HomeMy WebLinkAboutCC - Agency CommentsAWest Ada 1950 SCHOOL DISTRICT May 10, 2016 City of Meridian City Clerk's Office, Attn: Machelle Hill 33 East Broadway Avenue Meridian, ID 83642 Dear Planners: Joint School District No. 2 (dba West Ada School District) has experienced phenomenal student growth in the last ten years. Nearly every high school, middle school, and elementary school throughout the district is operating at or over capacity. Approval of the Isola Creek No. 4 Subdivision will impact enrollments at the elementary, middle school and high school levels in West Ada School District. Based on U.S. census data, we can predict that these homes, when completed, will house 36 school aged children. West Ada School District supports economic growth. However, growth fosters the need for additional school capacity. Revenue support from developers of new residential subdivisions for the purchase of the school sites necessary to serve the proposed subdivision is required. West Ada School District estimates the revenue required for the purchase of future school sites is $830.00 per new home constructed. The approval of Isola Creek No. 4 Subdivision will create the need for $37.350 in revenue to purchase the school sites this subdivision will require. In lieu of these sources of revenue, the district will accept the donation of land appropriate for a school site. Such a site would need water and sewer service available. and prior to the commencement of construction, the district will need to pass a bond issue for the construction of schools. Residents cannot be assured of attending the neighborhood school as it may be necessary to bus students to available classrooms across the district. We ask that you require the developer to provide safe walkways, bike baths and safe pedestrian access for our students. School capacity is addressed in Idaho code 67-6508. Broadway Avenue Meridian, Idaho 83642 VIA EMAIL RE: H-2016-0050 ISOLA CREEK SUBDIVISION NO. 4 The Idaho Transportation Department (ITD) has reviewed the referenced final plat application for the Isola Creek Subdivision No. 4 on the southeast corner of North Ten Mile Road and West Tesino Drive south of US-20/26. ITD has the following comments: 1. ITD has no objection to a subdivision being constructed at this location. 2. This project does not abut the State highway system. 3. The City is reminded the US-20/26 Corridor is already congested. This project will increase the number of vehicle trips in the corridor. ITD has no current funding assigned to widen US- 20/26. Rich Ada County Recorder 200 West Front Street Boise, ID 83702 RE: Isola Creek Subdivision No. 4 Dear Mr. Rich: Central District Health Department has reviewed and does approve the final plat for this subdivision for central water and central sewer facilities. Final approval was given September 21, 2016. Sanitary restrictions as required by Idaho Code, Title 50, Chapter 13 have been satisfied based on a review by a Qualified Licensed Professional Engineer (QLPE) representing the City of Meridian and the QLPE approval of the design plans and specifications and the conditions imposed on the developer for continued satisfaction of the sanitary restrictions. Buyer is cautioned that at the time of this approval, no drinking water extensions or sewer extensions were constructed. Building construction can be allowed with appropriate building permits if drinking water extensions or sewer extensions have since been constructed or if the developer is simultaneously constructing those facilities. If the developer fails to construct facilities then sanitary restrictions may be reimposed, in accordance with Section 50-1326, Idaho Code, by the issuance of a certificate of disapproval, and no construction of any building or shelter requiring drinking water or sewer/septic facilities shall be allowed.
