Pursuant to the
MASTER AGREEMENT FOR PROFESSIONAL SERVICES
BETWEEN
CITY OF MERIDIAN (OWNER) AND ECM Consultants (ENGINEER)
This Task Order is made thi%&1 day of January, 2016 and entered into by and between the
City of Meridian, a municipal corporation organized under the laws of the State of Idaho,
hereinafter referred to as "City", and accepted by ECM Consultants, hereinafter referred to as
"Engineer" pursuant to the mutual promises, covenant and conditions contained in the Master
Agreement between the above mentioned parties dated January 15, 2016. The Project Name
for this Task Order 10615.PM is as follows:

SCADA System Upgrades PRV's 1, 3 & 7
PROJECT MANAGEMENT
PROJECT UNDERSTANDING
The Engineer shall provide professional project management services related to construction
and programming of the SCADA System Upgrades PRV's 1, 3 & 7 Project. Management shall
be per City of Meridian Capital Projects Checklist — Construction dated 9/20/13.
SCOPE OF WORK
Task 1 — Administration — 30 Weeks Duration
Set up the contract and submit written communication through the City's project
management software (EPMD), case management and project shared files. This
includes but is not limited to the following processes:
1. Task Order Contract and Pay Invoices;
2. Weekly correspondences and progress updates between City and Engineer.
Task 2 — Project Bidding — 4 Weeks Duration
This item includes project management associated with project bidding process per City
checklist.
1. Prebid meeting with Contractors;

2. Providing responses to questions during prebid period;
3. Coordinate and attend bid opening;
4. Draft and submit council memos and contracting documents.
Task 3 — Construction Administration — 12 Weeks Duration
This item includes project management associated with construction of project per City
checklist.
1. Conduct preconstruction meeting;
2. Conduct weekly field visits;
3. Coordination questions and construction progress between City, Designer, and
Contractor.
Task 4 — Programming Administration — 4 Weeks
This item includes project management associated with coordination with the design
consultant and contractor of project per City checklist.
1. Coordination between Contractor and Programmer/Designer during programming
phase;
2. Conduct field visits to each site;
3. Conduct progress meetings and coordination with City, Designer, and Contractor.
Task 5 — Project Completion and Closeout — 4 Weeks
This item includes project management associated with project completion and closeout
per City checklist.
1. Conduct final project inspections;
2. Prepare closeout documents including Substantial Completion, Final
Acceptance, and Contract Closures.
Task 6 — Record Drawings — 2 Weeks
This item includes project management associated with record drawing process
per the project plans and specifications.
1. Review red -line drawings with Contractor, Designer and City Staff.
ASSUMPTIONS
The City shall notify Engineer of any changes to their current Capital Projects Checklist
—Construction or Standard Operating Procedures.
The City shall provide support to the Engineer as needed to clarify City Standard
Operating Procedures and Project Management Procedures.

• The City shall provide support to the Engineer as needed to approve changes to the
plans as requested by contractor.
• The City shall be responsible for approving requests from contractor to perform work out
of compliance with City of Meridian Standard Drawings and Specifications.
TIME OF COMPLETION and COMPENSATION SCHEDULE
The following schedule is an estimate and project time frame is dependent on timely actions
from the City of Meridian. Actual project schedule may vary based on response time from
these agencies.
The Not -To -Exceed amount to complete all services listed above for this Task Order No.
10615.PM is Sixteen Thousand Three -Hundred Nineteen dollars and 00/100 ($16,319). No
compensation will be paid over the Not -to -Exceed amount without prior written approval by the
City in the form of a Change Order. Any and all travel will only be reimbursed if pre -approved
by the Project Manager, and only per the City of Meridian Travel Policy. Reimbursable
expenses will be paid at cost and only if pre -approved by the Project Manager. Any travel
and/or reimbursables paid will be paid as part of the Not -To -Exceed Task Order Total per the
Compensation and Completion Schedule above.
