Broadway Avenue Meridian, Idaho 83642 VIA EMAIL RE: H-2016-0051 STARBUCKS The Idaho Transportation Department (ITD) has reviewed the conditional use application for Starbucks located at 1870 South Meridian Road east of SH-69. ITD has the following comments: 1. ITD has no objection to a Starbucks being constructed in this location. 2. No new access is requested and none is approved with this application. The applicant indicates using an existing access to the development. 3. The applicant does not indicate any work will be completed in ITD right-of-way. If any work is anticipated in ITD right-of-way, then the applicant must apply for and receive an approved right-of-way use permit prior to doing any work or activity within the highway right-of-way. Please have the applicant contact Ken Couch at 332-7190 for more information. 4. Coffee establishments of this type have a tendency of long lines of traffic. ITD has concerns if traffic backs up onto SH-69. ITD reserves the right to request changes if complaints are received about this traffic. 5. The applicant does not indicate any landscaping will be completed within ITD right-of-way. IDAPA 39.03.42.600.04 rules govern landscaping within ITD right-of-way. 6. Idaho Code 40-1910 does not allow advertising within the right-of-way of any State highway system. 7. IDAPA 39.03.60 rules govern advertising along the State highway system. Before we can comment concerning individual sewage disposal, we will require more data concerning the depth of: ❑ high seasonal ground water ❑ waste flow characteristics ❑ bedrock from original grade ❑ other ❑ 6. This office may require a study to assess the impact of nutrients and pathogens to receiving ground waters and surface waters. ❑ 7. This project shall be reviewed by the Idaho Department of Water Resources concerning well construction and water availability. ❑ 8. After written approval from appropriate entities are submitted, we can approve this proposal for: ❑ central sewage ❑ community sewage system ❑ community water well ❑ interim sewage ❑ central water ❑ individual sewage ❑ individual water ❑ 9. The following plan(s) must be submitted to and approved by the Idaho Department of Environmental Quality: ❑ central sewage ❑ community sewage system ❑ community water ❑ sewage dry lines ❑ central water ❑ 10. This Department would recommend deferral until high seasonal ground water can be determined if other considerations indicate approval. ❑ 11. If restroom facilities are to be installed, then a sewage system MUST be installed to meet Idaho State Sewage Regulations. 2. We will require plans be submitted for a plan review for any: food establishment ❑ swimming pools or spas ❑ child care center beverage establishment ❑ grocery store ❑ 13.
