dwelling units per acre with lot sizes ranging from 4,256 SF to 6,694 SF with an average size of 4,799 SF. We are not requesting any variances or deviations from the R-8 zoning ordinance for this site. Sewer Service The Bancroft Square Subdivision will be serviced by an existing 8-inch sewer main stub constructed in Titanium Avenue from Easy Jet Drive with Sutherland Farm No. 3 near the middle of the site with adequate depth to service the entire 5.41 acres. Water Service The Bancroft Square Subdivision will be serviced by an existing 8-inch water main stub constructed in Titanium Avenue from Easy Jet Drive with Sutherland Farm No. 3 near the middle of the site. In addition, a connecting loop will be constructed to connect to the existing 8-inch water main in S. Nephrite Way on the east. Pressure Irrigation Primary pressure irrigation will be provided by Nampa -Meridian Irrigation District (NMID) via an existing pump station for the Sutherland Farm Subdivision and existing pressure irrigation mains in the NE and SE corners of the site. We understand an upgrade to the existing NMID regional pump station may be required depending on final engineering plans and NMID requirements for development of this 5.41 acre site. Gravity Irrigation An existing private field drain from properties to the south will be piped through the site in a 12" pipe and connected to an existing irrigation inlet box in the common area on the south side of E. Easy Jet Way adjacent to the site. Roadways and Storm Drainage The site is immediately accessible to E. Easy Jet Drive where a road entrance and utility stubs were constructed with the Sutherland Farm No. 3 subdivision improvements. We are required to have two accesses and designed a connection to S. Nephrite Way lining up with the E. Girdner Drive intersection. The interior roadways will consist of a 33-foot back to back curb section with 8-foot wide detached park strips and 5' sidewalks. The 5' sidewalks will be located outside of the 40 foot right-of-way in a public sidewalk easement to ACHD. Parking will be allowed on both sides of the street on S. Titanium Avenue and E. Girder Drive/Court, however, parking is not allowed on E. Easy Jet Way on the existing road and is already signed as such. Direct lot access to S. Eagle Road, E. East Jet Drive, and S. Nephrite Drive is not proposed. Each lot will have a minimum 20-foot-wide driveway and a 2-car garage. Storm drainage will be mitigated by underground seepage beds in accordance with ACHD design criteria located in Titanium Avenue. Subdivision Design Although not required, the subdivision is designed with landscaped common lots on either side of Titanium Avenue and detached sidewalk with 8-foot-wide landscaped park strips on the non- cul-de-sac lots fronting E. Girdner Drive and E. Girdner Court. In addition, a pathway connection has been provided in a common lot in the NW corner of the site for direct pedestrian access to Eagle Road. Landscape buffers will be provided on the Eagle Road frontage (25'), the Easy Jet Frontage (15'), and the north S. Nephrite Way frontage (50'). The total open space provided is 33,934 SF or 0.78 acres or 14.4%. The "qualified" open space pursuant to current Meridian city code is 18,632 SF or 0.43 acres or 7.9%. Architecture The Bancroft Square site has been designed to allow for both 34-foot-wide and 40-foot-wide houses to be constructed on the 44-foot-wide and 50-foot-wide lots with 5-foot side yard setbacks. The homes will be single and two-story and range from 1,200 SF-2,200 SF with quality elevations similar to those included with the application. The proposed single-family detached home sizes are similar to the existing attached and detached home sizes in the Sutherland Downs Subdivision to the north. Variances The site design for the Bancroft Square Subdivision exceeds the minimum requirements of the R-8 zoning ordinance and no variances are requested with this application. Overall Site Statistics and Amenities - Sutherland Farm We have included a Usable Open Space and Density Analysis and Exhibit for the original 117 acres of Sutherland Farm north of the Ridenbaugh Canal annexed in 2002 including the Bancroft Square site. The results are attached and show the overall density of the Sutherland Farm annexation, including our site, is 3.1 dwelling units per acre and well within the original R-4 zoning allowed density. In addition, the overall open space is 11.3%. We are requesting that Bancroft Square Subdivision be treated as the last phase of the Sutherland Farm development that exceeds the 10% open space requirement originally conditioned in 2002 with the Planned Unit Development application that this site was a part of. In addition, the several previous phases within the Sutherland Farm original application area have several amenities including a 3/4 mile City Regional Pathway, a 5.9 acre park, a 2.5 acre park, tot lots, gazebo, swing set, and horseshoe pits. We have reached out to the Sutherland Farm HOA leadership to discuss the potential to allow the Bancroft Square Subdivision to join the Sutherland Farm HOA. Although we have been met with a positive response thus far at our initial neighborhood meeting and discussions with the leadership, we have not yet formally applied nor received the super -majority approval required of the 254 residents at the time of this application. Summary The proposed conditional use modification, rezone, and preliminary plat applications for the Bancroft Square Subdivision carefully considered all aspects of the Meridian Zoning Ordinance, the Meridian Comprehensive Plan, site location, surrounding neighborhoods, and the housing market in Meridian to develop a high -quality residential development that exceeds the minimum development standards and provides excellent design characteristics.
